India’s official forest assessment reports a net increase in the country’s measured forest and tree cover. But that headline does not, by itself, show that native forests are recovering or that biodiversity is improving. The same assessment records declines in important ecological regions, while its broad canopy-based classification can include plantations, orchards and other planted tree cover.

That distinction matters to anyone concerned about wildlife. A uniform rubber or eucalyptus plantation may provide tree cover, shade and some carbon storage, yet still offer far less habitat variety, food and shelter than a structurally complex native forest.
What India’s State of Forest Report 2023 found
The India State of Forest Report 2023 is the 18th edition of the Forest Survey of India’s biennial assessment series. Although it is labelled “2023”, the report was released on December 21, 2024. It assesses forest cover, tree cover, mangroves, growing stock, carbon stock, forest fires, agroforestry and related characteristics using remote-sensing interpretation alongside field-based National Forest Inventory information.
#1 Best Overall
Its headline figures are:
| Measure | Area | Share of India’s geographical area |
|---|---|---|
| Total forest and tree cover | 827,356.95 sq km | 25.17% |
| Forest cover | 715,343 sq km | 21.76% |
| Tree cover | 112,014 sq km | 3.41% |
Compared with the 2021 assessment, combined forest and tree cover increased by 1,445.81 sq km. That is a genuine increase in the categories measured by the report. The problem is not that the number is meaningless; it is that the number measures canopy extent more directly than it measures ecological quality.
Why more tree cover does not automatically mean more biodiversity
Under the report’s forest-cover framework, land can qualify when it covers at least one hectare and has tree canopy of at least 10%, regardless of ownership or legal status. The classification can include orchards, bamboo, palms, rubber, eucalyptus, poplar, acacia, casuarina, arecanut and shade trees in tea and coffee areas.
The headline classification also does not distinguish whether tree crops are natural or planted. In practical terms, satellite imagery can identify tree-covered land without fully describing the ecological community beneath the canopy.

A native forest and a plantation can therefore look similar in a broad area-based calculation while functioning very differently for wildlife:
Rank #2
- Species diversity: native forests often contain many tree, shrub, grass, climber and fungi species; a commercial plantation may be dominated by one crop.
- Age and structure: wildlife benefits from a mixture of young growth, mature trees, fallen wood, cavities and a layered understory. Even-aged plantations usually have less structural variety.
- Food and shelter: a diverse native forest can provide seasonal fruits, seeds, nectar, leaves, insects and nesting sites. A single planted species may provide fewer resources.
- Connectivity: a block of trees is not necessarily a wildlife corridor. Roads, fences, farms and cleared land can still isolate animal populations.
- Water and soil functions: the effects of tree cover depend on species, density, roots, litter, soil management and local rainfall—not canopy presence alone.
This does not mean that every plantation has no ecological value. Plantations can offer shade, reduce erosion in some settings, store carbon and provide limited refuge or stepping-stone habitat. The defensible conclusion is narrower: a rise in reported forest and tree cover should not be used as a standalone measure of biodiversity recovery.
The national average hides declines in sensitive regions
The report’s decadal analysis gives a more complicated picture than the national total. It records an overall loss of 58.22 sq km of forest cover in the Western Ghats Eco-Sensitive Area.
It also reports a decline of 327.30 sq km in combined forest and tree cover in the North-Eastern region.

They describe different geographic units and different measures: forest cover in the Western Ghats Eco-Sensitive Area, versus combined forest and tree cover in the North-Eastern region. Together, however, they show why a national increase can coexist with losses in landscapes that are especially important for wildlife, endemic species and ecological processes.
Rank #3
The Western Ghats contain many species found nowhere else, while the North-East includes biologically rich forests and important ranges for animals such as elephants, hornbills, primates and big cats. For these species, the location and connectedness of habitat can matter more than a small national change in total canopy area.
Tripura shows the plantation problem clearly
Tripura provides a concrete state-level example. Rubber plantations account for 8.88% of the state’s Recorded Forest Area, according to report-related explanatory material. That material warns that extensive rubber cultivation has converted areas of natural forest into monoculture plantations, raising concerns about biodiversity and ecological balance.
The point is not that rubber trees are inherently harmful or that every rubber-growing landscape has the same effect. The concern arises when diverse natural forest is replaced by a uniform commercial crop. The resulting land may remain visibly green and may qualify as tree-covered in a broad assessment, but it can support fewer native plants, insects, birds and mammals and may function less effectively as connected habitat.
For wildlife, the difference between restoration and replacement is critical. Restoring a degraded area with locally appropriate native species and varied age classes aims to rebuild an ecosystem. Replacing natural forest with a single commercial species increases tree biomass or canopy while potentially reducing habitat complexity.

What the report can—and cannot—tell us
What it can establish
- India’s reported forest-and-tree-cover total increased compared with the 2021 assessment.
- Forest cover and tree cover are separate components of that total.
- The assessment combines satellite-based interpretation with field-based inventory information.
- The forest-cover framework is broad enough to include qualifying planted and non-forest tree-cover categories.
- The Western Ghats Eco-Sensitive Area recorded a reported decadal loss in forest cover.
- The North-Eastern region recorded a reported decadal decline in combined forest and tree cover.
- Tripura’s expansion of rubber plantations is associated with a documented biodiversity concern in report-related material.
What it cannot establish by itself
- That every hectare counted as forest cover is native forest.
- That biodiversity increased wherever canopy area increased.
- That plantations caused all of the national increase.
- That every plantation has the same effect on wildlife, soil, water, carbon or nearby communities.
- That satellite comparisons fully capture species composition, forest age, understory quality or habitat connectivity.
These are measurement limits, not a reason to dismiss the report. The Forest Survey of India remains the authoritative national source for the forest-cover and tree-cover figures it defines and measures. The responsible interpretation is to pair those figures with information about natural-forest extent, forest density, fragmentation, species composition, wildlife populations and ecological connectivity.

Conservation success should be judged at more than one scale. A country may add tree cover through agroforestry, orchards or plantations while losing mature forest in a biodiversity hotspot. Both facts can be true at the same time.
For wildlife policy, the most useful questions are therefore:

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Was the new tree cover created on previously open or degraded land, or did it replace native forest?
- Which species make up the vegetation, and are they native to the landscape?
- Does the area connect existing forests, or is it an isolated green patch?
- Does it contain varied canopy heights, natural regeneration, dead wood, wetlands and understory?
- Can animals move through it safely, and does it reduce or increase conflict with nearby communities?
- Are biodiversity and habitat-quality indicators improving alongside canopy figures?

Best Value
For pet owners, the lesson is also relevant beyond India’s protected areas. Wildlife that loses connected native habitat is more likely to enter farms, roads and settlements, increasing risks for both wild animals and domestic pets. Keeping cats indoors or supervised, securing food and waste, and avoiding contact with wild animals are practical precautions—but long-term safety depends on protecting functioning habitats, not simply increasing the amount of green visible from above.
Frequently Asked Questions
Does the report prove that India’s natural forests are recovering?
No. ISFR 2023 reports an increase in measured forest and tree cover, but its broad classification can include plantations, orchards and other planted tree-covered land. Canopy gain alone does not prove that native-forest biodiversity increased.
Which biodiversity-rich regions recorded declines?
The report records a decadal loss of 58.22 sq km of forest cover in the Western Ghats Eco-Sensitive Area and a 327.30 sq km decline in combined forest and tree cover in the North-Eastern region. These figures refer to different geographic units and measures.
Why is Tripura’s rubber cultivation part of this discussion?
Tripura’s rubber plantations account for 8.88% of its Recorded Forest Area. Report-related explanatory material warns that extensive rubber cultivation has converted areas of natural forest into monoculture plantations, creating biodiversity and ecological-quality concerns.
The Bottom Line
India’s reported forest and tree cover rose to 827,356.95 sq km, but that increase is not equivalent to a nationwide recovery of native forests or biodiversity. Because the assessment can include planted and non-forest tree cover, the headline should be read alongside regional losses, habitat connectivity, species diversity and forest quality—especially in the Western Ghats, the North-East and plantation-expansion areas such as Tripura.
