A cat found in one of the City’s designated prohibited areas can result in a $300 infringement for its owner—but that is not the penalty for every breach. The law also sets a two-cat household limit, with exceptions, and the City requires cats from six months of age to be registered, sterilised and microchipped.
When the law took effect—and what the City says about enforcement
Melville Council approved the local law on 15 July 2025. It was published in the Government Gazette on 25 July and commenced three months later, on 25 October 2025, according to the City of Melville’s current cat-ownership guidance and its announcement of the law’s commencement.

The City’s guidance says it is not enforcing clauses 4.6 and 3.7(5) at this time because those provisions are to be amended. That is the City’s stated position; the available published information does not establish whether the amendments have since been made. Check the City’s current page and the latest gazetted text for an update before relying on those clauses.

The City identifies cat-prohibited areas in 64 reserves and parks. Its announcement names Tompkins Park, Goolugatup Heathcote Reserve, Alfred Cove Nature Reserve and Centennial Park as examples—not as a complete list. The Government Gazette 89 of 2025 lists a $300 modified penalty for the offence “Cat within prohibited area.” The City says an owner whose cat is found in one of these areas may receive a $300 infringement.

To check a specific location, use the City’s current mapped list of prohibited areas or the schedule in the local law. Do not assume a reserve is covered—or exempt—based only on the examples above. The City says the designated areas are intended to protect places with important flora and fauna while balancing cat ownership and community amenity.
The two-cat household limit and its exceptions
The City describes the local law as limiting a household to two cats. Fostered cats and cats temporarily staying at a household are excluded from that limit. Residents can apply for approval to keep more than two cats if they meet the applicable conditions. The City also says households that had more than two cats registered at their address before the law commenced are covered by a grandfather clause and do not need to make changes on that account.

The City says cats must be registered, sterilised and microchipped from six months of age. A microchip alone does not count as registration. To register, owners need the cat’s 15-digit microchip number and sterilisation certificate. The City also asks owners to notify it if the cat’s ownership, address or status changes. Renewals are due by 31 October unless the cat is registered for life. See the City’s cat registration information for current instructions and fees.

Containment advice is not the same as a prohibited-area rule
The City encourages owners to keep cats within their property boundaries, but its guidance does not describe full containment or a catio as a legal requirement. Containment advice should not be confused with the specific rule against cats being in designated prohibited areas. If you choose to let your cat outdoors while limiting roaming, a secure enclosure is one option; check that it suits your property and complies with any tenancy or property rules that apply to you.

Other offences do not all carry the same penalty
The gazetted modified-penalties schedule distinguishes between offences. It lists $300 for a cat within a prohibited area, $200 for keeping more than the prescribed number without a permit, and $200 for other offences not specified in the schedule. The amount therefore depends on the offence; the $300 figure is not a blanket penalty for any breach of the local law.
