When PerthNow reported on 26 September 2024 that East Perth resident Simone Wilkins was preparing to open City Lickers the following month, the planned facility was designed to address a problem she had encountered herself: finding daytime care in the city for a large dog. The original plan was for a Wittenoom Street site and up to 25 dogs; Wilkins later reported that the business moved to 22 Bronte Street, East Perth. That later address is her account, not independent confirmation of current operations.
Why did Simone Wilkins start City Lickers?
Wilkins told PerthNow that she had a large dog and could not find a suitable city daycare. She said a Belmont facility she approached accepted only small dogs, leaving her to consider travelling out of the city for care.

“It all started due to frustration of not being able to find anywhere to put my dog, because we would have had to drive out of the city for our dog to be looked after … which defeats the purpose of living in the city,” she told PerthNow.
She also described the constraint of apartment life: “Being in an apartment, you’ve obviously got limited space and I don’t necessarily want to leave him on a balcony all day … and I couldn’t get him into a doggy day care in Belmont because they only took small dogs.”

What did the original City Lickers plan include?
PerthNow reported that Wilkins had spent two years developing the business and planned to open at Wittenoom Street in East Perth in October 2024. The proposed facility was intended for inner-city residents and apartment dwellers, with capacity for up to 25 dogs of any size, provided they were friendly. The date and address describe the plan reported then, not verified current service details.
“We’ll take any size dog, as long as they’re friendly,” Wilkins told the publication. Her stated goal was to offer a city-based option for owners who might otherwise need to travel elsewhere for daytime care.

Staffing, handling and enrichment
At the time of the report, Wilkins said she had secured five employees and six volunteers. She planned to work with experienced handlers, dog walkers and behaviourists on the dogs’ care and enrichment. The article does not independently verify staffing or describe regulated care standards.

Wilkins said part of the business’s profits would be donated to dog shelters in Bali and Thailand. That was a stated intention in the 2024 report; it does not establish whether donations were subsequently made.

Where is City Lickers now?
In a later founder-authored LinkedIn update, Wilkins said City Lickers had moved to 22 Bronte Street, East Perth. This is a self-reported address, not independent confirmation that the facility currently operates there. The available reporting does not establish current opening status, hours, prices, capacity, eligibility rules or booking availability.

Wilkins described the opportunity as lucrative because, in her view, demand outweighed supply. The report offers her assessment and experience with one Belmont provider; it does not provide market statistics or a broader comparison of Perth daycares. It also does not verify whether the planned expansion to other premises, including the conversion of unused corporate buildings, took place.

Her longer-term ambition, as reported by PerthNow, was to work with the City of Perth to find other premises for the growing city population. That was a future goal, not a confirmed expansion.
