Call your local animal-control or stray-dog agency when you find a loose dog, suspect neglect or abandonment, or cannot safely resolve the situation. If a dog is attacking, someone is injured or in immediate danger, or the dog is severely injured in an urgent situation, call your local emergency number and follow the dispatcher’s instructions. Which agency handles a report—and how to contact it—depends on where you are.
Choose the right response first
Start by deciding whether the situation is an emergency, a loose-dog report, or a welfare concern. These categories can overlap: a loose dog may be injured, and a dog you suspect is neglected may also pose an immediate danger. The safest route is to describe what is happening and let the appropriate agency direct the response.

| Situation | What to do | What to avoid |
|---|---|---|
| A dog is actively attacking or biting, a person or animal is in immediate danger, or a severely injured dog creates an urgent scene. | Call your local emergency number. Give the location and follow the dispatcher’s instructions. | Do not put yourself or others at risk trying to intervene or restrain the dog. |
| A loose dog appears healthy and no one is in immediate danger. | Contact the local animal-control or stray-dog agency and ask what to do next. | Do not assume a shelter or private rescue is responsible for collecting the dog. |
| You observe possible neglect or abandonment, but there is no active emergency. | Report the observable conditions to the local animal-welfare enforcement channel. Depending on your location, that may be animal control, police, a humane organization, or another designated agency. | Do not state a legal conclusion as though it were an established fact; report what you saw and when. |
Agency procedures are local. For example, Hawaiʻi County directs people who find healthy lost animals to contact its animal-control agency to arrange a microchip scan. In England and Wales, local authorities have responsibility for stray dogs. Those examples do not establish a universal procedure or guarantee a particular response time.
When should you call animal control for a loose dog?
Contact the local animal-control or stray-dog service when you find a dog without a responsible person and cannot safely reunite it with its keeper. The dog may be wandering along a road, staying in a public place, or appearing repeatedly in an area. Tell the agency whether it is moving, confined, injured, or creating a traffic or safety hazard. If danger becomes immediate—for example, the dog begins attacking—use the local emergency number instead.

Do not assume “animal control” always means the same office. Some places have a dedicated animal-services department; others assign stray-dog work to a local authority or another agency. The responsible service may also depend on whether the location is inside a city, within a county service area, or in an unincorporated area. Snohomish County, for example, says its service applies only to unincorporated areas. If the first office says the location is outside its coverage, ask which agency has jurisdiction there.
Use the agency’s current directions for what to do with the dog. Some may arrange a response or give instructions about a safe handoff; others may ask for details before deciding what service is appropriate. Do not transport an unfamiliar dog or take it to a shelter unless the agency tells you to do so. A frightened or injured dog may bite, run into traffic, or become harder for responders to locate if it is moved.
How do I report a neglected dog?
Report suspected neglect to the local channel responsible for animal-welfare enforcement. The correct agency varies by state, city, county, and country. The ASPCA advises U.S. residents that cruelty-reporting procedures vary from state to state and city to city, and says to start with local police and animal control. If one cannot take the report, ask where it should go rather than assuming another agency has received it.

Describe the circumstances you observed, not a verdict about whether someone broke the law. A useful report might say that you saw a dog outside without visible water on a particular afternoon, or that you have seen it repeatedly loose on a specified street. Include what you know about how long the situation has been occurring, but distinguish direct observations from information someone else told you.
Potentially relevant conditions include visible injury, severe thinness, lack of food or water, lack of suitable shelter, unsanitary surroundings, untreated medical needs, abandonment, or repeated straying. Whether these observations warrant enforcement action depends on the overall circumstances and local rules. A single sign is not always enough to establish neglect or require escalation: England and Wales guidance notes that a matted coat, long claws, fleas, absent identification, or an outdated microchip do not automatically require enforcement escalation on their own.
In England and Wales, the Department for Environment, Food & Rural Affairs (Defra) defines a stray dog as “any dog found in a public or private place without a responsible person there to look after it.” Its guidance, published 22 September 2026, assigns local authorities responsibility for stray dogs and explains their assessment and enforcement functions. Defra also says its list of relevant signs is not exhaustive and advises using judgment when something seems wrong. This is guidance for England and Wales, not a statement of law or procedure for other jurisdictions.

What information should you give the agency?
A clear, factual report helps the agency understand what is happening and decide which service is appropriate. Prepare these details if you can do so safely:

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Exact location: Give an address, intersection, nearby landmark, or other directions precise enough for a responder to find the dog. Say whether the dog is in a public area or on private property.
- Date and approximate time: State when you saw the dog and, if relevant, when you last saw it.
- Description: Note the dog’s approximate size, coat color or pattern, and any distinctive features you can see. Say if you cannot tell whether it has a collar or identification.
- Observed condition and behavior: Describe visible injuries, movement, apparent distress, access to food or water, shelter, or immediate hazards. Separate what you directly observed from what you suspect.
- Urgency: Say plainly whether anyone is injured or in immediate danger, whether the dog is actively attacking, and whether traffic or another hazard is involved.
- History and witnesses: If known, mention repeated sightings, how long the dog has been there, or people who witnessed the situation. Make clear when this information is secondhand.
- How to reach you: Provide a callback number or other requested contact information so the agency can ask follow-up questions.
Photographs taken from a safe place may help document what you observed. Do not approach, follow, or provoke a dog to get a better image, and do not delay an urgent call to collect evidence. If the dog moves away, note the direction of travel and last-seen location rather than chasing it.
How to stay safe while waiting for instructions
Keep a safe distance from an unfamiliar dog, especially if it appears frightened, agitated, protective, or in pain. Avoid chasing, cornering, or attempting to catch or restrain it. Even a dog that seems calm may react unpredictably when approached or touched.

- Follow instructions from the dispatcher or agency. If the situation changes and immediate danger develops, call the emergency number and explain what has changed.
Do not block traffic or put yourself between a dog and a person or animal to contain it. If the agency asks you to remain nearby, do so only if you can stay in a safe place. Your role is to give accurate information and follow directions, not to make an unsafe rescue attempt.

There is no single phone number or reporting route that applies everywhere. Check the current official page for your city or county to find the agency responsible for animal control, stray dogs, or animal-welfare enforcement. Confirm that the agency covers the location where the dog was found; a nearby city or county office may not serve that address.

For U.S. readers, the ASPCA recommends starting with local police and animal control for cruelty concerns, while emphasizing that reporting procedures vary by state and city. For England and Wales, Defra places stray-dog responsibility with local authorities. In Hawaiʻi County, local guidance provides a route for arranging a microchip scan for a healthy lost animal. South Carolina public-health guidance offers another route to consider when local animal control is unavailable. These examples illustrate why location matters; they are not interchangeable national rules.

Check whether the agency accepts reports after hours and what it instructs callers to do when its office is closed. Local systems may distinguish immediate danger from urgent but non-active situations. Snohomish County, for example, routes immediate danger to 911 and takes urgent, non-active cases through Animal Services. Hawaiʻi County also describes priority levels and dispatch routing. These local systems do not establish a universal response-time promise, so ask the responsible agency what applies where you are.
What happens after a loose dog is reported?
The local authority determines how to assess and handle a report under its procedures. In England and Wales, Defra’s 22 September 2026 guidance describes local-authority duties for stray dogs and states a required holding period of 7 full days in the dog-collection process. That figure applies to the England and Wales process described in the guidance; it is not a general rule for U.S. shelters, animal-control agencies, or other jurisdictions.
Elsewhere, the next step, collection arrangements, after-hours handling, and any identification check depend on the responsible agency. Ask what it wants you to do, whether it needs additional information, and how to follow up if the dog is still loose or the observed conditions worsen. Do not interpret silence or a delayed response as confirmation that the report was accepted by the right office; if you are unsure, contact the agency again using its official route.

Common reporting mistakes to avoid
- Calling a non-emergency service during an active emergency: If an attack is happening or someone is in immediate danger, call the local emergency number.
- Calling an agency that does not cover the location: If told the address is outside its service area, ask which office is responsible.
- Reporting a conclusion instead of observations: Specific conditions, dates, and locations are more useful than an unsupported accusation.
- Approaching the dog to confirm details: Do not risk a bite or worsen the situation to check a collar, take a photo, or read identification.
- Assuming one troubling sign proves neglect: Agencies consider the full context and local standards; report what you saw and let the responsible authority assess it.
- Expecting every report to receive the same response: Priorities and after-hours services differ by jurisdiction. Ask the agency what route to use and what information it needs.
