A pet listing can make an animal seem only a click away, but finding one online does not make the decision quick or low-risk. Before paying a deposit or arranging collection, consider whether you can provide long-term care, check the seller and the animal’s history, and see the animal in the setting where it lives. A 2021 parliamentary debate on online animal sales raised concerns about fraudulent deposits, hidden parents and sellers posing as private individuals; those were concerns raised in the debate, not a measure of how common such cases are.
Why online pet listings deserve a pause
Online adverts can help people find animals, but a fast search can also encourage a decision before a prospective owner has thought through the animal’s needs or checked who is selling it. In a Westminster Hall debate on 13 December 2021, MPs discussed reported cases of buyers losing deposits to fraud, puppies being advertised without their mother being shown, and welfare problems associated with irresponsible breeding and trade. The debate also raised concerns about animals being sold without adequate history or being placed in unsuitable homes.

These points were raised in a parliamentary discussion; they should not be read as independently verified prevalence figures or proof that every online seller is unsafe. The practical lesson is to treat an advert as a starting point for checks, not as evidence that an animal or seller is trustworthy.
Decide whether you are ready before contacting a seller
Pause before responding to an urgent-sounding advert or sending money. Think about the animal’s care over its lifetime, including the time, space and ongoing costs you can realistically provide. If you are unsure, take time to speak with people who understand the animal’s needs, such as a veterinary professional or a reputable animal-welfare organisation.

Do not let a limited-time offer, emotional appeal or pressure to pay quickly substitute for a considered decision. A seller’s willingness to answer questions and let you assess the animal and its living conditions is more useful than polished photographs or a convincing online profile.
Check the seller, animal and proposed handover
- Verify identity and traceability. Ask who is selling the animal, where it has been kept and what applicable licence details can be checked. The 2021 debate described adverts in England as requiring specified information for relevant licensed activities; see the historic legal context below.
- See the animal where it is kept. As a practical safeguard, arrange to visit the premises rather than relying on photographs or a remote conversation. For a puppy, ask to see its mother with the litter in that setting. A missing mother or refusal to show where the animal lives is a reason to stop and seek advice, not a detail to overlook.
- Do not rush a deposit or collection. The debate discussed fraudulent deposits. Avoid sending money under pressure before you have made appropriate checks, and be wary of a proposed handover in a car park or other place that prevents you from seeing the animal’s home environment.
- Ask about the animal’s history and welfare. Establish what is known about its age, origin, health and care so far. If answers are vague, contradictory or withheld, do not assume the missing information is harmless.
- Walk away if something feels wrong. These checks reduce uncertainty; they cannot guarantee that a seller is legitimate or that an animal has no health or welfare issues. Contact a veterinary professional or reputable animal-welfare organisation for advice if you have concerns.

When you are not ready to proceed
If the seller will not let you see the animal where it lives, pressures you to pay immediately, or gives answers that do not add up, stop the transaction rather than trying to resolve every doubt on the spot. Seek advice from a veterinary professional or a reputable animal-welfare organisation. The Parliamentary debate described the Pet Advertising Advisory Group (PAAG) as an animal-welfare and trade group established in 2001 and endorsed by Defra and devolved administrations; it raised concerns including poor welfare, missing history, sick animals being offloaded, dealers posing as private sellers and unsuitable placements.
