That is the precise figure behind the headline phrase “nearly 75% fewer.” The report also says the 2025 cat save rate was 82.9%; its 90% “no-kill” benchmark is a target, not a claim that every shelter has reached it. Best Friends’ 2025 National Shelter Data Report includes collected data for most shelters, but estimates some records, so the comparison should be read as a national dataset result rather than a complete count of every cat.
What the 2016-to-2025 comparison shows
| Measure | 2016 | 2025 |
|---|---|---|
| Cats killed in U.S. shelters | 683,000 | 187,000 |
| Change in cats killed | 72.7% reduction, as calculated by Best Friends Animal Society | |
| Cat save rate | not stated in the 2025 report | 82.9% |
The count of cats killed and the save rate describe different outcomes: one is a number of cats, the other a share of animals entering shelters that were saved. Best Friends uses a 90% save rate as its “no-kill” benchmark. The reported 82.9% cat save rate is below that benchmark, so the decline does not mean shelter killing has ended.

How complete is the national data?
Best Friends says its annual report includes nearly 4,000 U.S. shelters and draws on data from more than 10,000 shelters and rescue groups. It says more than 80% of shelters in the report have collected and current data. The remaining records are estimated from historical and community data using a method the organization says received two independent peer reviews. The report does not detail how those estimated records affect the specific 2016-to-2025 comparison.

Accordingly, the 72.7% figure is Best Friends’ reported change in its national dataset. It should not be described as a fully observed count with no estimates, nor as a census that necessarily captures every cat in every U.S. shelter.

What may be contributing to the decline
Best Friends points to programs, partnerships and community engagement, including adoptions, kitten fostering and community-cat services. Those are reported explanations and examples, not a causal analysis establishing how much any one program contributed to the national change.
A local TNVR example
The report describes a partnership between the ASTRO Foundation and Oakdale Animal Shelter in California. Best Friends says Oakdale’s cat lifesaving rate improved by nearly 30 percentage points during the first 11 months after the program began in February 2025. That local result illustrates a program example; it does not establish that TNVR alone produced the nationwide decline.

- Support a local shelter. Ask which needs are most urgent, such as supplies, volunteer shifts or donations.
- Foster kittens if you can. Contact a shelter or rescue about its training, supplies and time commitment before taking kittens home.
- Ask about community-cat programs. Contact local animal services or an experienced TNR group to find out whether a program operates nearby and how to help safely.
- Do not trap casually. Trapping requires humane equipment and a plan for prompt veterinary care and return. A trapped cat must not be left exposed to dangerous heat or cold; work with trained or supported volunteers and follow local guidance.
Best Friends’ press release offers a sense of both progress and remaining need. CEO Julie Castle said, “A 75% decrease in the number of cats unnecessarily dying in shelters simply because they don’t have a safe place to call home is something I want to shout from the rooftops,” while also noting that roughly 200,000 cats were still being killed annually. The report’s more precise cat-specific figure for 2025 is 187,000.
