For most people, an exotic cat is not a suitable or straightforward pet. Wild felids have species-specific behavioral, social, nutritional, and environmental needs that can be difficult to meet at home, and their care can raise safety and legal concerns. In the United States, federal law also restricts private possession of certain big cats. The exact rules depend on the species and location.
What counts as an exotic cat?
“Exotic cat” is often used broadly for wild felids kept in captivity, including animals such as lions, tigers, leopards, and other nondomestic cats. It should not be confused with a domestic cat breed that has an unusual appearance, or with a hybrid animal: the term alone does not tell you which laws apply. Rules can turn on the exact species, the animal’s circumstances, and where it is kept.

Some wild cats are held by private individuals, but that does not make private ownership appropriate or manageable for a household. The ASPCA says exotic animals can be difficult to house in environments that protect both their well-being and community safety. American Humane Society points to demanding behavioral, social, nutritional, and care needs. These are organizations’ welfare positions, not quantified estimates of how often owners succeed or fail.

A household should not assume that a large enclosure, a young animal, or captive breeding makes a wild felid’s needs comparable to a domestic cat’s. Appropriate care is species-specific, and the sources cited here do not establish a universal home-care setup that makes keeping one suitable.
Are exotic cats safe around people and pets?
There can be risk to people and other animals beyond the owner’s household. The ASPCA warns that attacks involving exotic animals have seriously injured guardians, neighbors, and pets, and that some exotic animals can carry pathogens transmissible to people. It does not provide an incidence rate in the position statement, so these concerns should not be read as a quantified prediction for an individual animal.

Safety is not only a question of whether an animal appears calm or has been raised around people. Decisions about a particular animal require qualified wildlife expertise and a realistic assessment of the risks to everyone who may come into contact with it.

There is no single yes-or-no answer for every animal called an exotic cat. Federal, state, and local rules can differ, and the federal Big Cat Public Safety Act covers specified big cats rather than every exotic felid. Check the exact species and circumstances with the relevant wildlife authorities and local government before making any plans.

What the Big Cat Public Safety Act does
The U.S. Fish and Wildlife Service says the Big Cat Public Safety Act was enacted on December 20, 2022, to end private ownership of covered big cats as pets and restrict exhibitor public contact, including contact with cubs. The Act has defined exceptions for qualifying entities, including certain exhibitors licensed or registered with the U.S. Department of Agriculture and qualifying sanctuaries, subject to the law’s requirements.
A person who already possessed a covered big cat could retain it only if each animal was registered with USFWS by June 18, 2023, under the private-owner exception. That deadline is not permission to acquire a covered big cat now, and the exception should not be generalized to all exotic cats. USFWS explains the Act and its exceptions.

What a USDA license does—and does not—mean
The Animal Welfare Act sets humane-care standards for certain animals in specified regulated activities, including public exhibition, sale for use as pets, research, and commercial transport. USDA APHIS identifies wild and exotic big cats among animals covered in its licensing information and explains that regulated activity cannot begin without a valid license; specified changes, such as adding an animal type from its listed categories, can require a new license.
That licensing framework does not serve as blanket approval for private pet ownership. A USDA license or care standard does not by itself settle whether possession is lawful under state or local law, or whether a household can meet an animal’s needs. What should you do if you are considering one?
Do not acquire an animal until you have verified the law and established whether its needs can be met through an appropriate, lawful setting. A practical first review is:
- Identify the animal precisely. Common names such as “exotic cat” are not specific enough to determine legal status or care requirements.
- Check current rules for your location. Ask the relevant federal wildlife authority and state and local authorities about the species and your exact circumstances. Do not assume a rule for one kind of big cat applies to every wild felid or hybrid.
- Assess welfare and safety with qualified expertise. Consider the animal’s behavioral, social, nutritional, and environmental needs, as well as risks to household members, neighbors, and other animals.
- Do not treat licensing as an ownership shortcut. Determine whether a license applies to the activity in question; it is not a general pet-ownership approval.
What are responsible alternatives to keeping one?
If you want to learn about or support wild cats, education or support through an appropriate sanctuary or accredited zoo can avoid private possession. The ASPCA supports transferring animals to approved sanctuaries when appropriate care cannot be provided. That is not an endorsement of any particular facility: check its status, practices, and the suitability of its programs independently before visiting, donating, or arranging a transfer.
For an animal already in someone’s care, seek guidance from qualified wildlife authorities and a legitimate sanctuary or other appropriate facility rather than attempting an informal transfer. The right destination depends on the animal and the applicable law.
