It does not register the cat, guarantee a landlord’s approval, or give the cat general access to businesses and public spaces. The available evidence supports discussing three commercial providers—not naming six verified “best” services—so use the comparison below as a starting point and check each provider’s current terms and clinician availability in your state.
What an ESA letter for a cat can—and cannot—do
The U.S. Department of Housing and Urban Development (HUD) describes an assistance animal as one that works, provides assistance, performs tasks for a person with a disability, or provides emotional support that alleviates one or more identified effects of a disability. In housing, a person with a disability may request a reasonable accommodation to keep an assistance animal. A housing provider may ask for reliable disability-related information when the disability or need is not apparent and the information is needed to evaluate the request. Whether an accommodation is required depends on the applicable conditions and facts; a letter alone does not decide the outcome. HUD lists possible defenses including undue financial or administrative burden, fundamental alteration, an unmitigable direct threat, and significant property damage that cannot be reduced through reasonable accommodations. This is different from public access under the Americans with Disabilities Act (ADA). The ADA’s service-animal definition does not include an animal whose role is solely emotional support, comfort, well-being, or companionship. A cat ESA letter therefore does not give a cat general access to businesses or other public places under the ADA. The ADA service-animal FAQ also says covered entities cannot require certification, training, or licensing documents as a condition of entry for a service animal.
Why this is not a verified list of six “best” services
The provider pages reviewed establish three commercial leads, but they do not support a consistent six-provider ranking. They also do not independently establish comparative clinical quality, credentials and availability in every state, prices, or approval outcomes. Rather than fill the list with unverified names or scores, consider these providers only as options to investigate.

These descriptions report what the providers say about their own services; they are not endorsements or evidence that a housing provider will accept a particular letter. No comparable evidence establishes three additional services that could fairly be called “best.”
How to evaluate a service before paying
Compare the actual evaluation and documentation process—not a badge, certificate, or promise of approval. Ask the provider these questions before sharing sensitive information or purchasing:

- Is there an individualized evaluation? Find out whether a clinician evaluates your circumstances before issuing any letter, and what happens if the clinician concludes documentation is not appropriate.
- Is the clinician qualified and available where you live? Ask for the clinician’s name, license type, licensing jurisdiction, and confirmation that they can serve you in your state. A provider’s general credential claim does not verify a particular clinician’s license or availability.
- Does the process cover cats? Confirm that the evaluation and any resulting documentation can address your cat and your housing request. Do not assume a service that handles other animals will document a cat in the way you need.
- What is the full cost and renewal policy? Ask for the total fee, any additional charges, whether payment is due before evaluation, and the terms for renewals, refunds, or follow-up appointments.
- How is private information handled? Review the privacy terms before submitting health information. Check what is collected, who can access it, how long it is retained, and whether it is shared.
- Are the claims realistic? Be cautious of “instant approval,” guaranteed acceptance, or claims that purchasing a registry entry or certificate creates legal status. No provider can promise a housing outcome based on the information available here.
Registries and certificates do not replace the housing process
A paid registration or certificate is not a substitute for disability-related documentation or an accommodation request. Rules and guidance can vary by jurisdiction and context. For example, Massachusetts says it recognizes no official registry or certification program for service dogs, ESAs, or other assistance animals, and notes that supporting documentation for an ESA may come from a medical professional familiar with the disability. The withdrawal did not itself amend the Fair Housing Act. Because older summaries of the 2020 notice may still appear online, do not treat that notice’s checklist as current HUD policy. HUD’s withdrawal notice identifies the withdrawn guidance.

A practical next step
- Check the rules that apply to your situation. Start with current HUD housing information and your state or local guidance; housing accommodation rules are not the same as ADA public-access rules.
- Ask your housing provider how to submit a request. Make a reasonable-accommodation request and provide reliable disability-related information if it is needed to evaluate the request. A provider’s decision depends on the applicable facts and conditions.
- If you need professional documentation, evaluate the clinician and terms first. Confirm an individualized evaluation, state licensure and availability, cat-specific documentation, total cost, renewal and refund conditions, and privacy practices before paying.
HUD’s public assistance-animal guidance and housing rules can change. Check the current official guidance for your circumstances rather than relying on an older article or a provider’s guarantee.
