Report suspected neglect to the local agency that enforces animal-welfare laws where the animal is located. That may be animal control, police, an SPCA, or another humane organization. For an injured stray, contact the local animal-control or animal-welfare service that handles that species and area. If cruelty is happening now or someone is in imminent danger, call your local emergency number. The right agency and procedure depend on your location.
Find the agency responsible for that location
Animal-welfare reporting is local. In the United States, the ASPCA advises contacting the authority responsible for enforcing animal-related laws where the suspected neglect is occurring; options can include animal control, police, an SPCA, or another humane organization. If you are unsure, ask local police or animal control to direct you. ASPCA notes that procedures vary by state and city (ASPCA: Recognizing and Reporting Animal Abuse and Neglect; ASPCA FAQ).

Search your local government website for “animal control,” “animal welfare,” or “stray animal.” Confirm that the agency covers the animal’s location and species, investigates neglect, handles stray pickup, or does both. Check its hours and after-hours instructions. If the right office is not clear, ask local police or the animal-control office for a referral.

Neglect or cruelty that is not happening right now
Contact the local agency that investigates animal-welfare concerns and provide a factual report. Examples that may warrant reporting include an apparently untreated injury or illness, extreme thinness, inadequate food or water, insufficient shelter in severe weather, or unsafe confinement. The agency—not the reporter—assesses whether the circumstances violate local law.

An animal or person is in immediate danger
Use the local emergency number if cruelty is in progress or there is imminent danger. The number and non-emergency process are jurisdiction-specific: the ASPCA advises calling 911 for a crime in progress outside New York City and using 311 for suspected abuse or neglect in New York City. Tacoma also directs imminent danger and severe deliberate cruelty to 911. These are local examples, not a universal rule (ASPCA reporting guidance; City of Tacoma Animal Control).
An injured stray
Contact the animal-control or animal-welfare service responsible for the animal’s location and species, and give the exact location and a clear description of its condition. The route may differ from a neglect investigation and may depend on the time of day. In the UK, government guidance separates routes for injured pets and wild animals from concerns involving farm animals. Arizona Humane Society gives an injured-stray route for its service area and directs people outside listed municipalities to local police or the county sheriff. Follow local instructions rather than assuming one organization or hotline covers every area (GOV.UK: Report a dead or injured animal; Arizona Humane Society: Report an Injured Stray).

Prepare a clear, useful report
Report what you personally observed, not a legal conclusion. An agency can assess whether the facts meet the relevant legal standard. Include as many of these details as you can:
Recommended Free Tools
- The animal’s exact location, including directions or nearby landmarks if there is no street address.
- When you saw the animal and what you observed about its condition or surroundings. Separate firsthand observations from information someone else gave you.
- The number and type of animals, and a relevant description of the person involved, if known.
- Names and contact details for firsthand witnesses who are willing to speak with authorities.
- Photos or video, if available and obtained from a place where you are lawfully allowed to be.
Describe visible conditions specifically: for example, whether an injury appeared untreated, a collar seemed embedded, an animal appeared extremely thin, or food, water, shelter, or sanitary conditions were lacking. ASPCA also lists severe matting or parasites, overgrown nails that interfere with movement, and prolonged outdoor confinement without adequate food or water among signs that may raise concern. No single observation automatically establishes cruelty; the legal determination depends on local law and the investigation (ASPCA reporting guidance).

Document lawfully and keep track of follow-up
Do not trespass or put yourself, another person, or the animal at risk to gather evidence. ASPCA advises taking photos or video only from places where you are lawfully allowed. After making the report, record the date, agency and contact person, what information or materials you supplied, and any follow-up instructions. Ask which agency will handle the matter and what to do if the situation worsens.

There is no single reporting route for every place, animal, and situation. Services can have defined boundaries, different responsibilities for investigations and stray pickup, and distinct office and after-hours procedures. The UK government guidance, for example, distinguishes companion and wild animals from farm-animal welfare concerns; local U.S. services likewise differ by municipality and state. Confirm coverage directly with the responsible agency, particularly when the animal is outside a service area or the concern involves a species the agency may not handle.
