Choose a way to limit access to the roll
The right fix depends on your bathroom setup and how your cat gets to the paper. The options below are practical deterrents, not proven guarantees: the available guides do not establish that one method works for every cat.

Try a covered holder or roll protector
A covered holder encloses more of the roll than an exposed bar and may make it harder for a cat to grab and pull the paper. Some designs use a flap, but a cat may learn to lift it or reach an exposed underside. A box-style dispenser with a top opening is another option. You can also put the roll in a covered container between uses.
Before choosing a cover, check how much of the roll it encloses, whether its opening or flap leaves your cat a way in, whether it fits your holder and roll, and whether you can still dispense paper comfortably. Put the roll away or block bathroom access
When it is practical, close the bathroom door or store the roll in a covered container when it is not needed. These simple steps remove access rather than relying on a holder to resist pawing or pulling.
Make a simple DIY roll cover
Hill’s describes adapting a clean plastic container into a loose sleeve that covers the roll while leaving the paper available for a person to pull. You will need a large plastic tube container, such as a clean wipes container or beverage bottle, a ruler, and scissors or a box cutter.

- Remove the top and bottom to make a tube roughly four inches wide.
- Cut the tube lengthwise so you can open it and fit it around the roll.
- Shape one edge so paper can be pulled out, then fit the cover loosely around the roll.
Use cutting tools carefully and smooth any sharp plastic edges before putting the cover in place. This is a deterrent, not a chew-proof product: keep it away from a cat that chews or eats plastic. Hill’s notes that a cat may still try to push or pull the roll off its holder.

Toilet paper’s movement and easy-to-shred texture can make it engaging as play and may appeal to hunting-related instincts. Boredom, imitation, or a cat occupying itself are also suggested explanations. These are general possibilities, not a diagnosis of why a particular cat does it.

Vetstreet recommends preventing access while redirecting the cat toward more constructive behavior. Hill’s suggests toys such as catnip mice and jingly balls. The sources do not establish that a particular toy is tested or guaranteed to stop toilet-paper play.

Shredding or batting at paper is different from swallowing it. Hill’s advises speaking with a veterinarian if you notice your cat ingesting toilet paper, and also recommends contacting a veterinarian when a cat regularly chews and ingests it. The available guidance does not define a safe amount or an ingestion threshold, so do not use a guessed quantity to decide whether to seek advice.
