Ask the owner for the dog’s rabies vaccination certificate or veterinary record. Check that the record identifies the dog and shows when the vaccine was given and, if listed, when another dose is due. If the document is missing, incomplete, or unclear, ask the veterinarian or clinic that administered the vaccine to verify its records.
What counts as reliable proof?
A rabies vaccination certificate or veterinary medical record is the best place to start. The CDC advises asking the owner for proof that a pet is up to date. A rabies tag can be a useful clue, but it does not provide the same details as a certificate or clinic record; do not rely on a tag alone. CDC guidance for dog bites also recommends collecting the veterinarian’s name and vaccine license number when possible.
Certificate formats and local requirements vary. The details used on CDC importation forms are useful examples of what a record can contain, but those forms are not a universal template for ordinary local certificates.
How to check a dog’s rabies vaccination record
- Ask the owner for the document. Request a copy of the rabies vaccination certificate or veterinary record. If the dog recently changed homes, ask which clinic gave the vaccine and how to contact it.
- Match the record to the dog. Check the name or other identifying details on the document, and compare them with the dog. A record that cannot be tied to the animal is not enough to settle uncertainty.
- Review the vaccination details. Look for the date the vaccine was administered and any stated next-due date. Depending on the certificate, other details may include the vaccine product and manufacturer, lot number, and product expiration date. These are fields described in CDC instructions for U.S.-issued rabies vaccination certification; a local certificate may use a different format.
- Resolve gaps with a veterinarian. If the document is missing, hard to read, incomplete, or inconsistent, contact the clinic that administered the vaccine. If it is unavailable, share the records you have with the dog’s current veterinarian and ask whether the history can be verified. CDC certification instructions describe veterinary review of clinic medical records as a basis for certification.

Certificate, clinic record, or tag?

If the dog bit someone
Do not delay medical advice while trying to resolve a vaccination-record dispute. Contact a healthcare provider promptly; the provider may consult state or local public health officials to determine whether rabies-related care is needed. If possible, get the owner’s contact information and ask for vaccination proof and the veterinarian’s details. Report the bite to local animal control or police as appropriate. The CDC’s rabies prevention and control guidance recommends requesting proof of vaccination after a bite; its dog guidance also explains what information to collect.
Local records are not the same as travel paperwork
Routine proof used for local purposes is distinct from CDC’s destination- and circumstance-specific dog importation documents. For example, certain dogs returning to the United States after being in a high-risk country have additional entry requirements. CDC’s foreign-vaccination form instructions include vaccine and microchip details, including a requirement that the microchip be implanted before vaccination for that particular importation document. That is a travel-document rule, not a universal requirement for every dog’s local vaccination record. See the CDC foreign rabies vaccination and microchip form instructions.
The CDC guidance cited here is U.S.-specific. Certificate formats and legal requirements can vary by state, locality, and country. For a registration or legal requirement, check with local animal control, the local health department, or a veterinarian.
