Found a Puppy? How to Report It to Animal Control and Local Shelters

A safe, local-first guide to reporting a found puppy, choosing the right animal-control agency, arranging a microchip scan, handling temporary care and understanding jurisdiction-specific deadlines.

If you find a puppy, first protect yourself and the animal. Keep your distance if it is frightened or aggressive; if it is calm, contain it only when you can do so safely. Check for a collar or tag, then contact the animal-control agency or shelter that serves the exact place where you found the puppy. Ask how to file a found-pet report, arrange a microchip scan, and handle temporary care or intake.

Do not rely on a neighboring city, a generic shelter number, or a nationwide holding-period rule. The responsible agency, reporting method, deadlines and acceptance location depend on local law and the puppy’s found location.

What to do first

Make the scene safe

Before approaching, look at traffic, construction, water, other animals and escape routes. A puppy can bolt into danger or bite when cornered. Metro Animal Care and Control in Nashville states: “For your safety, do not attempt to approach an aggressive and/or scared animal.” If the puppy is growling, snapping, lunging, hiding, or too frightened to approach, stay back and call the animal-control agency serving that location for instructions: Nashville’s found-pet guidance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not block traffic or create a crowd while trying to help. Ask bystanders to keep children and other dogs back, and tell the agency if the puppy is moving toward a road, water or another immediate hazard. A precise description of the hazard can help dispatchers decide whether an officer or another response is needed.

Contain it only when you can do so safely

If the puppy is approachable, use a secure carrier, enclosure or suitable leash. Anchorage Animal Care and Control recommends a leash, an improvised leash or a carrier to keep a found pet safe while it is in the finder’s care: Anchorage’s found-pet flyer. Keep the puppy separated from your own animals until the agency advises you otherwise. Do not chase it into traffic or put your hands near its mouth to force a restraint.

Containment should prevent escape without forcing a frightened animal into a corner. If a leash, carrier or enclosure is unavailable, tell the agency what you do have and ask for instructions rather than improvising a risky capture. If the puppy gets loose after you report it, update the agency with the last known location and direction of travel.

Step-by-step: reporting a found puppy

  1. Record the exact location and time

Write down the street address or the nearest intersection, the municipality and county, the date and time, and where the puppy was moving or resting. A city boundary can determine which agency must take the report. If you are unsure whether the location is in a city, county, unincorporated area, park or another jurisdiction, tell the first agency exactly where you are and ask which office has responsibility.

Record the location where you first saw the puppy even if you later move it to a safe place. Also note the route it took, a nearby business or landmark, and whether someone else may still be searching there. These details help the correct agency match your report with a lost-pet inquiry.

  2. Look for visible identification

When it is safe, check for a collar, tag, license number or other identification. Copy the phone number and wording rather than relying on memory, and take a clear photograph if you can do so without stressing the puppy. No collar does not mean no owner. Ask animal control, a shelter or a veterinary clinic to scan for a microchip; the cited municipal guidance directs finders to those facilities rather than to consumer scanning devices.

Do not remove a collar or tag unless an agency tells you to. Tell staff whether the identification was attached when you found the puppy and whether it appeared damaged or unreadable. A microchip scan may be available at different times or locations, so ask before making a trip.

  3. Contact the agency for the found location

Start with the animal-control agency or shelter that serves the place where the puppy was found, not necessarily the one closest to your home. Sacramento specifically directs finders to contact the animal-control agency serving the location: Sacramento’s “I Found A Dog” instructions. Ask whether the agency wants an online found-pet report, a telephone report, an in-person hand-in, an officer response, or a combination of those steps.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confirm the facility’s address, opening hours, after-hours instructions, intake rules and whether it accepts found puppies from the public. An agency may direct you to wait with the puppy, bring it to a particular entrance, or arrange collection.

If the first office says it does not serve that address, ask for the correct agency name and contact route before ending the call. Do not assume the closest neighboring jurisdiction will forward the report or accept the animal. When calling after hours, ask whether an emergency line is reserved for immediate danger and what procedure applies when the puppy is safe but needs intake.

  4. File the found-puppy report

Give the agency the exact location and time, a physical description, photographs, identification details and your contact information. Describe sex if known, approximate age and size, coat color and markings, visible injuries or illness, and whether the puppy is contained. Nashville asks finders for a photo to help return a pet: Metro Animal Care and Control’s guidelines. England and Wales guidance says local-authority records for stray dogs include description and identification information plus the date, time and place of collection: Department for Environment, Food & Rural Affairs guidance.

Use observable descriptions rather than guessing a breed or medical condition. Say, for example, that the puppy is limping, lethargic or has an open wound, if that is what you see, and identify immediate hazards. Ask for a report number or another confirmation that the notice was received. If the agency uses an online form, save the confirmation page or email.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  5. Arrange the microchip scan

Ask where and when the puppy can be scanned. A shelter, animal-control facility or veterinary clinic may provide the scan, but availability and fees differ. Tell the agency whether you can transport the puppy and whether you need collection. If a chip produces owner information, let the agency manage contact and reunification according to its procedure; do not assume the database record is current.

Ask whether the scan is part of intake or must be requested separately, and whether the puppy needs to remain in your care until an appointment. Do not buy a consumer scanner on the assumption that it replaces an official scan or report.

  6. Get explicit temporary-care instructions

If you can keep the puppy briefly, say so and ask what you must do next: complete a report, obtain a scan, post a notice, bring the puppy in by a stated time, or continue holding it until an officer calls. If you cannot keep it, say that immediately so the agency can arrange intake or pickup. A found report is still required in many systems even when a finder is willing to foster temporarily.

Ask who is responsible for food, veterinary attention and transport while the puppy remains with you, and what to do if those needs change. Get a clear end point such as a pickup time, intake appointment or required return time. Never interpret permission to hold the puppy temporarily as permission to keep it permanently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  7. Update the agency when circumstances change

Tell the agency if the puppy is transferred to a shelter or veterinarian, reunited with an owner, becomes ill or injured, escapes, or is no longer in your care. Give the report number so staff can amend the correct record. Ask how the agency wants updates delivered and retain any new instructions.

Which contact should you call?

When several numbers appear online, use the one that has legal or operational responsibility for the found location. These questions help you choose:

Question Why it matters
Which agency serves the exact address? A neighboring city or county may use a different intake system and may not be able to accept the puppy.
Can I report online or by phone? Some agencies provide a found-pet form; others require a call or in-person contact.
Where is found-animal intake? The public entrance, shelter campus and after-hours drop-off point may be different.
Who can scan for a microchip? Animal control, shelters and veterinary clinics may offer scanning on different schedules.
May I provide temporary care? Some agencies allow it with a report and follow-up; others require hand-in or collection.
What deadline or holding rule applies? Notification, scanning and holding periods are local requirements, not a universal standard.

Ask these questions even if a website appears to answer them. Hours, intake arrangements and forms can change, and an after-hours message may direct you somewhere different from the daytime office. Write down the staff member’s name or department, the time of the call and the next action you were given.

Information to have ready

Prepare these details before calling or submitting a form:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Exact found location, including municipality, county and nearby landmarks.
  • Date and time you found the puppy and the time you first contained it.
  • Photographs showing the face, body, markings and any collar or tag.
  • Coat color, distinctive markings, estimated age and size, sex if known, and behavior.
  • Whether the puppy is contained, loose, with other animals, frightened or aggressive.
  • Visible injury, illness or immediate hazards, described without attempting a diagnosis.
  • Tag, license or collar information and any phone number printed on it.
  • Your name, phone number, email and the location where the puppy can be reached if you are holding it.

Ask the agency what additional information its form requires. Do not publish your personal address publicly if the agency only needs a phone or email for contact.

If another person helped contain or transport the puppy, note that person’s role and the time of each handoff. Multiple callers can otherwise create duplicate reports with conflicting locations. Keep the original photographs and messages until the agency confirms the case is closed or transferred.

If you cannot keep the puppy

Tell the agency at the start of the call that you cannot provide temporary care. Ask whether an officer will collect the puppy, whether you should bring it to a shelter, and which entrance and hours apply. Do not abandon the puppy outside a closed facility. If the agency instructs you to transport it, use a secure carrier or leash only if the puppy remains calm and manageable.

If you can hold the puppy for a short period, obtain a clear end point: a pickup time, intake appointment, required scan, or deadline for returning it. Keep the puppy away from your pets and prevent access to roads, balconies, pools and other hazards. If its condition changes, contact the responsible agency again rather than changing the arrangement on your own.

Local rules can differ sharply

There is no single national deadline that tells every finder how long to wait or when ownership changes. Follow the current instructions from the agency serving the found location. Two official examples show why a local check is essential:

Jurisdiction and source What the guidance says How to use it
England and Wales — Department for Environment, Food & Rural Affairs, published September 22, 2026 Local authorities have responsibility for stray dogs in their area. The guidance states: “Local authorities have a statutory duty to deal with stray dogs found in their area, irrespective of how the dog came to be stray.” It describes publicized contact and acceptance arrangements and a seven-day holding period for unclaimed dogs in that framework. This is an England-and-Wales local-authority framework, not a worldwide rule. Contact the relevant council and follow its current acceptance and notice instructions.
Miami-Dade County, Florida — Animal Services FAQ The FAQ describes a local requirement to notify Animal Services and have a found dog or cat scanned within 72 hours: Miami-Dade’s FAQ. The 72-hour requirement applies to that local rule. It should not be presented as the deadline in another county or country.
Other cities, counties and countries Procedures, reporting channels, scan requirements, collection rules and holding periods vary. Ask the agency responsible for the exact found location for the current rule, including after-hours steps.

Do not assume that caring for a puppy for a set number of days makes you its owner. A report, microchip check, public notice and formal stray-animal process may be required before disposition, and the requirements depend on jurisdiction. If an agency gives you a deadline, record the date, time zone if relevant, required action and the consequences of missing it, then follow up before the deadline if you need clarification.

While you are waiting for instructions

Keep handling calm and limited

Use quiet surroundings and avoid crowding the puppy. Children and unfamiliar animals should not handle it. If the puppy cannot be safely restrained, stop trying and follow animal control’s directions from a safe distance.

Keep records

Note when you called, whom you spoke with, the report number, promised pickup or intake times, scan results and every transfer. These details prevent duplicate reports and help staff trace the puppy if several people call about the same animal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use public posts carefully

An agency report should not be replaced by a neighborhood or social-media post. If the agency suggests a public notice, use its wording and contact route, avoid publishing sensitive personal information, and remove or update the notice when the puppy is transferred or reunited. Do not disclose a tag number or other detail that an owner can use to prove possession until the agency advises you.

Public posts can also create conflicting instructions or attract unverified claims. Direct anyone who says the puppy is theirs to the agency’s verification process, and tell staff about credible responses. Keep the official report active until the agency confirms the puppy’s status.

Common mistakes to avoid

  • Calling only the nearest shelter: the nearest facility may not serve the found address or accept stray intake.
  • Approaching a scared or aggressive puppy: physical restraint can cause a bite, escape or traffic incident; call animal control instead.
  • Assuming no collar means no owner: identification may be electronic, hidden or missing.
  • Skipping the official report because you can foster: the agency may need the report, scan and notification to reunite the puppy lawfully.
  • Waiting for a generic number of days: deadlines and holding periods differ by jurisdiction.
  • Leaving the puppy at a closed shelter: obtain after-hours instructions and a designated drop-off or collection plan.
  • Failing to report a transfer: an outdated location can send the owner or officer to the wrong place.
  • Sharing unverified ownership claims: let the responsible agency direct verification and handover.
  • Promising to keep the puppy indefinitely: temporary care is not the same as legal ownership, and the agency may require intake.

Quick call script

You can say: “I found a puppy at [exact location] on [date] at [time]. It is [contained/not contained], appears [brief description], and has [collar, tag or no visible identification]. I can/cannot keep it temporarily. What is the found-pet report process, where can it be scanned for a microchip, and should I bring it in or wait for collection? What deadline and after-hours instructions apply?”

Have your photographs and contact details ready, and repeat the exact location slowly. Before ending the call, confirm the report number, next action, deadline and the name or department that should receive updates. If you are transferred between offices, repeat the location and ask which agency has accepted responsibility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When the puppy is reunited or transferred

Notify the reporting agency as soon as the puppy leaves your care. Provide the owner, shelter, veterinarian or officer’s contact details if the agency requests them, the time of transfer and any report number. If an owner contacts you directly, use the agency’s verification and handover instructions rather than releasing the puppy solely on an unverified claim.

Ask whether the agency wants a final update, a transfer receipt or confirmation that the microchip scan was completed. Keep your notes until staff confirm that the record has been updated. If the puppy is reunited, remove or correct any public notice so people do not continue searching at the wrong location.

What the agency may ask you next

After the initial report, staff may ask whether you can continue temporary care, transport the puppy, return for a scheduled scan or bring it to a designated intake point. They may also request additional photographs, a more precise location, an update on behavior or confirmation that the puppy remains contained. Answer with current, observable facts and say when you do not know something.

If your availability changes, notify the agency before the agreed time. A finder who can no longer hold the puppy should not wait for the animal to become unmanageable. Likewise, if the puppy becomes injured, ill or unusually aggressive, report the change immediately and follow the agency’s safety directions.

Frequently Asked Questions

I found a puppy—what should I do first?

Stay safe, assess traffic and the puppy’s behavior, and do not approach an aggressive or very frightened animal. If it is calm and can be contained safely, use a carrier, enclosure or suitable leash, separate it from your pets, check for visible identification, and contact the agency serving the exact found location.

How do I report a found dog?

Call or use the online process of the animal-control agency or shelter responsible for the place where you found the puppy. Provide the exact location and time, description, photographs, identification details and your contact information. Ask for a report number and confirm the next step.

Can I keep the puppy temporarily?

Possibly, but ask the responsible agency first. Report the puppy, arrange the required microchip scan and obtain clear instructions about care, intake, pickup and deadlines. Temporary care does not automatically give you ownership.

Where can a found puppy be scanned for a microchip?

Ask the responsible animal-control facility, shelter or veterinary clinic where and when scanning is available. Schedules, intake rules and fees can differ. Do not assume a consumer scanner replaces an official scan or found-pet report.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is there a universal number of days before I can keep a found puppy?

No. Notification, scanning and holding rules are local. For example, Miami-Dade describes a 72-hour notification and scan requirement, while England and Wales guidance describes a seven-day holding period for unclaimed dogs in its local-authority framework. Verify the current rule with the agency serving the found location.

What if I cannot take the puppy to a shelter?

Tell the agency immediately. Ask whether an officer will collect it, whether another intake location is available, and what after-hours instructions apply. Never leave the puppy outside a closed facility without explicit directions.

The Bottom Line

Approach only when it is safe, contain the puppy carefully, and report it to the animal-control agency serving the exact found location. Arrange an official microchip scan, follow instructions about temporary care or intake, record every deadline and update the agency whenever the puppy’s location or condition changes. Local rules—not a generic number of days—determine what happens next.
