Recent rankings use different methods and cover different places, so the best choice depends on what matters to you and your dog: welcoming accommodation, green space, dining options, workable transit, and veterinary care. Here is what the leading lists actually say—and how to use them to plan a trip.
Which cities are easiest to visit with a dog?
Recent guides offer several useful, but not directly comparable, answers. Skyscanner’s travel-oriented global list considers accommodation, rules, green space, transport, dining, and local pet culture. Accor’s European index puts more explicit weight on lodging, dog parks, dining, transit, and veterinary infrastructure. Accor also publishes a separate UK-only comparison, while Holafly focuses on digital-nomad destinations and Daily Paws profiles experiences without ranking cities.

Helsinki: a strong European index result
Helsinki leads Accor’s 2026 European Dog Travel Index. Accor reports that 83% of accommodation is dog-friendly and counts 14.2 dog parks or off-leash areas per 100,000 inhabitants. Stockholm: nature access and transit worth checking

Vienna: check line-specific requirements

Liverpool: a UK leader, not a world champion

Valencia and Rovinj: transit can change the experience
Skyscanner describes small-dog carrier requirements and restrictions for larger dogs on some Valencia services. In Rovinj, it reports limited local transit access and suggests walking or a private car. Neither description guarantees that a dog can use a particular route today: check the relevant operator’s current rules and plan around your dog’s size and mobility. Skyscanner’s destination notes.

How to choose a city for your dog
A city’s reputation matters less than whether its day-to-day rules and facilities fit your dog. Compare these practical details before you book:
- Accommodation: Confirm that dogs are explicitly accepted, then ask about size limits, fees, room restrictions, and whether your dog may be left alone. Accor recommends checking each hotel’s rules.
- Green space: Look for parks that permit dogs and identify which areas are off-leash. Counts and density measures differ; Accor’s European index, for example, measures dog parks and off-leash areas per 100,000 residents.
- Dining and indoor access: A dog-friendly patio does not mean dogs can enter the dining room, food shops, or attractions. Check each venue’s policy before you set your plans.
- Transit: Check dog size, carrier, leash, muzzle, fare, and time-of-day conditions for each network and route. Rules may differ within one city; a carrier or muzzle is not universally required or accepted.
- Veterinary support: For a longer stay, identify nearby clinics, emergency veterinary care, and grooming services. Both Accor’s UK and European approaches include pet-care infrastructure.
- Your dog’s comfort: Consider size, temperament, mobility, and tolerance for crowds, noise, heat, and long journeys. A dense city with abundant venues may still be a poor fit for a dog that needs quiet or open space.
Check border rules and transit policies before departure
International entry requirements
A city’s dog-friendly reputation does not replace national border requirements. For non-commercial travel within the EU, European Commission guidance covers microchip identification, rabies vaccination, and the required travel document; some destinations also require tapeworm treatment. Rules depend on the route and origin, including travel into the EU from outside it. For a dog entering or returning to the United States, the CDC says every dog needs a CDC Dog Import Form receipt; additional requirements depend on the dog’s travel history and circumstances. Some small dogs may travel in a carrier on some networks; other systems may require a leash, muzzle, or fare. Check official operator rules close to the travel date, including for the specific service you intend to use. Pack for the trip you are taking
Accor’s practical checklist includes a dog bed, collapsible bowl and water, food and bowl, lead, waste bags, veterinary records, pet insurance, medication, a crate, carrier, or seat belt, and grooming supplies.
