Usually, you should not approach the dog. Keep your distance, prevent other people and pets from getting close, and call local animal control or another appropriate animal-response service. A frightened or injured dog may bite defensively, even if it has not shown aggression. Tell the responder where the dog is, what condition it appears to be in, how it is behaving, and whether it is near traffic or creating another immediate hazard. Follow the responder’s instructions rather than trying to catch or treat the dog yourself.
Why staying back is the safest first step
The word “approach” can suggest walking closer to offer help. For an unfamiliar stray, that is generally not the safest way to help. The Centers for Disease Control and Prevention (CDC) advises: “Do not approach an unfamiliar dog, even if it seems friendly or healthy.” For a loose dog or one in trouble, it says: “Call animal control if you see a dog in trouble or a dog running loose.” Those directions give bystanders a clear first step: report what is happening from a safe distance rather than trying to take control of the situation themselves.

Fear, pain, and unfamiliar surroundings can make a dog’s behavior difficult to predict. CDC’s advice about injured pets notes that pain and fear can make even gentle animals unpredictable or dangerous. That guidance is useful context, but its first-aid instructions concern an animal’s caretaker and do not make hands-on handling of an unknown stray safe. A dog that has lived peacefully with its family may respond differently when injured, frightened, alone, or approached by someone it does not know.

Avoid cornering it, reaching toward it, hugging it, or staring it down. Do not try to lure it closer with food. These actions require getting near an animal whose responses you cannot reliably assess; let responders decide how to manage contact. A tool or treat does not remove the need to get close if the plan involves leading, restraining, or moving the dog.

Staying back is not the same as ignoring the animal. You can help by calling the right local service, giving a useful description, and reducing the chance that someone else will crowd or startle the dog. The distinction is important: reporting the situation does not require you to make contact, while an attempted rescue may create a new risk for you, the dog, and anyone nearby.
What to do from a safe distance
- Pause and make space. Stay far enough away that you are not pressuring the dog or blocking where it can move. Do not crowd it or follow it if it moves. There is no universal distance that makes every dog safe to approach, so do not treat a particular number of steps as permission to get closer.
- Keep others away. Ask bystanders to give the dog room. Keep children and pets away, and do not let anyone attempt a rescue while you call for help. If someone else is already moving toward the dog, encourage them to stop and give the animal space rather than joining them or creating a crowd.
- Contact the appropriate local service. Call local animal control or the animal-response service used in your area. If the dog is creating an immediate traffic or public-safety danger, use the locally appropriate emergency contact route. The correct agency and procedure vary by location; do not assume the same number or response system applies everywhere.
- Give the dispatcher useful information. Report the dog’s location, apparent condition, behavior, and any immediate hazard, such as proximity to traffic. Describe what you can see without moving closer to get a better look. Mention whether the dog is moving, appears injured, or is showing signs of fear or possible threat.
- Follow instructions while you wait. Keep people and pets back and remain at a safe distance. If the dog moves, update the responder with its new location rather than trying to follow or contain it. Follow any directions from the local service; it can advise you based on the situation and the response options in that jurisdiction.
If you are unsure which local service responds to loose or injured animals, use the appropriate local information or emergency contact route for the situation. Animal-control agencies and emergency dispatch procedures vary, so this article cannot provide a universal phone number. For an immediate public-safety hazard, do not delay contacting the locally appropriate emergency service while trying to identify a particular agency on your own.
Read body language as a warning, not an invitation
No single gesture proves that a dog is friendly or safe to approach. The ASPCA cautions that a wagging tail or crouched body does not necessarily mean friendliness. A wagging tail is not a guarantee that the dog welcomes contact, and a low posture is not an invitation to crouch beside it or reach out. Treat signs of fear, anxiety, or aggression as reasons to give the dog space, not as a puzzle to solve by getting closer.
Body language can help you describe what you see to a responder, but it cannot give you certainty about what the dog will do next. A frightened animal may freeze, retreat, or show other signs of stress; a dog that seems quiet at one moment may behave differently if someone advances or blocks its way. The purpose of noticing these signals is to communicate and avoid adding pressure—not to decide that it is safe to handle the dog.

Signs that may indicate fear or stress
- Crouching, lowering the head, or holding the ears back
- Tucking the tail, licking the lips, or yawning
- Freezing or moving away
Signs of a possible defensive threat
- A stiff posture or direct staring
- Bared teeth or growling
- Lunging or barking
These signs do not let a bystander diagnose exactly what the dog will do next. A dog can also change its behavior quickly. If you notice any of them, do not test whether it will accept contact; increase distance if you can do so without moving toward or startling it, and share the behavior with the responder. If you do not see these signs, that still does not establish that approaching is safe: an unfamiliar dog may appear calm or healthy and the CDC’s general advice remains not to approach it.
Choose a response that does not require handling
| Response | Distance from the dog | Bite risk | Requires trained handling? |
|---|---|---|---|
| Call local animal control or an appropriate animal responder | You can report what you see without approaching. | Does not require you to provoke close contact. | Responders determine how to manage the dog. |
| Attempt to restrain, leash, capture, or transport the dog | Requires moving close enough to handle it. | Creates an avoidable risk of a defensive bite, especially if the dog is frightened or hurt. | Restraint is not a general bystander task; leave handling to responders. |
The sources support contacting animal control as the general public response; they do not establish a safe consumer capture method. A leash, treats, or capture equipment do not change the central risk: using them may require approaching or restraining an unfamiliar dog. Do not substitute equipment or improvised techniques for trained help. The important comparison is not whether one piece of equipment seems easier to use than another; it is whether the proposed action keeps you at a distance or requires close contact.
Calling for help keeps the immediate task to observation and communication. Trying to leash, catch, or transport the dog changes the task to restraint. That can involve getting close to the animal, restricting its movement, or handling a painful area. A bystander cannot reliably judge how a stray will respond, and a frightened or injured dog may act defensively. The safer general choice is therefore to leave capture decisions to the responder who arrives and to follow that person’s instructions.

What to report when the dog appears injured
Tell the responder what you can observe from where you are: the dog’s location, apparent injury or distress, behavior, and any hazard affecting it or other people. Do not approach to check whether a wound is serious, move the dog, or try to give first aid. An animal that is in pain may react defensively, and handling could put you at risk as well as distress the dog further.

You do not need to establish a diagnosis before calling. Report the visible concern in plain terms—for example, that the dog appears injured or is in trouble—and let the responder assess what help is appropriate. Be clear about what you actually observed rather than guessing at the injury or the dog’s history. If you cannot see the animal clearly from your position, do not move closer just to provide a more detailed description.
If the animal’s location or the immediate danger changes, give the service an update. Follow local responders’ directions; animal-control services and emergency procedures are not identical everywhere. If a dog is near traffic or otherwise creating an immediate public-safety hazard, include that information when you call so the responder can understand the urgency. Keep other people and pets back while you wait.
If a dog bites or scratches you
- Wash the wound thoroughly with soap and water.
- Seek prompt medical advice for a serious or deep wound, signs of infection, or uncertainty about possible rabies exposure. A healthcare provider can consult public-health authorities about whether rabies prevention is appropriate for the specific exposure.
- Report the incident to local animal control or police as locally directed. Reporting procedures vary by jurisdiction.
Do not assume that a bite or scratch has a single required treatment in every case. A bite does not, by itself, establish that a dog has rabies or that a particular treatment is automatically required. CDC reports fewer than 10 human rabies deaths each year in the United States, as stated in its rabies prevention guidance accessed in 2026. That U.S. figure is not a measure of risk in every country and does not replace assessment of an individual exposure. Contact a healthcare provider or local public-health authority promptly for case-specific advice rather than deciding about rabies treatment on your own.
The need for medical advice depends on the particular exposure and local circumstances; this article cannot determine that for you. A healthcare provider can consult public-health authorities about whether post-exposure prevention is indicated. If you are uncertain whether an encounter could involve rabies exposure, seek advice instead of relying on the dog’s appearance or making an assumption about its health.

How the safest response differs from a rescue attempt
Helping does not require touching the dog. Your useful role is to avoid making the situation more dangerous, keep other people and animals away, and provide responders with a clear location and description. Trying to catch, comfort, examine, or transport the dog turns the situation into close handling without establishing that you can do so safely.
If the dog seems calm, appears healthy, or wags its tail, the advice remains the same: do not approach an unfamiliar dog. If it appears injured or frightened, report that condition and let the appropriate local service decide what response is needed. If the dog moves away, do not follow it; pass along its new location if you can do so safely. If people or pets arrive, keep them back rather than allowing a crowd to gather around the animal.
In other words, a safe response is measured by whether it avoids unnecessary contact and gets appropriate help—not by whether you personally manage to catch the dog. A restraint attempt may feel like the quickest way to act, especially when the animal looks hurt, but speed is not a reason to take an avoidable bite risk. Calling, describing, and maintaining space are practical forms of help while the responsible local service decides what to do next.
