The documented hazard involves invasive zebra mussels multiplying into dense colonies on intake screens, pipes, hoses and other submerged equipment. That physical buildup can restrict flow, damage infrastructure and, in a documented 1989 incident, plug a municipal intake and shut down Monroe, Michigan’s water supply.
The evidence supports a narrower, more useful conclusion: a mass infestation can disrupt or stop a municipal withdrawal, while the phrase “a few clams” badly understates how the failure develops. Historical cases show that the problem is real; they do not establish that citywide shutdowns are common today or that a handful of mussels could do it.

What “clams” means in this question
Common freshwater clams are not the animals identified in the documented city-water incidents. The relevant species is the zebra mussel (Dreissena polymorpha), a small invasive freshwater bivalve. Zebra mussels attach themselves to hard submerged surfaces with byssal threads, then accumulate in layers and clusters.

That behavior makes them very different from a few loose clams resting on a river or lake bottom. An individual zebra mussel has little ability to obstruct a large intake. The engineering problem appears after repeated settlement and growth create a living coating over screens, conduits and associated equipment.

USGS species records describe zebra mussels colonizing public water-supply infrastructure and constricting flow. A 2024 USGS fact sheet broadens the point to dreissenid mussels—zebra and quagga mussels—saying that biofouling reduces flow through intake lines serving municipal supplies, power plants and industrial facilities, corrodes infrastructure surfaces and can degrade water quality.
How a mussel infestation can interrupt a city’s water withdrawal
The failure is a form of physical biofouling. It develops over time rather than arriving as a single dramatic blockage.
- Free-floating larvae arrive. Zebra mussels release microscopic larvae called veligers. Currents can carry them toward an intake before they settle.
- Young mussels attach. Once they find suitable hard surfaces, they anchor to screens, pipe walls, intake structures, hoses or other equipment.
- Colonies expand. New mussels attach to the original layer and to one another. Repeated settlement turns scattered organisms into a dense mat.
- Open area shrinks. Growth narrows passages and covers screening surfaces. The same pumps must work against greater resistance, so delivered flow falls.
- Operations become harder. Reduced flow can force a utility to throttle a withdrawal, clean or replace equipment, or take an intake out of service while another source or repair plan is used.
The 1989 USGS-indexed report by Ronald W. Griffiths, William P. Kovalak and Donald W. Schloesser describes obstruction of pipes, hoses, screens and condensers, and notes that municipal intakes along Canadian and United States shorelines had been impaired. The report also records very high densities at a power-plant intake canal, illustrating how quickly a surface can become heavily colonized.

What the historical cases actually show
Three figures are often blended together in retellings, but they describe different evidence. Keeping them separate prevents the headline from becoming more dramatic than the records justify.

The Monroe account comes from a U.S. Department of State archive case study. The 45% figure and the 700,000-per-square-metre observation come from the separate 1989 report indexed by the U.S. Geological Survey. They should not be presented as one event, one city or one measurement.
Why “a few” mussels cannot shut down a city
The wording matters because it changes the risk a reader imagines. A city’s intake is designed to pass a large volume of water. A few individual animals may be unsightly or may start a colony, but they do not have enough physical bulk to seal a municipal pipe by themselves.
The threat is cumulative:
- Time: settlement and reproduction allow the attached population to grow.
- Surface area: screens, tunnels and intake walls provide extensive hard substrate.
- Reattachment: mussels can colonize equipment that has not been fully protected or cleaned.
- Hydraulic sensitivity: even partial coverage can increase resistance and reduce the amount a pump can draw.
- Maintenance access: equipment that is underwater, remote or difficult to isolate may be expensive to inspect and clear.
Calling the animals “clams” also hides the key biological distinction. Native clams generally do not form the same dense, attached carpets on industrial infrastructure. Zebra mussels’ attachment habit and high reproductive output are what turn a biological presence into an engineering problem.

What utilities can do before flow drops
The historical USGS-indexed report recommends watching raw water for free-floating veligers and protecting intakes after early warning. That is a risk-management strategy, not a guarantee that every disruption can be prevented.

1. Monitor the raw-water source
Sampling for veligers can reveal that a population is reproducing or moving toward an intake before large adults are obvious. Monitoring needs to be interpreted as an early-warning system: a negative sample does not prove that an intake will remain mussel-free, and a positive sample does not predict the exact date or size of a blockage.
2. Inspect the intake and its vulnerable components
Utilities need to know which surfaces are most likely to collect mussels: approach channels, screens, trash racks, conduits, hoses and pump-related equipment. Inspection intervals should reflect the site’s history, intake design and observed settlement. The cited sources establish the value of surveillance and protection, but they do not supply one inspection schedule that fits every city.
3. Protect the withdrawal system after an early warning
Protection can involve operational, physical or treatment measures selected for the particular intake and its environmental constraints. The available evidence does not establish a universal preferred treatment or rank methods by cost and effectiveness. A utility must account for drinking-water rules, discharge requirements, worker safety, fish and other aquatic life, and whether equipment can be isolated while work occurs.

Because an infestation can restrict flow before it creates a total stoppage, utilities should define trigger points for throttling a withdrawal, cleaning equipment, switching to another intake or source, and notifying the public. A contingency plan is especially important where one intake supplies most of a city’s demand.

Does a plugged intake mean the taps immediately run dry?
Not necessarily. A plugged or impaired intake affects the utility’s ability to withdraw raw water; the effect on customers depends on storage, treatment-plant capacity, alternate intakes, interconnections and how quickly operators can respond. The documented Monroe case is reported as a city water shutdown, while the separate 45% case describes a reduced withdrawal rather than a stated citywide outage.
This distinction is why “can disrupt supply” is more accurate than “always shuts off every tap.” A utility may experience lower production, pressure problems, emergency conservation or a temporary shutdown of one intake without the entire distribution network becoming dry. Conversely, a single-intake system with little storage could be more exposed than a larger, interconnected system.
What the evidence does—and does not—say about current risk
The records prove that zebra mussels have impaired municipal intakes and that a historical infestation shut down a city’s water supply. They do not provide a present-day, city-by-city tally of outages, a current prevalence map for every water system or a universal probability that an intake will fail.

Nor should the 700,000-per-square-metre figure be used as a municipal design standard. It documents a very dense colony at a power-plant intake canal. The 45% reduction is a reported result for one unnamed southeast Michigan city in 1989, not a typical loss for all systems.
How to interpret claims about “clams” and city water

Why this is mainly a utility problem, not a household fix
A kitchen filter, aquarium accessory or generic drain cleaner cannot solve a colonized municipal intake. The affected surfaces may be underwater, inside large conduits or integrated with pumps and screens. Clearing them safely requires utility-scale inspection, isolation, disposal and compliance decisions.
Residents who hear about zebra mussels near a source should follow the water utility’s notices rather than attempt do-it-yourself chemical treatment or introduce cleaning products into waterways. Household actions may matter for preventing the spread of invasive mussels between boats and equipment, but they are not substitutes for an intake-protection program.

Those are separate historical records, and neither supports the claim that a few individual clams can instantly stop a city.
The accurate mental model is a slow-building infrastructure failure: veligers arrive, mussels attach, colonies thicken, hydraulic resistance rises and operators must monitor, protect, clean or reroute the intake. The hazard is real, but its severity and present-day likelihood depend on local conditions and the utility’s preparedness.
