Perth shelters reported rising surrender pressure in October 2025, while Western Australia’s next step against puppy farming remained unsettled. The first major phase of the state’s Stop Puppy Farming reforms restricted where pet shops could source dogs, but it did not cover online sellers. A planned central registration platform had also lost its $9.8 million contract, with no replacement or completion date reported.
Perth shelters described growing surrender pressure
Dogs’ Refuge Home in Shenton Park and Swan Animal Haven in South Perth both described heavy demand and limited kennel capacity in a PerthNow report published on 19 October 2025. These are accounts from two Perth-area organisations, not a statewide census of shelter intake.

Dogs’ Refuge Home
Dakota Power, the home’s digital marketing coordinator, said the organisation was receiving more dogs through pounds and surrenders: “We’ve found that we’re actually getting more and more dogs. Whether they’re through pounds or surrenders, the numbers aren’t really decreasing,” adding, “If anything, they’re increasing.”

Swan Animal Haven
Jess Sackmann, the haven’s president, said: “We’re still completely overwhelmed with the number of surrender requests.” She described a queue dictated by kennel availability: “There’s never a time where we’ve got kennel space available. As soon as there is a free kennel, then we’ll take in the next dog.”

What RSPCA WA reported about surrenders and seizures
PerthNow reported RSPCA WA figures showing a threefold increase in animals seized by inspectors in 2024–25 and a 15 percent increase in voluntary surrenders. The report did not provide underlying counts, so these relative increases should not be read as totals or as statistics for all Perth shelters.
RSPCA WA chief operating officer Hannah Dreaver said surrender requests were overwhelmingly linked to “lack of time, housing insecurity, and rising costs” as key reasons owners struggled to care for their pets.

What Western Australia’s pet-shop rule covered—and what it did not
The first major phase of the state’s Stop Puppy Farming reforms was described as a sourcing rule for pet shops: shops could sell dogs only if they came from a rescue centre with a local-government permit. It was not a blanket ban on puppy farming or breeder sales.

Why the central registration platform was in question
The state’s planned central online registration platform was intended to form part of the reforms, but PerthNow reported that the $9.8 million contract with Seisma Pty Ltd was scrapped in June 2025. A spokesperson for the Department of Local Government, Industry Regulation and Safety said it was “actively reviewing project options to determine the best way forward”.
The report named no replacement contractor or completion date. Its account is dated 19 October 2025; it does not establish what happened to the project after publication, so it cannot confirm the present implementation status.

How shelter accounts fit with broader shelter trends
The report also noted Companion Animal Network Australia data indicating that fewer animals entered shelters and foster care in 2024–25, while adoptions declined. That broader measure does not cancel out the Perth organisations’ accounts: it covers a different geography and a different set of measures from two local shelters’ reports of surrender pressure and constrained kennel space. The searchable account supplied no underlying national counts for numerical comparison.

The reported lack of available kennel space means that someone seeking to surrender a dog may not be able to rely on immediate placement. Contact a local shelter directly to explain the circumstances and ask about its process and options; the report does not establish a single statewide intake procedure or guarantee that any named organisation can take an animal.
