If your dog has eaten horse hay, the sources available do not establish a dog-safe amount or show that hay is toxic to dogs. A single incident also does not prove a nutritional deficiency. The immediate concern is whether the material causes a digestive problem: contact a veterinarian promptly if your dog ate a substantial amount or develops vomiting, appetite loss, abdominal pain, diarrhea, dehydration, or lethargy.
Why might a dog eat horse hay?
The behavior alone does not identify a cause. A dog’s interest in hay does not establish that the dog has a nutritional deficiency, and it is not enough to diagnose pica. Why this particular dog seeks hay remains uncertain.
Hay is forage used in horse diets, not a dog diet. Equine guidance describes horse diets as including roughage such as hay or fresh grass alongside grain concentrate, and says diets should be tailored to individual horses. That guidance does not establish hay as complete or appropriate nutrition for dogs. Texas A&M College of Veterinary Medicine & Biomedical Sciences discusses horse feeding, not canine nutritional needs.
Is horse hay safe for dogs?
The available sources do not directly study dogs eating horse hay. They do not establish hay-specific toxicity, a safe quantity, or how often hay causes obstruction in dogs. The risk for an individual dog cannot be determined from the behavior alone; amount swallowed, hay condition, the dog’s size and health, and any symptoms all matter.

The general concern is that swallowed material that cannot pass through the digestive tract may lodge in the stomach or small intestine. Some foreign objects pass without incident, while others cause an obstruction. Cornell’s Riney Canine Health Center describes obstruction as an emergency and says prompt veterinary intervention is critical. VCA also explains that foreign objects may pass or obstruct the digestive tract.
When should you call a veterinarian?
Contact a veterinarian promptly if your dog swallowed a substantial amount of hay or shows signs that could indicate a digestive problem. Possible signs of obstruction include:

Tell the clinic when the dog ate the hay, approximately how much, whether it may have been spoiled or contaminated, and what symptoms you have noticed. A veterinarian can assess the dog and decide whether examination or imaging is needed. Do not rely on a home remedy or supplement as a proven way to prevent or treat an obstruction.

Prevent access where practical and train your dog to avoid scavenging. If the behavior persists, discuss it with your veterinarian, who can consider the dog’s diet, health, and circumstances.
