Don’t buy a cat or dog from an online listing until you have checked the animal, its source and the records—and thought through whether your household is ready for a long-term commitment. A photograph and a seller’s assurances cannot establish an animal’s welfare or provenance. If you are considering a puppy or kitten, use the checks below and consider whether a reputable rescue is a better fit.
Is Christmas a good time to bring home a pet?
It can work for some households, but the holiday itself is not a reason to rush. A new pet needs a calm, prepared home and time to settle. In a 2021 statement, Chief Veterinary Officer Christine Middlemiss said: “Christmas can be a difficult time to settle a pet into a new home and it’s vitally important that people not only research the breed of animal they want, but also the person selling it to them.” Consider the household’s plans, noise, visitors and ability to provide consistent care; if the timing is unsuitable, wait.

A pet should not be an unplanned surprise. The people who will care for the animal need to be involved in choosing it and preparing for its needs. Breed research matters, but it does not replace checking the individual animal and the person or organisation placing it.

How to check an online pet listing
Use Defra’s S.P.O.T. checks for a puppy or kitten: Seller, Parent, Old enough and Treatment. Do not treat a listing, deposit request or set of attractive photographs as proof that the animal exists, is healthy or was raised as claimed.

Seller: check who you are dealing with
- Search the seller’s name, phone number and other contact details. Be cautious if the same person appears to have multiple adverts.
- Do not let urgency or pressure to pay prevent you from making checks or asking questions. A responsible seller should assess whether you can provide a suitable home, too.
- If the seller is a dog breeder or pet seller, GOV.UK says the local-authority animal-activity licence number should be displayed online. Check the number with the relevant local council.
Parent: see the young animal at home
For a puppy or kitten, arrange to see it with its mother and litter in the place where it was raised. This gives you a chance to assess the home context and see the parent with the young animal. A seller’s refusal to show you the animal at home or with its mother is a serious reason to stop, not a small inconvenience to work around.
Old enough: check the age
A puppy or kitten must be at least eight weeks old before going to its new home, according to the cited GOV.UK guidance. Ask the seller to confirm the animal’s age and do not agree to take it earlier.

Treatment: inspect the records
Ask to see the animal’s health records, including vaccination certificates, microchip information, neutering status where relevant, and evidence of worming and flea treatment. Check that the records relate to the animal you are viewing. If you are unsure what they mean or whether treatment is due, ask a vet.

In England, the cited government guidance says puppy and kitten buyers must deal directly with the breeder or a reputable rehoming centre under Lucy’s Law. That statement is specific to England; do not assume the same rule applies elsewhere in the UK or in another country. Check current official rules for your location.

If the animal was born outside the UK, the Channel Islands or the Isle of Man, ask to see the relevant pet passport or veterinary certificate. Import-related age and paperwork requirements depend on the animal’s origin and the rules in force. Check current official requirements before proceeding rather than relying only on the seller’s explanation.

Buying from a seller or adopting from a rescue?
Neither route suits every household. A reputable source should be willing to discuss the animal’s background and needs, provide relevant records and allow you to make an informed decision. Government advice says buyers may need to wait for a healthy, well-bred animal; a seller who rushes you is not offering a good reason to skip checks.

Overseas rehoming can bring additional health and welfare risks. Ask about the animal’s origin and documentation, and check the current rules that apply. A reputable UK rehoming centre is an alternative if you are open to adoption; finding the right match may take time.

How to avoid a pet scam
The US Federal Trade Commission’s December 2024 holiday guidance describes fake pet ads that use appealing pictures, pressure and demands for advance payment. It recommends searching the seller or business name with terms such as “review,” “scam” or “complaint,” and suggests considering a local rescue or animal shelter instead.
The FTC also warns about sellers who insist that payment can be made only by gift card, payment app, cryptocurrency or wire transfer. This is US consumer guidance, and the warning is about a seller insisting on those methods as the only option—not a claim that any payment method is inherently fraudulent in every country or transaction. Do not send money because a seller is rushing you, and verify the animal and source before paying.
Why careful checks matter
Defra’s 2021 campaign release reported results from an Opinion Matters survey of 1,009 UK respondents who had ever bought a cat or dog, fielded 15–19 October 2021. In that survey, 27% said they had encountered a seller or advert that made them suspicious of the pet’s welfare; 43% said they had visited the seller in the animal’s home; 12% said they did no research before visiting a puppy or kitten for the first time; and 31% felt very confident they could spot signs of a low-welfare puppy or kitten seller. These are dated survey findings, not current prevalence estimates.
In a separate survey of 175 BVA/BVNA members fielded 16 September–19 October 2021, Defra reported that 68% of surveyed pet owners were unaware that clinical and behavioural signs could be linked to low-welfare breeding practices. A careful purchase cannot guarantee future health or behaviour, but checking the animal’s home context and records can help you make a better-informed decision.
