For U.S. cats, the Centers for Disease Control and Prevention (CDC) advises vaccination according to local laws. Its guidance also notes that schedules vary by vaccine product and state. Requirements depend on where you live, so there is no single national yes-or-no answer for an individual cat. Check with your city or county animal-control office or public-health department for the rules that apply to your address. If the rules are unclear about exemptions, ask your veterinarian to consult the relevant state or provincial public-health authority; do not assume that an owner can grant an exemption.

When should a cat get a rabies vaccine or booster?
First vaccination
The CDC says most cats should not be vaccinated before 3 months of age (12 weeks). The exact schedule depends on the vaccine product and state or local requirements. Your veterinarian can account for your cat’s age, previous vaccination history, and the product’s label.
Booster timing
There is no single booster interval that applies to every cat. Follow the product label and local law. When local law permits use of a vaccine labeled for three years, AAHA/AAFP recommends a three-year interval. That recommendation is conditional on both the product’s three-year label and permission under local rules; it is not a universal schedule.

Discuss a medical concern or possible exemption with your veterinarian before changing or delaying vaccination. The veterinarian can consider the cat’s health and vaccination history and determine whether local rules provide a lawful exemption or require guidance from public-health authorities. Rabies vaccines for animals should be given by a veterinarian or under veterinary supervision, according to the CDC.

Can my cat be exempt from rabies vaccination for medical reasons?
