A demonstration can raise awareness, but changing ongoing sales usually takes follow-up with the business, community education, or policy advocacy.
1. Choose a target and a clear goal
Decide whether you are asking a particular store to stop selling puppies, host shelter adoption events, or help customers learn about adoption. You can also focus on a policy change rather than a single business. Choose a target with a plausible path to the outcome you want, and make the request clear to everyone taking part. Best Friends Animal Society recommends researching the store, local rules, and campaign goals before organizing a demonstration (Best Friends Animal Society’s protest guide).
Set milestones beyond the event itself. A one-time protest may reach passersby; it does not, by itself, ensure that a store will change its sales. Consider what you will do next if the business does not respond.
2. Check local rules and the venue before announcing a date
Permit requirements and rules about where demonstrators may stand vary by location and venue. Before publicizing the event, contact the relevant local authority—Humane World for Animals suggests asking local police whether a permit is required and where demonstrators may legally gather (Humane World for Animals’ advocate guide). Ask what procedures apply to your planned event.

- Ask whether a permit is required, where participants may stand, and whether there are event-specific restrictions.
- Consult a qualified local attorney if the legal questions are significant or unclear.
National advocacy guides cannot establish the requirements for every city, state, or venue. Confirm the rules for your location rather than assuming that a permit or a particular public space is always—or never—required.
3. Verify store-specific claims
If your message names a store or accuses it of selling dogs from puppy mills, gather current, traceable information about that store and its suppliers first. Keep documented facts separate from opinion, and do not present an unverified allegation as established fact. If you cannot verify the supplier relationship, use general messaging about puppy sales and adoption instead. Best Friends recommends tailoring claims to what organizers can support.

That description provides context for the wider issue; it does not prove where any particular store gets its puppies.
4. Prepare accurate signs and useful handouts
Make signs easy to understand
Use concise, legible, respectful language that matches the evidence you have. Keep the message consistent across signs so passersby can understand what you are asking for. Poster board and markers can work; no particular brand or sign format is required.

Give people a next step
Create a short handout explaining your goal and, where relevant, the evidence behind it. Include nearby shelters and rescue groups and current adoption options so interested people can act on the information. Check details such as animal names and shelter identifiers shortly before the event, since adoption listings can change.
A petition can help record public support for your campaign. Make clear whether it is a community petition or an official legislative petition; they are not the same thing.

5. Coordinate volunteers and set conduct expectations
Assign roles before the event so participants know whom to approach with questions and who will handle communication with authorities or venue representatives.
- Greeter or volunteer coordinator: Welcome participants, explain the campaign’s goal, and direct people to their roles.
- Point person: Serve as the calm contact for police, officials, or venue representatives.
- Participants: Follow location boundaries, use the agreed message, and keep interactions peaceful and respectful.

6. Follow up after the protest
After the event, decide whether it advanced your goal and choose a next step suited to the target. For a store-focused campaign, that might mean requesting a meeting or continuing public education. For broader change, organizers can work with shelters and rescue groups or pursue local policy advocacy.
