Electronic collars are not one single kind of device, and the evidence about one type should not be applied automatically to another. For remote training collars that deliver an electric stimulus, controlled studies have not shown a consistent training advantage over reward-based approaches; they have identified welfare concerns. The American Veterinary Society of Animal Behavior (AVSAB) recommends reward-based training and advises against aversive methods, including electronic collars. Anti-bark and containment collars raise their own questions about triggers, stimuli, welfare and local rules.
What do “shock collar” and “e-collar” mean?
Retailers and trainers use “e-collar” in different ways. It may refer to a remote-controlled training collar, an automatic bark-activated collar or an electronic containment collar. “Shock collar” usually refers to a device that delivers an electric pulse, but the label alone does not tell you how the collar is triggered or what other features it has. Check the specific device rather than relying on its name.

| Device type | What triggers it | What it may deliver | What the cited evidence establishes |
|---|---|---|---|
| Remote training collar | A handler presses a handheld remote. | An electric pulse; some products may also offer other signals. The studies discussed here evaluated e-collar training, not every product or setting. | Two controlled comparisons studied remote e-collar training for recall or obedience-related responses. Their findings do not establish the effectiveness or safety of every model, use or dog. |
| Automatic anti-bark collar | The device detects barking, according to its sensor and settings. | Depending on the device, an electric pulse or a different stimulus. Do not assume spray, sound or vibration has the same evidence or effect as an electric pulse. | The remote-collar trials do not establish how well bark-activated collars work or whether they are safe. Scottish Government reporting identifies separate evidence needs for non-pulse devices, including spray bark collars. |
| Electronic containment collar | The dog approaches or crosses a boundary associated with an electronic system. | The stimulus depends on the system; the research summarized here does not assess containment collars. | The remote training studies cited below do not establish the effectiveness, welfare effects or legality of electronic containment systems. |
Because the trigger, stimulus and training context differ, do not use findings about remote recall training to claim that an automatic bark collar or containment system works—or is harmless.
Do shock collars work for dogs?
The most relevant controlled studies do not show that remote e-collar training is more effective or efficient than reward-based training under the conditions tested. That does not prove that no dog ever responds to a collar; it means the cited evidence does not establish a reliable advantage that justifies treating it as the better training choice.

What the 2014 recall study found
Cooper and colleagues’ 2014 field study assigned 63 pet dogs referred for recall-related problems to three groups of 21: training with e-collars, the same trainers without electronic stimulation, and trainers focused on positive reinforcement. Dogs received two 15-minute sessions per day for four to five days. Owners reported improvement in 92% of cases across the three groups, but reported efficacy did not differ significantly between groups. The 92% figure is a pooled owner report—not an e-collar success rate and not proof that every dog or training situation would have the same outcome.
Compared with the positive-reward group, dogs in the e-collar group spent more time tense, yawned more often and interacted less with their environment. Cortisol measures did not uniformly differ. The authors concluded that they found no consistent benefit from e-collar training and greater welfare concerns than with positive reward-based training. The mixed findings do not support either the claim that every dog was harmed or the claim that the collars had no effect.

What the 2020 comparison found
A peer-reviewed 2020 study compared manufacturer-nominated e-collar trainers, those same trainers working without electronic stimulation, and professional trainers focusing primarily on positive reinforcement. The positive-reinforcement-focused group achieved better responses to “Sit” and “Come” after one instruction within the allocated time and had shorter response latencies than the e-collar group. The study found no significant difference in proportions of command disobedience. Its results describe the dogs and training conditions studied; they are not a prediction for every individual dog.

The available information here does not establish that anti-bark collars are safe or effective as a category. Devices differ in what they detect and deliver, and evidence about remote, handler-triggered collars cannot answer those questions for an automatic bark-activated product. A non-electric stimulus is not automatically harmless, and it should not be treated as interchangeable with an electric pulse.

Barking can have different causes, so suppressing the sound does not necessarily address what is prompting it. Fear-linked, sudden, persistent or otherwise concerning barking warrants a veterinary discussion and an individualized humane training plan rather than a one-size-fits-all collar recommendation.
What does veterinary behavior guidance recommend?
AVSAB recommends reward-based methods for dog training and behavior modification, including behavior problems, and advises against aversive methods such as electronic collars. Its current position page identifies the 2021 Humane Dog Training statement as authoritative and notes a 2025 board clarification. AVSAB states: “Based on current scientific evidence, AVSAB recommends that only reward-based training methods are used for all dog training, including the treatment of behavior problems.”

What can you do instead of using a bark collar?
- Look for the pattern. Note when the barking happens, what occurs just before it, and what follows. This information can help you and a professional identify what may be maintaining or triggering the behavior.
- Consider health and welfare. Discuss sudden, persistent, fear-linked or otherwise worrying barking with a veterinarian. The Australian Veterinary Association notes that failure to respond to correctly delivered positive reinforcement may warrant veterinary diagnostic work-up for an underlying physical or behavioral illness.
- Choose reward-based help. A qualified reward-based trainer or veterinary behavior professional can help assess the cause and build an individualized plan. Check credentials, methods and location; no individual provider is verified here.
- Make rewards practical. A dog training treat pouch is optional gear for carrying food rewards during practice, not a treatment in itself. A clicker is also optional; it is not required, and the evidence summarized here does not specifically evaluate clicker accessories.
AVSAB guidance supports the training approach, not a particular brand, treat pouch or claim that equipment alone resolves barking.

Are e-collars legal where you live?
There is no safe blanket answer that all electronic collars are legal or banned. Rules depend on jurisdiction and device type, and legal status can change. The examples below describe what is established in the cited material; check current official rules for your location and the exact device before buying or using one.
Victoria, Australia
Victorian official guidance describes conditions for authorized anti-bark and remote training collar use. They include examination of the dog’s health and temperament, the dog being over six months old, no more than 12 hours of wear in 24 hours, use according to the manufacturer’s instructions, an approved introduction program and required follow-up review. Confirm the current Victorian code and official guidance; these conditions should not be assumed to apply elsewhere or to every device category.
United Kingdom
Rules and policy differ by UK nation. A British Veterinary Association policy page describes an April 2023 UK Government announcement of plans to ban electric shock collar use in England. An announcement of plans is not, by itself, proof that a ban is in force. Check current legislation or government guidance for the relevant nation and collar type rather than treating that policy description as a statement of current law.
United States
The sources summarized here do not establish a current federal and state-by-state legal map. Check current federal, state, county and local rules for your location and the specific collar type; do not assume a nationwide legal status.
Quick Recap
How to assess a collar claim before acting
- Identify the device: Is it handler-triggered, bark-activated or boundary-triggered?
- Identify the stimulus: Does it deliver an electric pulse or another stimulus? A device’s label does not answer what evidence supports it.
- Ask what was actually studied: Remote recall training evidence is not evidence about automatic bark collars or containment systems.
- Assess the behavior first: Consider whether health, fear or another underlying cause needs attention and whether a humane training plan is available.
- Check local rules: Confirm current requirements for the jurisdiction and exact device rather than relying on general claims or another region’s rules.
