Why the 2021 Shelter-Lifesaving Setback Matters—and What Comes Next

Julie Castle’s 2022 Best Friends post reported more shelter deaths in 2021 after pandemic-era intake changes. Here is what the numbers mean, why the setback happened and how later data should be read.

The setback Julie Castle described was a warning, not a reversal of every gain shelters had made. Best Friends Animal Society’s June 7, 2022 post reported more animals killed after pandemic-era intake patterns changed, while its longer view showed substantial progress in national save rates. Understanding the difference requires keeping the original estimate, later revisions and newer reporting periods separate.

What the 2022 post actually reported

Julie Castle, CEO of Best Friends Animal Society, wrote on June 7, 2022 about a measurable setback in U.S. shelter lifesaving. In that post, Best Friends said approximately 355,000 dogs and cats were killed in shelters in 2021, compared with 347,000 in 2020. Those figures belong to the organization’s data collection as presented in that article; they are not a timeless count or a universally agreed national census.

Reporting point Figure How to read it
2020 347,000 dogs and cats killed in shelters Best Friends’ figure cited in the June 2022 post
2021 About 355,000 killed The original estimate in Castle’s post; later Best Friends reporting revised the 2021 lifesaving-gap comparison
2021 intake change 8.1% increase Best Friends’ reported change from the unusually low 2020 intake level
2020 intake change 20% decrease The historic drop in pets entering shelters during the first pandemic year
National save rate 64% in 2015; 83% in 2021 Historical figures reported in the same 2022 post
No-kill shelter share 22.5% in 2017; more than half in 2022 Best Friends’ description of the trend at the time of publication

The immediate message was therefore two-part: the annual outcome had worsened, but the longer trajectory remained better than it had been several years earlier. Treating either half as the whole story produces a misleading headline.

Why Castle connected the setback to intake and staffing

The pandemic changed the flow of animals through shelters. Best Friends described 2020 as a historic year in which 20% fewer pets entered shelters. Facilities closed or reduced public operations, animal-control activity changed, and many communities saw fewer routine intakes. A lower number of incoming animals can make a shelter’s annual outcome look better even when its underlying capacity has not changed.

As facilities reopened, intake rose by 8.1% in 2021. The return of animals did not automatically bring back the people and processes needed to move them safely through the system. Castle pointed to staffing shortages alongside higher intake. Fewer available employees and volunteers can slow behavior assessments, medical care, foster coordination, adoptions, transfers and reunification work. When those steps take longer, animals remain in care longer and the number of live outcomes may not keep pace with arrivals.

This explanation does not mean every shelter experienced the same pattern or that intake alone determines deaths. It identifies the pressure points Castle believed were most important in the national data: a sudden change in volume combined with limited operating capacity. The same number of incoming animals can produce different outcomes depending on kennel space, veterinary access, foster availability, adoption demand and the speed of each decision.

A setback inside a longer period of progress

Castle used the 2021 increase to argue for sharper focus rather than despair. In the post, Best Friends reported that the national save rate had risen from 64% in 2015 to 83% in 2021. It also said more than half of shelters were then no-kill, compared with 22.5% in 2017. These are historical figures as reported in 2022, not current national estimates.

Those trends matter because an annual death count and a multi-year save-rate trend answer different questions. The count asks how many animals died during one reporting year. The save rate describes the share of animals leaving a shelter alive or remaining there awaiting an outcome. A community can improve its overall proportion saved over several years and still experience a difficult year when intake surges or staffing collapses.

The practical lesson is to look for both direction and disruption. The longer trend indicates that policies, partnerships and shelter practices had produced meaningful gains before 2021. The setback shows that progress is vulnerable when the operating conditions supporting those gains change quickly.

What “no-kill” means in this framework

“No-kill” is not a claim that no animal ever dies in a shelter. In Best Friends’ framework, a shelter meets the benchmark when it maintains at least a 90% save rate over a 12-month period. The save-rate calculation includes animals who leave alive through adoption, return to their families, transfer or another live outcome, as well as animals still in the shelter awaiting an outcome.

The 90% threshold is a measurement standard, not a promise that every shelter has identical policies or resources. It also explains why the phrase needs a definition whenever it appears in coverage. A shelter’s result can change with intake mix, medical and behavioral needs, owner reunification, transfers and the length of time animals remain in care. Comparing two facilities without checking those conditions can turn a simple percentage into a false equivalence.

Why two 2021 numbers can both appear in Best Friends reporting

Best Friends later published a 2022 report that revised the 2021 lifesaving-gap comparison to 321,000. That figure should not be silently substituted for the approximately 355,000 deaths cited in Castle’s June 7 post. The two numbers come from different reporting versions and should be labeled accordingly.

The organization’s 2021 report page explained that its statistics came from 80% of more than 4,000 brick-and-mortar shelters, covering an estimated 94% of dogs and cats entering shelters that year. This broad coverage helps explain why Best Friends presents the figures as a national picture, but coverage is not the same as an independently audited census. Readers should retain the reporting organization, the year and the dataset version whenever they quote a number.

A revised estimate may reflect a fuller submission set, a changed method, corrected records or a different definition of the comparison. Without a method note tying the two figures together, the responsible approach is to report each one with its source and date rather than implying that one proves the other was an error.

What later reporting shows—and what it does not prove

Best Friends’ 2024 report provides a later reference point. It reported that 425,000 dogs and cats were killed in shelters in 2024, that the national save rate was 82% and that 4.8 million dogs and cats entered shelters. The report described deaths as essentially steady from 2023 and intake as stabilized between 2023 and 2024.

These later figures show that national strain continued after the period discussed in Castle’s post, even as intake stopped rising between those two later years. They do not show that the 2022 article predicted the 2024 result, nor can they be combined with the 2021 figures as if all years used an identical dataset. The 2024 report is a new reporting period with its own coverage and methodology.

Reading the sequence responsibly means preserving the boundaries: Castle’s post explains the 2021 setback as understood in June 2022; the later report describes conditions in 2024. The later number can add context, but it cannot rewrite what was known or claimed in the earlier article.

Why a national percentage can hide local emergencies

A national save rate compresses thousands of local operating environments into one number. A shelter serving a fast-growing region may face a different intake pattern from a rural facility. One organization may have strong foster capacity but limited veterinary access; another may have kennels available but too few adoption counselors. The national statistic is useful for measuring direction, while local decisions require more granular information.

The 2021 experience illustrates this distinction. If intake returns quickly after a period of unusually low arrivals, a shelter can lose the temporary breathing room created by 2020. If staffing remains below normal, animals may wait longer for every stage of care. Delays can compound: an unprocessed stray occupies space, a medical case waits for treatment, and a foster placement that would free a kennel cannot be arranged.

That is why the relevant question is not simply whether a community’s save rate is above or below a national average. Leaders also need to ask where animals are entering, how long they stay, which categories require specialized care and which operational step is limiting live outcomes.

The populations and pressure points Castle highlighted

Castle’s response was systems-focused rather than limited to one adoption campaign. She named shelter collaborations, embedded projects, work focused on cats and big dogs, advocacy and partner networks. Each item points to a different part of the flow through a shelter.

Shelter collaborations

Collaboration can connect organizations that have different assets: one may have space, another foster homes, another veterinary capacity and another experience with reunification or adoption events. The point is not that every partnership looks the same, but that a shelter does not have to solve every bottleneck alone.

Embedded projects

An embedded project places support within a shelter or community operation rather than offering only occasional advice. That can make it easier to identify a recurring delay, train staff in the local workflow and adjust the intervention as intake changes. The post names this approach as part of the response; it does not claim one universal project model.

Cats and big dogs

Castle specifically identified cats and big dogs as areas of focus. Naming those groups signals that a single national strategy may miss animals whose housing, handling, foster or adoption needs differ. Programs aimed at these populations must be evaluated by the outcomes they are designed to change, not by a generic assumption that the same solution works for every animal.

Advocacy and partner networks

Advocacy can address rules, funding and public policy that shape shelter capacity, while partner networks can broaden the pool of people and organizations able to help. Together, they treat shelter lifesaving as a community system rather than an isolated kennel operation.

What “focus as we approach 2025” means in practice

Castle wrote, “I know I’m being a total data nerd and throwing a lot of numbers at you, but it’s because these numbers tell us where and how to focus as we approach 2025.” Her point was not that a single statistic should dictate policy. It was that measurements can identify where additional effort is most likely to matter.

For a shelter or local government, that means turning an annual result into operational questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Did intake change because of animal-control activity, owner surrenders, transfers, seasonal patterns or a reporting change?
  • Which live-outcome pathway slowed: reunification, adoption, foster placement, transfer or medical recovery?
  • Are staffing vacancies affecting intake processing, animal care, veterinary services or public-facing adoption work?
  • Do cats, big dogs, juveniles, older animals or animals needing treatment experience different lengths of stay?
  • Which partner can address the specific constraint, and what result will show whether the intervention helped?

These questions convert a national warning into a local diagnostic process. They also reduce the risk of responding to a visible symptom, such as crowded kennels, without addressing the step that caused animals to remain there.

How readers should compare shelter statistics

  1. Identify the reporting year. Do not treat a 2024 figure as an update to a 2021 estimate unless the source explicitly makes that comparison.
  2. Name the publisher and edition. Best Friends’ June 2022 post and its later reports may use revised data.
  3. Check the metric. “Killed,” “entered,” “saved,” “save rate” and “lifesaving gap” are not interchangeable terms.
  4. Look for coverage notes. A dataset covering most shelters can be highly informative while still not being a complete census or independent audit.
  5. Separate annual movement from long-term direction. A one-year setback can coexist with several years of improvement.
  6. Ask what changed operationally. Intake, staffing, length of stay and live-outcome capacity explain more than a percentage alone.

The clearest takeaway from the setback

The June 2022 post described a real deterioration in reported 2021 outcomes after an exceptional pandemic-era decline in intake. Castle attributed the pressure to reopened facilities, more animals arriving and staffing shortages that made it harder for live outcomes to keep pace. At the same time, the post documented a much stronger national save-rate position than in 2015 and a larger share of shelters meeting the no-kill benchmark than in 2017.

The later revised 2021 estimate and the 2024 figures reinforce the need for careful labels. Numbers are useful only when their year, definition, coverage and reporting version travel with them. The enduring argument is therefore neither that progress was finished nor that the setback was insignificant: shelter lifesaving improved over the longer period, but the gains depended on systems capable of absorbing changes in intake and staffing.
