Perth gardener Ori Weiser was reported to have received two parking penalties totaling A$750 after he stopped in Cottesloe because his dog was unwell. The Town of Cottesloe’s reported explanation was that his car partly occupied an access-parking bay; Weiser said the stop lasted less than a minute. Reports say he began an appeal, but do not give its outcome.

What happened in Cottesloe?

In a September 6, 2024 report credited to The West Australian, Weiser said his dog became unwell as he drove along Marine Parade. He pulled over opposite Cottesloe General Store, in a space between two access-parking bays, so the dog could vomit on grass. He described the stop as lasting less than a minute. A separate September 7 report credited to the Daily Mail also described the stop as an attempt to help his sick dog.

The incident details come from contemporaneous media reporting republished in Chinese, rather than from the infringement notices or a direct council record. The reports do not establish the exact date of the stop.

Why were two penalties reported?

According to the September 6 report, a parking officer told Weiser he would receive a A$500 penalty for occupying part of a space designated for people with disabilities. The report says that, after Weiser called the council and sought an apology, two officers issued a further A$250 penalty for obstructing traffic. The notices themselves were not available, so the stated amounts and grounds are those given in the report.

A Town of Cottesloe spokesperson was reported as saying the bay was designated for people with mobility issues. The spokesperson reportedly acknowledged that Weiser’s car was not fully inside the bay, but said it occupied part of it and caused inconvenience to people who needed the bay. The spokesperson’s name and the original English wording are not provided; the quoted explanation appears in translation in the republication.

What was the appeal outcome?

Weiser said he had started an appeal and was told to follow the appeal process. The September 2024 reports do not say whether the penalties were upheld, cancelled, paid or otherwise resolved. They also do not provide the applicable bylaw or establish whether an emergency exception applied, so the reporting alone cannot determine whether the fines were legally valid or whether Weiser was entitled to stop where he did.
