Collecting it can also take people into tiger habitat, sometimes early in the morning or after dusk to avoid patrols. The reporting documents a serious risk pathway, but it does not show that niuro harvesting accounts for all tiger attacks—or quantify its share of human–tiger conflict.
What is niuro, and why do people collect it?
Niuro is the local name used in a 2024 Scroll report for an edible fiddlehead fern, identified there as Matteuccia struthiopteris. It is gathered in the lowlands near Chitwan and Bardiya, where it can be eaten or sold.

For people without land, selling the fern can bring meaningful income. Scroll reported that a harvester could earn 1,000–1,200 Nepali rupees a day, which the article then converted to about US$7.50–$9. That is the report’s 2024-era conversion, not a current exchange-rate estimate. Birendra Mahato, director of the Tharu Cultural Museum and Research Center in Sauraha, described niuro as “a delicacy as well as a source of income for the people of the lowlands.”
How can niuro collection lead to tiger encounters?
The risk comes from the circumstances of collection, not simply from eating or selling the fern. The report says collectors seek niuro in protected areas and may enter early or after dusk to evade patrols. It also describes the plant growing in cooler, marshy places that offer cover to animals during monsoon conditions.

Jhamak Karki, a former Chitwan National Park warden, said the time people look for niuro coincides with periods when tigers are active and moving in search of prey. That is his explanation of a potential encounter mechanism; the report does not establish it as a biological finding that applies to every tiger or collection trip.
Scroll described two fatal cases: a 26-year-old man who died while searching for niuro on July 24, 2023, and a 55-year-old woman in Chitwan who died in June 2022. Mahato also recounted a collector who had gathered 90 bunches and went back for 10 more. That anecdote illustrates the pull of a valuable harvest, but it is not evidence that collectors generally behave this way.

What do the reported death figures mean?
Scroll reported that 38 people were killed in tiger attacks in Nepal between 2019 and 2023. This is a national tiger-attack total, not a count of niuro collectors or deaths caused by fern harvesting. The report attributes broader tiger deaths to forest-resource collection, but it does not estimate how many attacks involved niuro or separate fern gathering from other activities.
Nepal’s tiger population recovery is important context, not a complete explanation for any particular attack. WWF’s project page reports 121 tigers in 2009 and 355 in 2023. A separate peer-reviewed study in Oryx describes a nearly three-fold rise from 2009 to the 2022 census estimate of 355. These are different source-year framings and should not be collapsed into one census date.

What could reduce the danger without ignoring livelihoods?
Scroll reports several proposals from people interviewed for the story. These are possible risk-reduction measures, not interventions shown to have lowered fatalities:
- Revise community forest management plans to include guidance for safer wild-edible collection; Karki said existing plans are focused primarily on timber and fodder.
- Encourage people to collect in groups, agree on gathering times, and monitor tiger activity.
- Develop livelihood alternatives suited to local conditions, rather than treating a valuable food and income source as easily replaceable. Researcher and conservationist Kanchan Thapa said, “We also need to look into sustainable substitutes for wild edibles that can promote livelihoods without endangering lives.”
Scroll says unauthorized entry into a national park to gather niuro is illegal and reports that government compensation is not required if an unauthorized entrant dies. That is the report’s description of the legal position; it is not a comprehensive account of Nepal’s compensation law.

Broader conservation programs address some related needs, but they should not be mistaken for niuro-specific policies. WWF describes a Terai Arc project focused on policy and municipal planning, frontline response capacity, livelihood and tiger-safe options, habitat restoration, and knowledge exchange. The page lists a target of more than 121,000 people expected to benefit; that is a target, not a measured result, and the project description does not establish that it includes niuro harvesting. It lists the status as “CEO Endorsed,” WWF-US as implementing agency, and Nepal’s Ministry of Forests and Environment and Department of National Parks and Wildlife Conservation as executing agencies.
The National Trust for Nature Conservation’s western Terai project page lists response teams, predator-proof corrals, fencing, alternative livelihoods, community campaigns, habitat restoration, and India–Nepal cooperation as objectives or expected outputs for a project with a stated January 2022–December 2024 duration. The page alone does not establish which elements were completed or remain active.

The Oryx study examines the Khata Corridor, not niuro harvesting. Its abstract-level findings link conflict risk to the extent of human activity in forested areas and describe unequal distribution of tourism-related conservation benefits among settlements. It recommends awareness of tiger behavior in the short term and argues that long-term coexistence depends on reducing risk across settlements and distributing conservation benefits more equitably. The findings support attention to who bears risk and who benefits, but they do not measure the effect of any niuro-collection practice.
