Start far enough away that your dog can stay comfortable, reward calm observation, and make contact optional. The goal is calm neutrality—not greeting or liking every stranger.
Start by preventing unwanted encounters
Do not make your dog meet visitors or take them into busy situations to “get used to it.” Forced exposure can intensify fear. Cornell’s veterinary behavior guidance says owners should never force a dog to confront fears head-on. Cornell’s guidance on fearful dogs recommends pairing exposure with something the dog values while keeping the dog safe.

For now, reduce surprise meetings: choose quieter routes or times, and give your dog a secure resting place away from visitors. Management prevents frightening encounters while training proceeds; it is part of the plan, not a failure to train. The American Veterinary Society of Animal Behavior’s management guidance emphasizes that progress can be slow and management and training work together.
Find a distance where your dog can stay comfortable
Begin where your dog can notice a person without becoming tense or overwhelmed. There is no universal starting distance: one dog may be comfortable across a room, while another needs much more space. Ask people to ignore your dog rather than approach, stare, call, or reach toward them. The American Kennel Club’s guidance on fear of strangers likewise recommends giving the dog space and avoiding pressure to interact.

Watch your dog, not a fixed number of feet or a schedule. If the person’s presence leads to tension, hiding, or an effort to get away, increase distance or end the session. Do not coax your dog closer.
Pair noticing a person with something good
When your dog sees a stranger from a comfortable distance, offer a small portion of a high-value treat or another suitable reward. The point is to make the person’s presence predict something pleasant—not to lure your dog into reaching distance or a greeting. Cornell recommends pairing exposure with a high-value reward, such as a favorite treat.

Keep sessions short and give your dog the option to look away or disengage. If your dog stops taking food, becomes tense, or tries to escape, treat that as a practical sign that the setup may be too difficult: add distance or finish the session. Not taking a treat is not a diagnosis, and food should never be used to persuade a frightened dog to approach.

Read early discomfort signals
A dog can be uncomfortable without barking or lunging. The AKC lists hiding or trying to run away, stiff posture, yawning, lip licking, and hard, fixed eyes among possible signs of discomfort. Respond to early signals by making the situation easier rather than waiting for a bigger reaction.

Do not punish growling or barking to change how your dog feels about a stranger. Cornell warns that punishment may worsen fear and contribute to other behavior problems; the AKC notes that punishment does not change the underlying feeling about the triggering person. Create more space and manage the situation instead.
Make visitor routines optional and predictable
Before a visitor arrives, decide how your dog can stay secure and retreat. A barrier or separate room can prevent an unwanted approach. Ask visitors not to stare at, reach for, lean over, or call to your dog. Let your dog choose whether to come closer, and allow them to leave at any time.

Your dog may remain separated for the entire visit. That is a valid management choice, especially if the dog cannot settle or the visitor cannot reliably follow the routine. Never stage close encounters to test whether training has worked.

Desensitization means exposing a dog to a trigger below the level that brings on a fear response, then increasing the challenge gradually. Counterconditioning pairs that exposure with something positive so the trigger predicts a good experience. The American Animal Hospital Association’s behavior guidance defines these approaches and cautions against flooding—prolonged exposure at a level that causes fear or aggression.

Once your dog can comfortably notice a person, adjust only one element at a time, such as distance, the person’s movement, how long they are visible, or the setting. If discomfort returns, increase the distance or return to an easier setup. There is no fixed timetable: follow your dog’s pace rather than expecting quick or linear progress.
Know when to get professional help
Ask a veterinarian to assess your dog if the fear is intense, worsening, or interfering with daily life; a veterinary assessment can consider possible medical contributors and guide next steps. A veterinarian can refer you to a behavior professional. When choosing help, look for relevant experience with fear and reactivity, appropriate credentials and humane methods, and willingness to build an individualized safety plan.
If your dog has snapped, lunged, bitten, or is escalating, prioritize physical separation and consult a veterinarian or qualified behavior professional for an individual plan. Do not arrange close stranger encounters on your own. VCA’s guidance on fears of people and animals and UC Davis School of Veterinary Medicine’s overview of fear in dogs provide further context on fear and behavior support.
