How wolves returned to Denmark
Aarhus University describes the grey wolf’s return as remigration after about 200 years of absence. The parliamentary background page points to official monitoring beginning in October 2012, but the sources cited here do not establish a precise historical extinction date or a verified current population total. The return is therefore best understood as natural recolonization, not an announced reintroduction. Aarhus University’s Wolf Dialogue project and Folketinget’s wolf background page provide context and links to monitoring.
For a current population figure, consult the latest official monitoring rather than relying on a number repeated without its reporting period. The Folketinget page links to the DCE report titled “Antallet af ulve i Danmark oktober 2012 – februar 2025”; the page itself does not give the report’s detailed estimate.
Why the return has become contentious
The conflict is about more than the presence of an animal. Livestock keepers face practical concerns about attacks and protection; residents may feel uneasy when wolves are reported near settlements; and hunters and others may worry about effects on game. Conservation-minded participants, meanwhile, see wolves as a positive contribution to biodiversity. These concerns and values are identified in the university’s Wolf Dialogue project.

That project is a local dialogue initiative, not a representative national opinion poll. It documents issues people bring to discussion and points to participation and trust as management challenges; it cannot show what all Danes think or establish that every feared outcome has occurred.
What Denmark’s 2025 response changes
The action plan
Announced on April 28, 2025, the Danish wolf action plan broadens the definition of a “problem wolf” so regulation can be easier in specified cases. It also provides for local groups to help deter wolves, better public information and work to improve livestock protection. The minister responsible described the intended balance as allowing wolves to live undisturbed in forests while handling encounters closer to residential areas more effectively. In Danish, Jeppe Bruus said: “Vi skal indrette os på, at ulven er her – og skal have lov til at leve i fred i skoven – men samtidig håndtere situationen bedre, når ulven kommer tæt på boligområder.” The plan was announced by the Ministry for the Green Tripartite.

Parliament’s follow-up request
On June 3, 2025, Parliament adopted resolution V 80. It recognizes both livestock attacks and insecurity in areas where wolves occur, and the view among nature enthusiasts that wolves benefit biodiversity. It calls for the action plan to be carried out, with continued assessment and dialogue involving the Wildlife Management Council, livestock keepers and local residents. The resolution describes an official position and follow-up request; it does not demonstrate that the plan has already succeeded. Read the adopted resolution V 80.
Livestock attacks, verification and compensation
Denmark’s wildlife authority says livestock keepers may seek compensation when the authority determines that a loss was caused by a wolf. An assessment can include DNA analysis. Compensation is therefore conditional on verification; it is not automatic for every missing or injured animal.

After repeated attacks on the same keeper, the authority may require wolf-proof fencing as a condition of compensation. It also describes subsidies for such fencing. Eligibility, technical requirements and compensation amounts can change, so livestock keepers should check the authority’s current guidance before acting. The details are on the official Danish wolf guidance page. No annual Danish livestock-attack total is established by the sources cited here.
What is known about risk to people
The Danish wildlife authority characterizes the risk of a wolf attack on people in Denmark as very small. Its supporting figures are international historical evidence, not a Danish incident count: summarizing DCE (2013), the authority reports nine people killed by wolves in Europe between 1950 and 2000, with five cases involving rabies. It also summarizes a 2021 Norwegian Institute for Nature Research (NINA) review of 489 wolf attacks globally from 2002 through 2020, including 26 deaths; 380 attacks involved rabies, and 14 of those were fatal. These figures do not establish a Denmark-specific rate, and the sources cited here do not establish that wolves have attacked people in Denmark. Protection and targeted regulation
The wildlife authority says Danish wolves have been protected under the EU Habitats Directive since 1992, as implemented in Danish law. It also says exceptional permission to regulate a particular wolf may be possible in specified circumstances. The exact rules and procedures should be checked against current official guidance, since legal frameworks and their implementation can change. The authority’s current wolf page is the appropriate starting point.
What meaningful coexistence requires
The central policy challenge is to address concrete livestock-management needs and public confidence without treating perception as proof of an attack or overlooking conservation interests. The 2025 plan and parliamentary resolution identify several questions for continuing assessment:

The sources establish these as live considerations, not settled measurements of the plan’s results. Aarhus University’s Wolf Dialogue project focuses on local participation and trust, while resolution V 80 calls for stakeholder dialogue and continued review.
