How to Build a Pet Care Plan for Emergencies

Plan where each pet will go, who can help, what to pack, and how to practice before an emergency.

A useful pet emergency plan answers four questions before you need to leave: where each animal will go, who can help, what information and supplies must travel, and how everyone will get out. Confirm destinations directly—many evacuation centers do not accept pets—and tailor care instructions to each animal with your veterinarian.

1. Create a profile for every animal

Make a separate, portable profile for each pet so a caregiver or shelter can provide the right care if you are unavailable. Include:

  • Name, species, breed or description, sex, color, weight, and distinguishing marks.
  • Medical conditions, allergies, behavior or handling needs, and veterinarian and emergency-veterinary contacts.
  • Medications, doses and timing; feeding routine; and any other care instructions.
  • Microchip number and registry contact, vaccination and veterinary records, and ownership or adoption information.
  • Recent photos that clearly show the animal, plus your contact details and boarding instructions.

Keep a digital copy and a waterproof paper copy with the emergency kit. Ask your veterinarian to review the animal’s medication, food, and preventive-care needs. The CDC pet emergency kit checklist includes veterinary and rabies records, prescriptions, medical summaries, photos, microchip information, and contact details.

2. Choose destinations and confirm they will take your pets

Choose a primary destination outside the immediate danger area and at least one backup. Possible options include friends or relatives, pet-accepting hotels, boarding facilities, veterinary hospitals, shelters, or rescue groups. Do not assume a general evacuation center will accept animals: many do not, and rules and capacity vary by location.

Contact each option before an emergency and record the answers. Check:

  • Whether it accepts your species, number of animals, and their sizes.
  • Whether it is outside the hazard or evacuation zone and how you will get there.
  • Whether reservations, vaccination proof, or other records are required.
  • What supplies you must bring, whether capacity is limited, and how to reach the location.
  • Whether you can stay with your pets or must arrange for someone else to care for them.

The CDC and ASPCA disaster-preparedness guidance recommend planning pet-friendly alternatives in advance. Availability and local shelter policies are not universal; confirm directly, then follow emergency officials’ instructions during an event.

3. Arrange a backup caregiver

Choose a trusted nearby neighbor, friend, or relative who can reach your pets if you are away when an emergency occurs. Discuss the responsibility with them rather than assuming they will be available. Make the arrangement practical:

  • Agree how you will contact each other and how the caregiver can enter your home.
  • Show them where the carriers and emergency kit are kept.
  • Assign who collects each animal and where to meet if you cannot get home.
  • Leave written feeding, medication, behavior, and veterinarian instructions with the records.
  • Identify a separate long-term caregiver if your plan needs one; temporary emergency help and long-term care are different responsibilities.

The ASPCA and CDC both advise making arrangements with someone who can help care for or evacuate pets.

4. Pack a ready-to-carry pet emergency kit

Keep the kit near an exit, label it clearly, and make sure one person can carry it. The CDC’s checklist calls for two weeks of food, water, and applicable medication. The ASPCA’s September 1, 2026 guidance lists at least seven to ten days of food and water and two weeks of medication. These are different organizations’ recommendations; using two weeks of food and water is a conservative general baseline based on the CDC checklist, not a claim that the ASPCA specifies the same duration. Adjust supplies with your veterinarian for your animal and likely displacement period.

Pack What to include
Records and identification Veterinary and vaccination records, rabies certificate, prescriptions and medical summary, ownership or adoption records, pet description, recent photos, microchip number and registry details, owner and caregiver contacts, and boarding instructions.
Food, water, and medicine Two weeks of food, water, and applicable medications as the CDC checklist’s baseline; written feeding and medication instructions; and the one-month supply of flea, tick, and heartworm preventive listed by the CDC.
Transport and containment Leash, collar with identification, harness, and an appropriately sized carrier or crate with bedding. Include a manual can opener if the food requires one.
Animal-specific supplies Non-spill bowls; litter and a litterbox for cats; and familiar toys or other items your pet needs.
First aid and cleanup Pet first-aid book and kit, paper towels, plastic bags, and disinfectant.

Use animal-appropriate supplies rather than assuming one kit suits every pet. Check the kit regularly and rotate perishable food and medications before they expire; the ASPCA preparedness guidance recommends rotation.

5. Practice loading, transport, and household roles

Make the carrier a familiar place before an emergency and practice getting your pet inside and transporting them. Rehearse the household plan so everyone knows who collects each animal, what to take, where to go, and what to do if the usual vehicle or route is unavailable. The CDC recommends a buddy system and practice so people know their roles.

If you do not drive, arrange transportation in advance with neighbors, family, friends, or local government resources. Include that person and the alternate transport plan in your rehearsal rather than relying on a last-minute ride.

6. Prepare for a pet-friendly shared shelter

A facility that accepts pets may still have health, control, and sanitation rules. The CDC advises that dogs, cats, and ferrets have proof of rabies vaccination at entry. Keep animals leashed or caged as directed, use designated areas, clean up waste promptly, and wash your hands after handling animals or their supplies. Follow the facility’s rules and ask in advance about requirements for animals with health or behavior concerns.

Crowding and stress can raise the risk of bites, scratches, and disease spread. Bring the records and containment supplies needed to manage your pet safely, and do not treat a shared shelter as a substitute for confirming its acceptance and rules.

Use the plan as a living checklist

Update contact details, destinations, records, and caregiver arrangements when they change. Recheck supplies and practice periodically so the plan remains usable. Local availability, shelter rules, transportation access, and species-specific needs vary; confirm local arrangements directly and rely on your veterinarian for individualized care instructions.
