Is Goa Banning Pit Bulls and Rottweilers? What the Law Says

Goa’s proposed breed ban is not the same as a final Gazette notification. Here is what the 2025 Act says, which breeds were proposed, and what rules already apply.

Goa’s 2025 law allows the government to prohibit specified dog breeds, but a 13 March 2026 report by Goemkarponn said the final breed-specific Gazette notification was still awaited. The latest proposal described in that report named Pitbulls, Rottweilers, Cane Corsos and Dogo Argentinos. The law’s prohibition takes effect only after a breed is notified in the Official Gazette.

Has Goa banned pit bulls and rottweilers?

Not under the proposal described in the latest dated account here. Goemkarponn reported on 13 March 2026 that the government had issued a public notice proposing to classify four breeds as “ferocious animals” and was considering objections before issuing a final notification. Animal Husbandry Minister Nilkanth Halarnkar said the final notification would follow that process. He also said no sterilisation or certification cases had been registered because the official notification had not yet been issued.

That account describes a proposal, not a completed breed-specific ban. The legal trigger is publication of the breed notification in Goa’s Official Gazette. The reported position is therefore as of 13 March 2026; it does not establish whether a later Gazette notification has since been published.

Which breeds were on the proposed list?

The list in the 13 March 2026 ministerial account was:

  • Pitbull
  • Rottweiler
  • Cane Corso
  • Dogo Argentino

An earlier report by The Goan on 26 February 2026 described officials preparing a prohibition and considering sterilisation and registration for existing dogs. Its proposed list included Malinois as well as Pitbull, Rottweiler, Cane Corso and Dogo Argentino. That was an earlier stage of policy development, not the later four-breed list reported by Goemkarponn.

What does Goa’s 2025 law authorize?

The Goa Animal Breeding and Domestication (Regulation and Compensation) Act, 2025 extends across Goa and came into force upon publication. It defines a “ferocious animal” as a dangerous and violent animal that may pose a danger to people and other animals. The Act establishes a process for the government to designate a breed; it does not itself name Pitbulls or Rottweilers.

Notice and start of a breed prohibition

Before declaring a breed, the government must publish a public notice and allow 15 days for objections or suggestions. If the government then notifies a breed, the Act bars people from domesticating, breeding or bringing that breed into Goa. The restriction starts after publication of the breed notification in the Official Gazette, not simply when the proposal or public notice is reported.

What owners would have to do

After a breed is notified, owners of an animal of that breed must report it to the Director within 30 days and have it sterilised within 60 days. The March 2026 account said that these measures had not yet been put into effect through a final notification at that time. It did not establish a separate exemption or relocation requirement for dogs already living in Goa.

Penalties and responsibility for injuries

For specified contraventions, the Act provides for simple imprisonment of 15 days to three months, a ₹50,000 fine, and community service. Other contraventions can carry up to one month’s imprisonment, a ₹50,000 fine, and community service. The Act also creates owner liability for injuries and a route for an injured person or their legal representative to claim compensation.

What rules already apply to dogs in public?

Goa’s September 2024 notification, based on its revised street and pet dog caregiving policy, sets rules that are separate from the proposed breed prohibition. It says owners must not allow a ferocious dog in a public street or place without a harness and chain lead, and must not encourage a dog to attack, annoy or intimidate people. The notification cites Rottweilers and Pitbulls in connection with ferocious attacks and refers to responsible-pet-ownership guidance from the Karnataka High Court.

Quoting paragraph 17 of its 10 April 2024 order, the Karnataka High Court stated: “It is not that pitbull or American bulldog or any other pet dog, is a dog that is roaming in the streets. It is a dog owned by pet owners.” The same paragraph states: “Therefore, it is the pet owners would become responsible for the safe keep of the citizens and other animals around the area, in which they would own the pet from the jaws of such pet.” These passages are reproduced in Goa’s notification; they concern owners’ responsibility and do not themselves create Goa’s proposed breed ban.

Can you keep a pit bull or rottweiler in Goa now?

The March 2026 report described the final breed-specific notification as still pending. Under the Act, the proposed ban on domestication, breeding and bringing a breed into Goa begins only after its Gazette notification is published. Separately, the September 2024 public-restraint rule applies to a “ferocious dog” in public: the owner must use a harness and chain lead. That rule does not state that a muzzle is required.

If you own one of the proposed breeds, check for a later Official Gazette notification before relying on the March 2026 status. If one has been published, its exact wording and date will determine which breeds it covers and when the reporting and sterilisation deadlines apply.
