The expansion of the Kutupalong-Balukhali refugee settlement into land used by Asian elephants has created a risk for both people and wildlife. Responses have included mapping elephant movement, training community response teams and testing beehives as a way to protect livelihoods; the available reports do not show that any one measure has resolved the underlying conflict.
How has the camp affected elephant movement?
The Kutupalong-Balukhali settlement in Cox’s Bazar expanded into an area used by Asian elephants. In a survey conducted from 21 January to 13 February 2018, IUCN Bangladesh recorded frequent elephant movement around the camp, with the greatest concentration along its western boundary. The survey covered approximately 70 square kilometres and identified 56 possible locations for watchtowers. Read IUCN’s 2018 survey report.

Elephants’ use of established routes is central to the conflict. IUCN’s March 2018 account quoted the survey report: “Behaviourally, elephants always follow their traditional routes and corridors for regular movement. If they find any obstacles within it, they try to break it”. The quote is from the report; IUCN’s article does not name an individual speaker. IUCN’s March 2018 account reported at least 10 deaths from elephant incidents in the main Kutupalong-Balukhali settlement since the refugee influx began in 2017. That is a historical figure, not a current toll.
Why do encounters put people and elephants at risk?
When people, shelters or other obstacles occupy places elephants use to move, an encounter can become dangerous. People may be hurt or killed, while elephants may face stress or injury during close contact with settlements. Nearby host communities can also lose crops and income. The conflict therefore involves more than keeping elephants away from camps: it requires safer responses to encounters and attention to movement routes and local livelihoods.

What approaches have been tried?
| Approach | Purpose | What the cited reports establish |
|---|---|---|
| Surveying, watchtower planning and route management | Identify where elephants move and where people may need early warning or safer passage. | The 2018 IUCN survey documented movement and identified possible intervention sites, including 56 potential watchtower locations. IUCN and UNHCR also described considering an elephant corridor; the cited material does not establish that a corridor became operational. |
| Trained Elephant Response Teams | Support safer, coordinated responses when elephants approach settlements. | An IUCN account of a 2021 incident describes a joint response involving Bangladesh Forest Department, IUCN, camp and local authorities, police, and refugee-community team members. It documents that response, not the current activity or coverage of teams. Read IUCN’s 2021 account. |
| Beehives and less attractive crops | Explore ways to deter elephants while supporting host-community livelihoods. | UNHCR Innovation’s 2024 project summary reports programme outcomes from a partnership that installed 72 beehives. IUCN’s 2025 story describes a separate early-stage beekeeping initiative in Horikhola, Teknaf, rather than evidence of a completed or widely replicated solution. |
These approaches serve different needs: warning and response can address immediate safety, route planning concerns elephant movement, and livelihood-linked measures aim to reduce crop damage while creating income. The cited sources do not provide a controlled comparison showing that one approach is more effective than another, or that a single intervention has ended the land-use conflict.
What do the beehive reports show?
In its 2024 summary of the IUCN partnership, UNHCR Innovation reports that 70% of households that installed hives said they experienced fewer elephant incursions and less damage. It also reports increased household income among 83% of supported farmers and estimates that honey production contributed to a 15% to 20% rise in average household incomes. These are programme-reported outcomes, not independent proof that beehives alone caused the changes. See UNHCR Innovation’s project summary.

A separate IUCN story published on 24 March 2025 describes an early-stage pilot in Horikhola, Teknaf. It says 20 farmers were trained, each family had at least one hive, and more than 30 kg of honey had been harvested. Forest Department officials visited on 17 November 2024 to assess the approach and possible replication; the story does not say that replication has taken place. Read IUCN’s 2025 account.
What is known about the situation now?
The cited accounts establish a 2018 survey, a documented joint response in 2021, programme-reported outcomes in 2024 and an early-stage pilot described in 2025. They do not provide a current incident or fatality total, confirm that a proposed corridor is operating, establish which response teams remain active, or show whether the beehive effort has since been replicated. UNHCR’s 2018 briefing also describes wildlife risks in the wider refugee response, but it is not a current status report. Read UNHCR’s 2018 briefing.
