AZSDR is a no-kill dog rescue based in Phoenix that describes its focus as small dogs across the Valley, and this article explains how that chain works, what the organization reports about its results, and where those numbers stop.
Which organization this article covers
The title describes a small but mighty Arizona shelter. The organization that matches that description most closely is Arizona Small Dog Rescue, a Phoenix nonprofit. It is a rescue rather than a municipal animal shelter, and it takes in dogs through several routes: owner surrenders, puppies and mother dogs with litters, and dogs pulled from kill shelters and overcrowded organizations. Its stated goal is to care for each dog until it finds a permanent family.
Two other Arizona organizations are often mentioned alongside it. Arizona Animal Welfare League and Maricopa County Animal Care & Control run different operations, and their figures describe their own systems. They are used below only for context, never as measures of AZSDR.
How a dog moves through the rescue
According to AZSDR’s about page, its work follows a sequence of practical steps. The order below reflects the organization’s description and is not a formal intake protocol published by the rescue.

- Veterinary care. Medical treatment is provided, including the most serious cases, which AZSDR says are supported in part by Phoenix Animal Care Coalition.
- Microchipping. Each dog is microchipped as part of its care.
- Socialization, feeding and bathing. Daily routine care prepares dogs for homes and for meeting people.
- Adoption. The final step is placement with an adoptive family, supported by partners described below.
The organization says this work depends on volunteers, staff, and donations of money or supplies. Those are the organization’s own descriptions of how it operates; nothing here reflects an independent inspection of its facilities.

AZSDR names several partners, and it describes each relationship differently. Treat these as named working relationships, not affiliate arrangements.

The published figures, with their limits
AZSDR publishes three headline numbers on its about page. Each one needs its context before it is repeated.

Read together, the first two figures describe 2024 activity, while the save rate stands alone without a period. A reader comparing AZSDR with another shelter should not assume the save rate is calculated the same way.

The three figures measure different things across different geographies and definitions. A higher or lower number does not indicate which organization performs better.

Where the evidence stops
The clearest statement AZSDR makes about its impact is the 2024 dog count and the 2024 medical total. The 98.9% save rate is a published figure, but the period and method are absent, so it should be quoted as AZSDR’s own number. The Best Friends Animal Society Arizona page describes a 2025 national dataset that combines shelter-shared data with information from shelter websites and other sources, and it notes that estimates were used for some shelters without supplied data. That dataset is useful for national context, but it is not a substitute for AZSDR’s own impact reporting.
No named staff member or volunteer is quoted in the organization’s official material reviewed for this article, so no direct personal quotation is attributed here. The mission language on AZSDR’s site is paraphrased instead.

How to help
AZSDR invites financial donations and supply donations and describes foster homes and routine dog-care tasks as ways to take part. Start with the organization’s own donation and foster pages, since supply needs change over time. A dog crate is a common foster-care item, but AZSDR’s official material reviewed for this article does not say the rescue requires crates or endorses any product, so check the current foster instructions before buying anything.
- Adopt a dog through AZSDR, or through Petco Love Lost if you are looking for a lost pet or helping one get home.
- Foster to give a dog a home while it waits for an adoptive family.
- Volunteer with the daily tasks that support the rescue’s work.
