Images can make Jakarta’s dog meat trade visible, but the available sources do not identify the local photographer or verify which images the original headline refers to. The documented picture is broader: Dog Meat Free Indonesia (DMFI) has published investigation images and videos, Jakarta’s Governor Regulation 36/2025 now prohibits the trade for food, and officials reported a suspected sale during a 2026 inspection without publishing a laboratory result.
What is known about the photographer and the images?
The photographer named in the headline cannot be verified from the available sources. DMFI has published campaign investigation photos and videos, including material connected with its reporting on the Jakarta-area trade, but the sources do not establish that those are the specific images described in the headline or identify their photographer. DMFI’s campaign site provides context on its work; it should not be treated as proof of the provenance of a particular image release.

That distinction matters: images may document individual conditions or events, but they do not by themselves establish the scale of the trade, the identity of a photographer, or the outcome of an official inspection. Those claims need their own attribution and dates.
How large is the Jakarta-area trade?
In October 2025, DMFI said its investigations estimated that about 340 dogs a day—roughly 9,500 a month—were involved in the Jakarta-area trade, and that approximately 97% were transported from West Java. These are coalition investigation estimates, not an official government census. DMFI’s 2025 reporting is the source for those figures.
Government-hosted evidence offers a different, older perspective. The Ministry of Agriculture repository describes a survey conducted in 2018–2019 that gathered responses from 47 government officials across 21 provinces and 46 regencies or cities. In that respondent group, 45% said dog movements were not accompanied by veterinary certificates, and 85% said slaughter methods did not account for animal welfare. These percentages describe officials’ reported answers, not direct measurements of all animal movements or slaughter practices in Indonesia. The Ministry repository identifies the survey and its scope.
What does Jakarta’s current rule prohibit?
Jakarta Governor Regulation (Pergub) 36/2025 took effect on 24 November 2025, according to an Indonesian National Police report published two days later. It prohibits the trade and killing for food of dogs and other listed animals that can transmit rabies, including cats, monkeys, bats and civets. The prohibition covers live animals, raw meat and processed products. The police report describes the regulation and its effective date.
Reported enforcement measures escalate from written warnings to animal seizure, business closure and revocation of a business license. The rule is a Jakarta regulation; it should not be described as a nationwide ban.
What has enforcement shown since the ban took effect?
In June 2026, Central Jakarta officials reported inspecting eateries and finding one restaurant suspected of selling dog-meat dishes. Officials took food samples for laboratory examination, but the inspection report did not publish a result. The report therefore supports describing a suspicion and sampling—not a confirmed violation or a penalty. Central Jakarta’s administration report provides the account.

How does Jakarta fit into Indonesia’s wider policy picture?
In June 2026, the Ministry of Agriculture reported about 135 regional policies restricting or ending the dog-meat trade. The ministry also said an animal-protection bill was included in the 2026 legislative priority program. A bill in a priority program is not enacted nationwide legislation, and the reported regional-policy total does not mean every region has the same rule. The Ministry of Agriculture’s 2026 statement is the source for both points.
An earlier Jakarta directive was recorded in a September 2022 retrospective overview by Humane World for Animals. That history helps explain why the 2025 regulation is not the first local policy effort, but the current rule and its effective date are best anchored to the police report. Humane World for Animals’ overview is an advocacy organization’s account.

How to read reports about the trade
- Check geography: Jakarta-specific regulation and enforcement reports do not describe national law; national survey or policy totals cover a broader area.
- Check method: Coalition investigation estimates, government survey responses, and official inspection reports answer different questions and should not be treated as interchangeable.
- Check status: A suspected sale followed by laboratory sampling is not a confirmed finding unless an official result is reported.
- Check image attribution: A campaign’s investigation footage does not establish who took a separate set of photographs unless the release identifies the photographer.
