Keep dogs safe at an outdoor adoption event by planning for weather, shade, water, secure handling, public contact, and a quick response to distress. Assign a person to monitor conditions and give that person authority to pause, move, shorten, or cancel the event. There is no universal temperature cutoff that makes an event safe for every dog; use local veterinary advice and each dog’s condition to guide decisions.
Plan the event around weather and each dog’s needs
Before opening, check the local forecast and heat or severe-weather alerts. Set a clear decision point for changing the plan, and make sure the person responsible can delay, shorten, relocate, or cancel the event. England’s event-planning guidance recommends considering heat in a risk assessment, communicating with attendees, providing water and shade, and preparing to change plans when extreme heat is forecast. Those are useful planning principles, not dog-specific temperature limits: UK heatwave guidance for England.

Schedule the event for cooler hours where possible and limit how long each dog spends in public-facing areas. Set exposure limits with local veterinary advice, the forecast, on-site conditions, and the individual dogs in mind. The available guidance does not establish a single temperature threshold for all adoption events.

Provide shade, fresh water, and a cool place to rest
Dogs need access to shade and fresh, cool drinking water throughout the event. USDA APHIS explains: “Dogs are not very efficient at dissipating body heat and cannot tolerate elevated temperatures/humidity or direct sunlight for long periods of time.” See its pet travel FAQ.
Set up a resting area where each dog can get out of direct sun and away from the busiest visitor traffic. Ontario guidance lists a tarp, covered platform, awning, or canopy as possible shade sources. Whichever you use, secure it, check that shade still falls over the resting area as the sun moves, and avoid blocking walkways or creating a crowding or trip hazard. Ontario’s guidance applies in that province: Ontario animal-welfare guidance.

Make water available to each dog and assign a named volunteer to check bowls and replenish them. Keep a quieter rest area available, too; a dog should be able to take a break from handling and noise without losing access to shade or water. If pavement, cement, or sand is exposed to sunlight, check whether it has become hot and provide a cooler surface, such as grass, where practical.

Keep every dog in a secure area with attentive supervision. Do not let unfamiliar dogs mingle simply because they are at an adoption event; follow the shelter’s veterinary and handling protocols, along with venue rules and applicable local requirements. The reviewed guidance does not prescribe one universal pen design, so organizers should choose an arrangement that fits their dogs and site while preventing escapes and uncontrolled contact.

Give visitors simple instructions about approaching and touching dogs, and have trained staff or volunteers oversee interactions. Put handwashing facilities and clear signs where people leave animal areas. Keep eating and food-service areas separate from animal areas. These measures align with CDC recommendations for animal exhibits, including handwashing at exits, visitor education, trained staff, and separation of dining from animals: CDC guidance on healthy pets and animal contact.
Watch for heat distress and act promptly
Monitor the dogs themselves rather than relying only on the forecast. Ontario guidance identifies excessive panting, drooling, weakness, vomiting, diarrhea, restlessness, incoordination or stumbling, collapse, and lethargy as signs of heat distress. If a dog seems unwell, stop public interaction, move it to a cooler safe space, and promptly contact the event veterinarian or the dog’s veterinary provider. Suspected illness needs veterinary attention; this guide is not a treatment protocol.

The ASV shelter transport guideline says transported animals should be observed periodically and allowed to rest, exercise, and eliminate at least every 4–6 hours. That interval is guidance for animal transport, not a target for short trips to or from an adoption event. The guideline also calls for extra protection for puppies and kittens from temperature extremes, dehydration, and infectious-disease exposure. Never leave a dog unattended in a parked vehicle: Broward County Animal Care warns that vehicle interiors can heat rapidly even when windows are cracked: Broward County pet-safety guidance.
Close the event with a clear incident handoff
After the event, record any illness, injury, escape, bite, or possible exposure concern and notify the shelter’s veterinary and incident-response leads. Follow local reporting requirements, which vary by location, and pass along relevant information to the dog’s regular care team.
