There’s No Place Like Home: How to Advocate for Pet-Inclusive Housing

Pet-friendly can still mean restrictions and costly fees. Learn how renters and advocates can make a specific case for transparent, pet-inclusive housing—and how assistance-animal requests differ.

Pet-inclusive housing means more than a listing that says “pets allowed”: it aims to welcome animals without broad restrictions or added pet charges. To advocate for it, identify the exact barriers renters face, ask for specific policy changes, bring both renter and provider concerns to the discussion, and track whether access improves. Disability-related assistance-animal requests are a separate issue governed by fair-housing requirements, not a shortcut for changing ordinary pet rules.

What does pet-inclusive housing mean?

“Pet-friendly” can mean that a property accepts some animals while imposing limits on species, breed, size, weight or number, and charging deposits, one-time fees or monthly pet rent. “Pet-inclusive” is used for policies with fewer such barriers. Definitions can differ by report or policy, so check what a particular source means rather than relying on the label alone.

The Pet-Inclusive Housing Initiative (PIHI) reported in its 2025 Pets & Housing Data report that 79% of rental properties claimed to allow pets, while fewer than 10% met the report’s description of pet-inclusive housing. In the same report, 72% of renters said finding pet-friendly housing was difficult, 59% said it was unaffordable, and 69% of pet-owning renters identified fees as a key barrier. These are PIHI report findings, not universal measurements of every rental market.

Local figures should stay local. A Michelson Found Animals Foundation survey cited in the Los Angeles County Department of Consumer and Business Affairs’ 2025 report classified 5.8% of properties in Los Angeles County as pet-inclusive and 67.5% as pet-friendly. The county report describes pet-inclusive properties as allowing pets without restrictions or fees, and pet-friendly properties as permitting pets with some restrictions or added costs.

How can I find an apartment that allows my pet?

Look beyond the listing’s headline. Before paying an application fee, ask for the complete written policy and confirm that it applies to the specific unit and animals you have. PIHI’s California renter research, based on a survey of more than 1,100 California renters, found that online policy information was often incomplete and that some renters paid application fees before learning the full rules.

  • Which species and how many animals are allowed?
  • Are there breed, size, weight or other restrictions?
  • What deposits, one-time fees and recurring monthly charges apply?
  • Are there additional requirements, such as documentation or advance disclosure?
  • Where can you review the full policy before applying?

PIHI’s California research found that 82% of surveyed renters encountered at least one pet-related restriction or fee, 74% said pet-friendly housing was difficult to find, and 96% supported requiring pet-policy disclosure before applying. Those figures describe California survey respondents, not renters nationally.

How do I ask a landlord or housing provider to change a pet policy?

Make the request concrete and verifiable. A property owner or manager is more likely to be able to respond to a defined policy proposal than to a general appeal to be more pet-friendly. Present proposals as advocacy requests; whether a provider is legally required to adopt one depends on applicable law.

1. Document the policy and its effects

Collect the current written rules, listing language, charges and any relevant application information. Note which restriction or cost creates the barrier and how it affects a renter’s ability to apply or remain housed. If policies are missing or unclear, record that too: transparency is a practical issue in its own right.

2. Ask for a specific change

Depending on the situation, you could ask the provider to:

  • Publish the complete pet policy and all charges before applicants pay fees.
  • Review blanket breed, size or weight limits and consider whether restrictions can be tailored to actual property concerns.
  • Reduce deposits or fees that make housing unaffordable.
  • Make rules and decision procedures more predictable across listings and units.

Explain which change you are seeking and why. Avoid presenting a proposal as a legal entitlement unless local law supports that claim.

3. Address provider concerns without overstating the evidence

Renter accounts and provider concerns belong in the same discussion. PIHI’s national report documents reported difficulty and affordability barriers. The Los Angeles County stakeholder report also records providers’ concerns about insurance costs, but says its research could not conclusively determine whether pets or particular breeds significantly affect insurance prices. A useful conversation can ask what evidence, lease terms or operational changes would address a specific concern without assuming insurance is always decisive—or always unfounded.

Industry practitioner David Meit, CPM, Principal of Oculus Realty, described welcoming dogs as a way to encourage community-building and resident retention. That is his observation, not independent proof that a pet-inclusive policy produces a measured retention effect. PIHI collects resources for organizations and coalitions advancing pet-inclusive policies, including research and technical assistance.

How can renters and advocates build a local case?

Work with renters, animal-welfare organizations, housing providers and local decision-makers who can influence the relevant policy. PIHI’s national report found that more than 80% of dog owners reported difficulty securing housing; its California research and the Los Angeles County report provide separate local evidence. Keep each statistic attached to its geography and source rather than combining different populations into one estimate.

When comparing proposals, assess renter access, affordability, disclosure before application, whether restrictions respond to specific property concerns, provider operational or insurance concerns, and enforceability under local law. No single policy change is established here as a guaranteed solution.

Track a few measures over time to show whether the policy is changing in practice:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Whether listings disclose the complete rules and charges before application.
  • Which restrictions and fees remain, and how often they apply.
  • Whether renters report delayed, rejected or abandoned applications tied to pet rules.
  • Whether a policy revision changes the number or type of housing options available to renters with animals.

These are suggested measures for local advocacy, not findings that a particular tactic has been proven effective.

How is an assistance animal different from a pet?

A disability-related assistance-animal accommodation is distinct from a general request to change pet policy. HUD says an assistance animal is not a pet and that a person with a disability may request one as a reasonable accommodation to a housing provider’s pet restrictions. HUD’s examples include allowing an animal at a property with a no-pets rule and waiving a pet deposit or fee. Whether a request qualifies depends on disability-related need and applicable legal requirements.

A purchased registration or certificate by itself does not establish eligibility for a reasonable accommodation. HUD’s January 2020 announcement quoted Anna María Farías, then HUD Assistant Secretary for Fair Housing and Equal Opportunity: “For decades, HUD has recognized the rights of individuals with disabilities to keep an assistance animal in the home where it is a reasonable accommodation.” That dated statement does not by itself resolve current federal policy.

HUD’s current assistance-animal information and notice concerning FHEO guidance documents should be reviewed alongside the law that applies where you live. The current materials referenced here do not establish the precise status or legal effect of every earlier assistance-animal guidance document. Check operative HUD notices and relevant state or local law before drawing conclusions about a particular request.

Where do I report housing discrimination over an assistance animal?

If a provider denies a disability-related accommodation or you believe you have experienced other housing discrimination, consult HUD’s official complaint information and identify the appropriate agency for your location. HUD’s Fair Housing Assistance Program supports state and local agencies whose laws it has determined are substantially equivalent to the federal Fair Housing Act. The correct route and applicable requirements depend on the facts and jurisdiction; general advocacy about pet rules is not the same as filing a discrimination complaint.
