Possible signs of neglect in a dog or cat include extreme thinness, untreated illness or injury, parasites, severe matting, overgrown nails, or a lack of adequate food, water, shelter, sanitation, or room to move. These signs warrant concern, but none alone proves neglect or a crime. Describe what you observed to the local animal-welfare or law-enforcement agency responsible for the area; the right contact depends on where the animal is.
Physical signs that may raise concern
Look for serious conditions or several warning signs together, rather than treating one clue as a verdict. The ASPCA’s guidance on recognizing and reporting animal abuse and neglect identifies these possible indicators:

- Extreme thinness or emaciation.
- Wounds, broken bones, or an illness or injury that appears untreated.
- Fleas, ticks, or other visible parasite problems.
- Severe coat matting or nails so overgrown they interfere with walking or normal function.
- A tight collar that has caused a wound or become embedded.
The ASPCA also lists dehydration, weight loss, urine scalding, and internal or external parasites among conditions commonly found in neglected animals in its position statement on veterinary forensics. These are observations that can justify reporting—not a lay diagnosis. A veterinarian or investigating authority may need to assess the animal and circumstances.

- Enough room to stand, turn around, and move normally if confined in a cage or kennel.
Prolonged outdoor confinement without adequate food or water, exposure to bad weather without shelter, and hazardous or filthy confinement are concerns to report. Describe what you can actually see; avoid guessing how long a condition has existed if you do not know.
Do not judge neglect from behavior alone
Fearfulness, aggression, or timidity by itself does not establish neglect or abuse. Behavior can have many causes, and interpreting it without context can lead to a mistaken conclusion. Focus your report on observable details about the animal and its surroundings. Determining whether conduct is cruelty requires an investigation under the applicable local law. As the ASPCA explains, “A finding of animal cruelty is ultimately a legal determination and depends on the laws where you live.”

How to report a suspected case
If there is immediate danger
If a crime is in progress or an animal faces an immediate emergency, contact the appropriate local emergency service or authority. In the United States, ASPCA guidance says to call 911 for a crime in progress. Its New York City-specific instructions direct suspected abuse or neglect reports to 311. These numbers and routes are not universal.

For other concerns
- Find the agency responsible for enforcing animal-welfare laws where the animal is located. Depending on the area, this may be local police, animal control, an SPCA, or another humane organization. The ASPCA advises people in the United States to contact the appropriate local agency; do not assume one organization or number serves every place.
- Give specific observations: what the animal looks like, the conditions you saw, the location, and when you observed them. The RSPCA’s UK reporting guidance also asks people to describe the animal’s bodily condition and environment.
- Keep a record of whom you contacted, when you called or submitted a report, what information you shared, and any follow-up you were told to expect.
- Do not trespass, put yourself at risk to collect evidence, or try to take the animal. Report the concern so the responsible authority can assess it.
Reporting routes and legal limits vary by location
The ASPCA’s examples apply to the United States; its 311 direction is specific to New York City, and its 911 guidance concerns a crime in progress. The RSPCA’s reporting information is for the UK, where reports may be prioritized and can lead to an inspector or animal rescue officer attending, according to its information about local RSPCA branches. Neither process should be assumed to apply elsewhere.

Laws and reporting procedures differ by jurisdiction. An ASPCA policy about veterinary professionals notes that whether professionals may or must report suspicions varies with the law, and that their role is to report concerns and the medical basis—not investigate or decide guilt. That policy concerns veterinary professionals, not a universal legal rule for members of the public. The organization also notes that some neglect can stem from limited resources or information; that context does not replace an authority’s assessment of an animal’s welfare.
