Define your location, budget, move date and dog’s needs; search several channels; then confirm the specific dog, charges and restrictions directly with the landlord or property manager before paying an application fee. Compare only homes whose provider has confirmed that your dog is allowed, and keep the confirmation with the signed lease or pet addendum.
Start with a precise housing brief
Pet-friendly means different things at different properties. One owner may accept dogs but limit weight, breed, age or number. Another may allow a dog only with a deposit, monthly charge or separate agreement. Write down your requirements before searching so you can reject unsuitable homes quickly and ask consistent questions.

Define the search area and timing
- List the cities, neighborhoods or rural areas where you can live and the maximum commute you can manage.
- Set a realistic move date and note whether you need a short-term, month-to-month or fixed-term lease.
- Identify access needs for your dog, such as a ground-floor entrance, elevator, secure outdoor area or nearby walking route.
- Check whether every adult who will live in the home must apply separately and whether the property has occupancy rules.
Set the full budget, not just the advertised rent
Keep separate totals for recurring costs and one-time charges. Your comparison should include rent, utilities or required services, pet rent, parking, storage, application fees, security deposit, pet deposit and any nonrefundable pet fee. Ask which amounts are refundable and when they are due. A home with a lower advertised rent may cost more once dog-related charges and required services are included.

Describe the dog accurately
Prepare the information a provider is likely to need: the dog’s number, approximate size, age, vaccination or licensing status if requested locally, and whether another animal will live in the home. Be truthful about characteristics that affect the lease. A search filter or a vague “pets considered” note does not establish that your particular dog qualifies.

Search more than one channel
No single directory represents every available home, and the available sources do not establish a universally best search platform. Use several channels at the same time:
- Rental listings and local housing directories.
- Property-management websites and the leasing offices of buildings in your target area.
- Local housing organizations, tenant groups and housing counselors that know the area.
- Affordable-housing resources listed in HUD’s Resource Locator.
Use HUD’s Resource Locator correctly
HUD’s Resource Locator can surface affordable-housing resources, including privately owned subsidized housing, public housing, Low Income Housing Tax Credit apartments and USDA Rural Housing. You apply directly to the property or entity shown in the locator. The locator does not promise that a unit is open, confirm your eligibility, provide waiting-list information or explain tenant-selection preferences. A listed property may not currently have an available unit, so contact it for current status and dog rules before relying on the listing.
Keep a search log
A simple spreadsheet or note prevents repeated calls and helps you compare homes. Record the property address, contact person, date contacted, response, dog restrictions, charges, application deadline and the location of any written policy. Mark whether the provider confirmed your specific dog or merely said that pets are “considered.”

Contact the landlord or property manager for the exact unit or community before paying an application fee, ordering a report or scheduling a move. Ask for answers in writing when possible. Policies can differ between buildings, owners and lease terms, and an old listing may no longer be accurate.
Questions to ask the provider
- “Is my dog allowed in this specific unit and under the current lease?” Give the dog’s number, approximate size and any other information the provider requests.
- “Are there limits on size, breed, age, number of animals or where the dog may go on the property?” Ask whether restrictions apply to common areas as well as the unit.
- “What are the application fee, security deposit, pet deposit, nonrefundable pet fee and recurring pet rent?” Ask when each is due and which amounts can be refunded.
- “What documents do you require?” The provider may have forms, vaccination or licensing requirements, references, photographs or a pet profile. Do not assume a standard packet exists.
- “Will the terms appear in the lease or a separate pet agreement?” Request a copy of every document you would sign and check that the dog is identified correctly.
- “Are there property rules about waste disposal, leashes, noise, damage, guests or leaving a dog unattended?”
- “If I use a Housing Choice Voucher, does the property have additional pet rules or charges?”
Save the response with the date and the name of the person who provided it. Verbal approval can be misunderstood; a written confirmation gives you something to compare with the lease.

Compare only homes the provider has confirmed
Once a provider confirms that your dog is eligible, compare the practical trade-offs rather than choosing on advertised rent alone.
| Comparison point | What to check |
|---|---|
| Total cost | Monthly rent and recurring dog charges; one-time deposits, fees and application costs; utilities or services required by the lease. |
| Dog restrictions | Size, breed, age, number of animals, common-area rules, leash requirements and any prohibited locations. |
| Lease clarity | Whether permission and charges are written in the lease or pet addendum, and whether the document identifies your dog accurately. |
| Daily access | Safe routes, outdoor space, stairs or elevator access, waste stations, lighting and the distance to places you can legally walk your dog. |
| Home suitability | Floor plan, surfaces, ventilation, noise, temperature control, building rules and whether the arrangement works for everyone in the household. |
| Provider reliability | How clearly the provider answers questions, supplies documents and explains the process. Unclear terms are a risk even when the listing looks attractive. |
Do not treat a property as “dog-friendly” simply because a directory displays a pet icon. The provider’s confirmation and the signed documents control your practical decision.
Prepare an honest, organized application
After you identify a viable home, submit complete information and keep copies. Follow the provider’s stated process rather than sending sensitive documents to an unverified contact.
Assemble the information the provider requests
- Names and contact details for all applicants.
- Income, employment and rental-history information required by the application.
- Your dog’s identifying details and any records the provider lawfully requests under its policy.
- Contact information for prior housing providers if references are requested.
- A copy of the written pet terms, once supplied, so you can check them before signing.
Never conceal the dog or move in first and ask permission later. An undisclosed animal can create a lease violation even when the property might have approved the dog in advance.
Make a document trail
Keep the listing as it appeared when you applied, emails and text messages, the fee schedule, receipts, the approved application, the lease and every addendum. Note who approved the dog and the date. If the lease conflicts with an earlier message, stop and ask the provider to correct the document before signing or paying additional charges.

When an assistance animal may be a separate housing issue
HUD describes an assistance animal as an animal that works, provides assistance, performs tasks or provides disability-related emotional support. Under HUD’s housing guidance, an assistance animal is not treated as a pet. A person with a disability may request an assistance animal as a reasonable accommodation to a housing provider’s pet restrictions. That is a different analysis from ordinary pet permission; it is not a general way to bypass a pet policy.

Make the request clearly
HUD and Department of Justice joint guidance says a request may be oral or written and does not have to use the words “reasonable accommodation.” A written request can reduce misunderstandings. Explain that you are requesting an accommodation for an assistance animal and identify the disability-related need in the amount necessary to evaluate the request.
When the disability or the need for the animal is not apparent, a provider may seek reliable information needed to evaluate the request. The joint guidance says detailed medical records and information about the nature and severity of a disability are generally unnecessary. An online certificate, registration or vest does not automatically establish eligibility.
Understand the fact-specific limits
A provider may be able to deny a request when it is not made by or for a person with a disability, there is no disability-related need, the accommodation would impose an undue financial or administrative burden or fundamentally alter the provider’s operations, or the particular animal presents a qualifying direct threat or substantial property-damage risk that cannot be adequately addressed. Whether a limit applies depends on the facts and the applicable law.
The HUD/DOJ joint statement gives this example: “A housing provider has a “no pets” policy. A tenant who is deaf requests that the provider allow him to keep a dog in his unit as a reasonable accommodation.” Use the current guidance and local advice for your circumstances rather than assuming that every dog or every disability produces the same result.

Extra steps for Housing Choice Voucher renters
If you use a Housing Choice Voucher, two sets of requirements may matter: the property’s pet policy and the rules of the housing agency administering your voucher. HUD advises voucher tenants to review the property’s pet policy, clarify pet charges and make sure any pet agreement is included in the lease.
- Tell the landlord or manager that you use a voucher and ask for the property’s current dog rules and charges.
- Ask your administering housing agency whether it has additional rules, forms, inspection requirements or deadlines related to the dog.
- Confirm the approved rent and all dog-related charges before signing.
- Check that the lease and pet addendum match what the provider and agency approved.
- Confirm current procedures and deadlines directly with the agency; program details and individual circumstances can change.
Do not assume that a property’s acceptance of vouchers automatically resolves its pet rules, or that a landlord’s pet approval satisfies the agency’s requirements.

Tenant rights are governed in part by state and local law, so a conclusion that is correct in one jurisdiction may not apply elsewhere. HUD points renters toward HUD-approved housing counseling agencies. A counselor can help you identify local resources, understand an application process and find the right agency for a voucher or affordable-housing question.
For a legal dispute—such as a denial, an unexplained fee, a lease conflict or a threatened eviction—seek advice from a qualified local tenant-law or fair-housing organization. Bring your timeline, written communications, listing, receipts and lease. Ask for location-specific guidance rather than relying on a general internet statement.
Troubleshoot common search problems
The listing says “pets considered,” but nobody confirms
Ask for a decision on your specific dog and the written terms. If the provider will not answer before an application fee is due, treat the home as unconfirmed and continue searching.

The online listing and the manager disagree
Rely on the current provider communication and lease, not the older advertisement. Save both records in case you need to explain why you did not proceed.
The property accepts dogs but the fees are vague
Request a complete schedule showing every one-time and recurring charge, when it is payable and whether it is refundable. Do not calculate affordability from base rent alone.
Your dog falls outside a stated limit
Ask whether the restriction is mandatory, whether another unit or property has different terms and whether the provider will document an exception. Never represent the dog as smaller, younger or a different breed to pass a screening rule.

You are asked for extensive medical records for an assistance-animal request
Ask what reliable information is needed to evaluate the disability-related request. HUD/DOJ guidance generally does not call for detailed medical records or information about the nature and severity of a disability. For a disputed request, obtain local fair-housing or legal advice.
The landlord approves the dog but the lease omits it
Pause before signing. Request a corrected lease or signed pet addendum that names the dog and states the restrictions and charges. Keep the final executed copy.
You cannot find an affordable available unit
Broaden the search area or timing if possible, contact multiple housing providers and check the affordable-housing resources in HUD’s Resource Locator. Because directory entries may have no current availability or waiting-list details, verify each property directly and ask how to apply.
Before moving in
Read the final lease and all attachments in full. Confirm the permitted animal, fees, payment dates, vaccination or licensing obligations, leash and waste rules, damage responsibilities, guest rules and procedures for replacing or adding an animal. Photograph the home’s condition at move-in and report existing damage through the channel specified by the lease. Keep your records throughout the tenancy and notify the provider before making any change that the agreement requires you to report.
A successful search is not merely finding a listing that displays a pet symbol. It is obtaining clear approval for your dog, understanding the complete cost and rules, checking any voucher or accommodation requirements and preserving the documents that prove what everyone agreed to.
