To find a rental that will accept your restricted-breed dog, ask the property manager for the current written pet policy before paying an application fee. Confirm whether it excludes your dog’s breed or mix, sets size or weight limits, considers dogs individually, or follows an insurer’s restrictions. If you need the dog as a disability-related assistance animal, make a separate reasonable-accommodation request: that is a housing-law question, not an ordinary pet-policy exception, and it is not automatically approved in every case.
Start by screening properties before you apply
Online listings are useful for finding leads, but phrases such as “dogs allowed” do not establish that a particular dog qualifies. Policies can differ by breed, mixed-breed status, weight, insurer requirements, fees, and whether the property reviews dogs individually. Get the current policy and the manager’s answer for your specific dog in writing before you spend money on an application.

- Search broadly. Try terms such as “dogs allowed” and “large dogs allowed” with the city or neighborhood where you want to live. Treat listing language as a starting point, not approval.
- Ask for the policy. Before applying, ask the manager to send the current written pet policy and confirm whether it names your dog’s breed or mix, imposes a size or weight limit, or allows individual review.
- Clarify the insurer’s role. Ask whether the property’s insurer imposes restrictions and who must meet them. An insurer-related restriction does not, by itself, establish whether a policy is lawful.
- Get the cost and timing details. Ask about pet rent, deposits, one-time fees, and when screening happens. Find out whether approval must come before an application, lease, or move-in.
- Describe your dog accurately. If your dog is a mix, ask how the property determines mixed-breed status. Do not conceal or relabel the dog to get through screening.
- Save the answer and secure approval. Keep emails, policy versions, application responses, and any written approval. Confirm it applies to your specific dog and unit, and have the approval reflected in the lease documents before signing.
You can adapt this message: “Could you send me the current pet policy and confirm whether it excludes [breed or mix], includes a weight limit, or has an individual review process? Please also let me know about insurer requirements, fees, and when screening takes place.”
Compare the actual terms, not just the word “pet-friendly”
When several properties look promising, compare the terms that could determine whether your dog is approved and whether the rental works for you.

A property that accepts dogs generally may still reject a dog under its stated policy. Likewise, a manager’s informal reassurance is less useful than written confirmation tied to the specific dog, unit, and lease.
If you need a disability-related assistance animal
An assistance-animal request is different from asking a landlord to make an exception for a pet. HUD describes assistance animals as not pets and says a person with a disability may request a reasonable accommodation to housing rules, including pet restrictions. An accommodation may include an exception to a no-pets policy or pet fees. Read HUD’s assistance-animal information and make a clear request through the housing provider’s process.

Make a clear, relevant request
Explain that you are requesting a reasonable accommodation for a disability-related assistance animal and ask how the provider handles the request. HUD says that when the disability-related need is not apparent, the provider may request reliable information about the disability-related need. The details of what information is appropriate depend on the circumstances; do not assume that every tenant must provide the same documents.

A purchased online “ESA certificate” does not, by itself, create a disability, establish a disability-related need, or guarantee an accommodation. Focus on the actual need and the housing provider’s process rather than buying a certificate that promises automatic approval.

Understand that an accommodation is not automatic
HUD’s public explanation identifies possible defenses a provider may raise, including undue financial or administrative burden, fundamental alteration, direct threat, or significant physical damage. The circumstances matter; a breed label alone does not settle every question. HUD says a provider may deny a request when it can establish a relevant defense under the applicable circumstances. The provider’s obligations and the outcome of a dispute can also depend on whether the housing is covered and on applicable state or local law.
Keep housing law separate from public-access rules
The Americans with Disabilities Act (ADA) addresses service-animal access in public settings; housing accommodation requests are analyzed under the Fair Housing Act (FHA) and other applicable housing law. The ADA’s service-animal FAQ directs readers to HUD for the separate FHA housing framework. Its discussion of exceptions to local breed bans concerns ADA public access, so it should not be treated as a complete answer to a landlord’s duties.

HUD’s Fair Housing Act overview explains the federal framework. Coverage and legal protections can depend on the housing and circumstances, and state or local rules may add protections. For example, Massachusetts explains that assistance animals are not pets and cannot be rejected solely because of breed or size under its state-specific guidance on assistance animals in housing. That Massachusetts example is not a nationwide rule.
Check current guidance if a request is disputed
HUD’s public assistance-animal page describes the agency’s current explanation of accommodation principles. Separately, HUD’s Office of Fair Housing and Equal Opportunity issued a notice dated September 17, 2025, withdrawing listed FHEO guidance documents. The notice does not repeal the Fair Housing Act or its regulations. Because older guidance may still appear in search results, do not assume that a withdrawn document is current agency guidance. A live dispute may require advice based on current law and the facts of the housing situation.

If the property says no
- Ask for the decision and its reason in writing. If you sought an accommodation, make sure the provider understood that the request was disability-related rather than an ordinary pet-policy appeal.
- Keep the policy, listing, application answers, emails, accommodation request, and denial together. These records can help clarify what rule was applied and when.
- For a possible fair-housing issue, contact the relevant state or local fair-housing agency, a housing-rights organization, or a qualified attorney. HUD also provides a route for information about housing discrimination under the Fair Housing Act.
Whether a particular denial violates the law depends on the property, the type of request, the evidence, and applicable law. Written reasons and records make it easier for a local advocate or attorney to assess those facts.
