The ASPCA Relocation Program moves shelter dogs and cats from communities with more animals needing homes to partner shelters where adoption demand is higher. The ASPCA says it coordinates ground and air transport and gives partner shelters guidance intended to protect animal health and limit disease spread. In its 2024 Annual Report, the organization reported relocating more than 25,000 animals during the year.
How the ASPCA Relocation Program works
The ASPCA describes shelters in areas with high homeless-pet populations as “source” shelters and partner shelters in communities where adoptable animals are in higher demand as “destination” shelters. Relocation connects those shelters so animals can move from areas facing greater population pressure to places with more adoption opportunities. ASPCApro describes the broader approach as moving animals from oversupply to communities where similar animals are less available and adoption prospects are greater.

The ASPCA says animals travel by ground and air. It also says it works with shelter partners to provide assistance and guidance intended to keep animals safe and healthy during transport and prevent disease spread. Its public overview does not provide a complete operating manual, so specific screening, vaccination, quarantine, or routing procedures should not be assumed.

Shelter capacity and adoption demand are unevenly distributed. The program’s stated rationale is that moving animals can ease crowding at source shelters, free space and resources for local work, and place animals where similar pets may be less available to adopters. These are the program’s intended benefits; the public figures cited by the ASPCA do not quantify the independent causal effect of relocation on shelter crowding or individual adoption outcomes.

The program is also intended to strengthen partner shelters through resources, support, and training. The ASPCA’s 2022 milestone announcement captured its rationale in a statement from president and CEO Matt Bershadker: “When you have overcrowding in one place and opportunity in another, it’s obvious how connecting those dots will save lives, and I appreciate all of the dedicated transport and shelter partners across the country who contribute to this milestone and many more to come.”
How large the program is
According to the ASPCA’s 2024 Annual Report, more than 25,000 shelter dogs and cats were relocated through over 700 ground and air transports in 2024, a 13% increase from 2023. The ASPCA also reported that more than 280,000 animals had been moved since the program began in 2014 and that it works with partners in 40 states. These are ASPCA-reported activity and reach figures, not an independent evaluation of outcomes.

An earlier ASPCA announcement marked a historical milestone: in March 2022, the organization said the program had moved 200,000 animals since its 2014 launch, through more than 8,200 trips, working with over 140 partner shelters and five waystations. Those figures describe the program at that time and are superseded by the later cumulative figure.
What the public information does—and does not—establish
The ASPCA’s public overview explains the program’s purpose, transport modes, and general partner support, but does not publish a complete current list of partner eligibility requirements, animal-level screening rules, route schedules, or cost per animal. The cited public materials also do not provide a defined post-arrival adoption-rate dataset, transport-related illness or mortality rates, or an independent estimate of the program’s causal impact. Transport volume shows the scale of the work; it does not by itself establish what ultimately happened to each animal.

Program history and partnerships
The ASPCA launched the program in 2014. Its March 2022 announcement credited donor Nancy K. Silverman’s support as a significant contribution to program growth. That release also said Baby Doge became the first brand partner to fund animal transport flights and committed to sponsoring several flights in 2022.
