Start with the animal-control, animal-services, dog-warden or equivalent local-government service for the place where the dog is now. Use the authority’s listed phone line or online form, give a precise location and useful observations, and ask how to obtain an update. There is no universal stray-dog number or response deadline: opening hours, emergency routes, collection arrangements, holding periods and finder rules depend on the jurisdiction.

Who do I call about a stray dog?

Contact the public authority responsible for stray dogs in the city, county, council area or municipality where you found the animal. On that government website, search for “stray dog,” “animal control,” “animal services,” “dog warden” or “lost and found pets.” The correct office is determined by the dog’s location, not by your home address.

In England and Wales, the GOV.UK service directs people to the relevant council by postcode. Defra’s guidance says local authorities have statutory responsibility for stray dogs found in their area. In the United States, responsibility can sit with a county or city animal-services department; Fairfax County and Collier County illustrate how those local systems can differ. These examples are not substitutes for checking your own authority’s instructions.

Choose the route that matches the risk

Situation What to do Why the distinction matters
The dog is loose but not presenting an immediate threat Use the authority’s routine phone line or online stray-dog form during its posted hours. A routine form may not be monitored continuously and may not trigger an immediate response.
The dog is injured, aggressive, trapped, in traffic or creating an immediate danger to people Follow the local authority’s urgent or after-hours instructions. If a person faces immediate danger, use the local emergency channel. Emergency services and animal-control services may be separate; do not assume a standard form is suitable.
The dog is on private property Tell the authority exactly where it is and whether you have the owner’s permission to enter or remain there. Responders may need different access arrangements, and you should not trespass or put yourself in a confrontation.
You suspect the dog was stolen Report the suspected theft to police where local guidance directs, as well as notifying the animal authority about the dog’s location. A stray-dog report and a theft investigation can be different processes.

Do not rely on a general animal charity as a replacement for the responsible public authority. Defra’s guidance for England and Wales states: “Local authorities hold sole responsibility for dealing with stray dogs. Animal welfare organisations hold no legal responsibility for doing so.” The statement appears in guidance published 22 September 2026 and applies to that England-and-Wales scope.

How to report a stray dog: a step-by-step process

  1. Confirm the dog’s current location. Note the street address, nearby landmark, park entrance, road junction, trail name, building, parking area or other fixed reference. If the dog is moving, record the last confirmed location and direction of travel. A map pin or photograph of the surroundings can help, but do not delay an urgent call to obtain one.
  2. Find the official service for that area. Use the local government website and search for the terms above. In England and Wales, use the GOV.UK council lookup by postcode. Check that the page is for the place where the dog was found, rather than a neighboring authority.
  3. Check the current contact channel and hours. The page may offer a phone number, online form, email address, an intake facility or an after-hours instruction. Read the emergency wording carefully. Fairfax County, for example, gives one animal-services contact during open hours and directs after-hours callers to its county non-emergency line; that is a local arrangement, not a general number.
  4. Call or submit the report with observable facts. Give the exact location and time, the dog’s description, direction of travel, visible collar or tag details, behavior and apparent condition. Provide your name and a reliable way to reach you. Ask whether the authority wants a photograph, whether it can send a responder, and whether it expects you to remain at the location.
  5. Follow the authority’s handling instructions. Do not try to catch, corner, restrain or transport an unfamiliar dog unless the authority specifically tells you to and you can do so safely. Tell the responder if the dog is injured, appears ill, is guarding food or belongings, has bitten or threatened anyone, or is near traffic or another hazard.
  6. Write down the report details. Record the date and time, the channel used, any case or reference number, and the name or role of the person who handled the contact if provided. Note the collection, hand-in or temporary-care instructions you were given.
  7. Ask how and when to follow up. Confirm whether updates are provided by phone, email, an online case page or only on request. Ask what to do if the dog leaves, is picked up by someone else, becomes aggressive, or returns to the same place.

What information helps authorities respond?

Describe what you saw rather than guessing the dog’s breed, ownership or legal status. A concise, factual report lets a dispatcher decide urgency and helps an officer identify the animal.

  • Location: the most precise address or landmark available, including a building entrance, road side, park section or trail marker.
  • Time: when you first saw the dog and, if it moved, when and where you last saw it.
  • Movement: direction of travel and whether the dog is repeatedly returning to a location.
  • Appearance: approximate size, coat color and pattern, sex if apparent, distinctive markings, visible injuries and whether it is wearing a collar, harness or tag.
  • Identification: tag number, license information, name on a tag or other identifying mark, if you can read it without approaching dangerously. Do not claim a microchip number unless an authorized person has scanned the dog.
  • Behavior: calm, fearful, disoriented, running into traffic, growling, snapping, biting, guarding a person or object, or otherwise acting unusually.
  • Condition: visible bleeding, limping, breathing difficulty, extreme thinness, heat or cold distress, entanglement or other observable concerns.
  • Scene details: whether the dog was left with food, a carrier, bedding or belongings; whether you saw someone leave it; and whether other people or animals are at risk.
  • Your availability: whether you can safely remain nearby, keep visual contact from a distance, or temporarily house the dog if the authority asks and local rules permit it.

Fairfax County asks for the animal’s location, type, tags or identifying marks and whether the finder can safely keep it temporarily. Collier County requests contact details, a description, license-tag and microchip information if known, and whether pickup is needed. Those forms show the kinds of details an authority may request; your local form may use different fields.

Should you catch or transport the dog?

Only do what you can do without risking a bite, traffic collision, escape or conflict with another animal. A frightened dog may behave differently from a friendly pet, and a collar does not prove that it is safe to handle. Keep children and your own pets away, avoid sudden movements, and do not place your hands near the dog’s face or attempt to remove a collar.

Tell the authority whether you have a secure, separate space and whether you can safely keep the dog temporarily. Some departments may ask a finder to hold the animal while they check lost-and-found records or arrange a pickup; others may direct you to an authorized intake point. Do not assume that you should drive the dog to a shelter or keep it overnight. Ask first, particularly if the dog is injured, aggressive, contagious-looking or on someone else’s property.

If the dog is in immediate danger, move yourself to safety and give the dispatcher the clearest location description you can. Do not enter traffic, climb into a confined area or confront a person who may be connected with the dog.

What happens after you report a stray dog?

The next action depends on local law, staffing, hours, the dog’s condition and whether the authority can safely reach it. Possible steps include taking a further description, checking lost-and-found reports, dispatching an officer, arranging collection, directing you to an acceptance location, scanning for a microchip or recording the dog for later follow-up.

Defra’s England-and-Wales guidance says local authorities should collect stray dogs as soon as they can in covered circumstances, assess condition and behavior, check identification when safe and record their findings. It also says authorities must publicize reporting and hand-in contacts. Other jurisdictions can assign the work differently or provide different service hours, so do not infer a guaranteed action from another council or county’s procedure.

There is no universal response deadline established across the authorities described here. If no one arrives by the time you expected, use the follow-up route the authority gave you rather than repeatedly submitting unrelated forms. If the circumstances become dangerous, make a new urgent report and explain what changed.

How to follow up with local authorities

Use the same official service first

Follow up through the department that accepted the original report. Quote the case or reference number, if one was issued, and state that you are checking an existing stray-dog report. Give the original location and time briefly, then identify only the new information: the dog’s current location, a changed direction of travel, a worsening injury, a new identification detail or confirmation that the dog has left.

Ask a focused status question

Useful questions include:

  • Has the report been logged, and what is its reference number?
  • Was a pickup or welfare check assigned, and is there an updated instruction for me?
  • Should I continue observing from a safe distance, leave the area, or bring the dog to an authorized location?
  • What channel should I use if the dog moves or the situation becomes urgent?
  • How will the authority provide an update, and when is it appropriate to contact you again?

Report material changes immediately

A dog that was merely loose may become an emergency if it enters a roadway, bites someone, collapses, attacks another animal or becomes trapped. Give the new facts and location, and use the local emergency route when a person is in immediate danger. Do not wait for a routine callback.

Keep a simple record

Preserve your confirmation email, form receipt, call time, reference number, photographs and notes about who told you what to do. This avoids restarting the story on every contact and helps the authority match later information to the original report.

If the dog may be abandoned, neglected or stolen

Report observable circumstances, not a conclusion you cannot establish. State where and how the dog was found, its visible condition, whether it was left with belongings, any identification details and any repeat incidents you personally witnessed.

Defra’s guidance says authorities should consider the overall circumstances. A missing tag, matted coat or fearful behavior by itself does not automatically prove neglect; there may be explanations you cannot see. Give the facts and let the appropriate authority assess them.

If you believe the dog was stolen, the cited England-and-Wales guidance says police handle stolen-dog reports. Follow the local police route for that jurisdiction, while still telling animal services where the dog is so it can be kept safe. Do not confront a suspected owner or attempt to take the dog from someone yourself.

Holding periods and keeping the dog

Holding periods are legal or administrative rules for a particular jurisdiction, not a universal countdown. In England and Wales, Defra guidance says a collected stray dog must be held for seven full days beginning the day after collection. Collier County, Florida, describes a minimum five-day hold, or 120 hours, for certain impounded animals under its local ordinance. Neither figure should be applied outside the stated jurisdiction and category of animal.

If you want to keep the dog, contact the responsible authority before making private arrangements. GOV.UK says that in England and Wales a finder must contact the council if the owner cannot be reached and may ask to keep the dog if the council cannot locate the owner. The council’s decision, any notice requirements, fees, licensing obligations and transfer process control what happens next.

Do not give the dog away, sell it, move it to another area or arrange permanent adoption simply because no owner has appeared quickly. An official hold, identification check and local legal process may still be active.

Common reporting mistakes and how to avoid them

  • Calling the wrong area: use the place where the dog is located, not the nearest shelter you happen to know.
  • Using a routine form for an emergency: follow the authority’s urgent or after-hours instructions when a person is at immediate risk.
  • Giving a vague location: add an address, landmark, road side, entrance or map reference and the time observed.
  • Approaching because the dog looks friendly: keep distance and ask the authority what handling, if any, is safe.
  • Assuming a charity has the same legal duty: public authorities and animal-welfare organizations can have different roles; contact the designated authority first.
  • Expecting a standard response time: ask the local service for its process and record the follow-up instruction.
  • Reporting suspicions as facts: separate what you saw from what you infer about ownership, neglect or theft.
  • Failing to update the report: tell the authority if the dog moves, is collected, is injured or is no longer visible.

Location-specific examples: why local instructions control

England and Wales

Use the GOV.UK council lookup to identify the relevant council, then follow its published stray-dog reporting and hand-in instructions. Defra’s current guidance places statutory responsibility with local authorities, describes collection and identification duties, and sets the seven-full-day holding rule for collected strays. It also distinguishes the council’s role from that of animal-welfare organizations.

Fairfax County, United States

The county’s animal-services process asks for location, animal type, tags or identifying marks and whether the finder can safely keep the dog temporarily. It also describes lost-and-found checks and microchip scanning. Its after-hours direction uses a county non-emergency route. These details demonstrate a possible local workflow, not a nationwide standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Collier County, Florida, United States

Collier County’s instructions request contact details, a description, license-tag and microchip information if known, and whether pickup is needed. Its official service page summarizes a five-day, 120-hour minimum hold for specified impounded animals under local ordinance. That period is limited to the animals and process covered by that county’s rule.

A ready-to-use report script

You can adapt this wording to a phone call or online form:

“I am reporting a loose dog at [exact location]. I first saw it at [time] and last saw it at [time], moving [direction]. It is approximately [size], with [color and distinctive markings], and is wearing [collar or tag details, if visible]. It appears [calm, fearful, injured, aggressive or other observable behavior]. The immediate hazard is [traffic, people, another animal or none known]. I can be reached at [contact details]. Please tell me whether you need a photo, whether I should remain at a safe distance, and how I can obtain the case number and an update.”

For a follow-up, add: “This is about report [reference number], made on [date and time]. The new information is [specific change]. Please confirm the next step and the correct route if the situation becomes urgent.”

Bottom line for a safe, effective report

Report the dog to the official animal-control or equivalent service for the location where it is found. Give precise, observed facts; follow the authority’s safety and intake instructions; record the reference number and next step; and use the same official service for a status check. Emergency danger, suspected theft, holding periods and the possibility of keeping the dog may require separate local procedures, so verify each one with the responsible authority.
