These Organizations Strive to Keep Pets and Older Adults Together

Keeping an older adult and a beloved pet together may require help with adoption costs, food, veterinary care, housing, emergency planning, or companionship. These organizations address those needs in different ways.

Keeping an older adult and a beloved pet together often requires practical help—not just good intentions. Food, veterinary bills, transportation, mobility limitations, housing rules, hospitalization, or the absence of an emergency caregiver can put the relationship at risk. The organizations below address different parts of that problem: some help older adults adopt shelter animals, some support people who already have pets, and others provide safe animal companionship when pet ownership is no longer possible.

Start with the type of help you need

If the need is… Start by contacting…
Adoption assistance for an adult age 60 or older Pets for the Elderly Foundation and its participating shelters
Pet food, veterinary referrals, grooming, walking, or emergency boarding The local Meals on Wheels provider or a local senior-service agency
Low-cost pet support in Dallas County Seniors’ Pet Assistance Network (SPAN)
Help preventing relinquishment because of housing, money, or a temporary crisis Local animal-welfare groups, human-service agencies, veterinarians, and ASPCA-related resources
Supervised visits with trained animals rather than ownership Pet Partners and participating senior-living or community facilities
Pet food or veterinary assistance while experiencing homelessness or qualifying for low-income services Feeding Pets of the Homeless

Eligibility and availability can change. Before promising help to an older adult, confirm the organization’s current service area, age or income requirements, pet limits, application process, and funding restrictions.

Pets for the Elderly Foundation: adoption help for older adults

The Pets for the Elderly Foundation is the clearest national adoption-focused example. Rather than operating shelters itself, the foundation helps participating shelters reduce adoption costs for adults age 60 and older who adopt a dog or cat.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Participating shelters include a pre-adoption veterinary examination and spay/neuter services when those services are part of the shelter’s adoption fee. That distinction matters: the foundation’s assistance is delivered through participating shelters, so an older adult cannot necessarily use it at any shelter or for any animal.

Since 2020, the foundation has also funded retention services at participating shelters. Those services can include veterinary care, food assistance, home visits, grooming, and other support intended to help an older adopter keep the pet after adoption. The foundation reports more than 100,000 senior-and-shelter-animal adoption stories and currently lists 53 partner shelters in 31 states. Those numbers and the partner list are subject to change and should be checked before publication or referral.

What to ask a participating shelter

  • Does the shelter currently participate in the Pets for the Elderly program?
  • Does the age requirement apply to the adopter, and what identification is needed?
  • Which adoption fees and veterinary services are covered?
  • Are food, grooming, home visits, or follow-up veterinary services available after adoption?
  • Are there restrictions based on the pet’s size, age, species, or the adopter’s housing?

This program can be especially useful when an older adult wants companionship but cannot afford the full upfront cost of adoption. It does not, however, guarantee that every shelter has an available animal or that ongoing expenses will be covered.

Meals on Wheels: a local network that may support existing pets

Meals on Wheels is an important resource, but it is not one uniform national pet-benefit program. Meals on Wheels America describes a network in which local providers may offer or arrange pet food, free or discounted veterinary care, grooming, dog walking, and emergency boarding. The exact services, eligibility rules, and geographic coverage depend on the local Meals on Wheels organization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Meals on Wheels America reports that 97% of surveyed clients said Meals on Wheels support made it possible to keep their pets. That finding illustrates the value of the model, but it should not be read as a promise that every branch offers every listed service.

Examples of local programs

Meals on Wheels People — Portland, Oregon area

Meals on Wheels People operates a pet program for homebound older adults in the Portland area. Through partnerships with veterinarians and other providers, the program supplies pet-care support to help clients and their animals remain together at home.

CICOA Pet Connect — Indianapolis and surrounding counties

CICOA Pet Connect aims to reduce social isolation by helping older adults and their pets stay healthy and at home together. Its resource network includes pet-food pantries, low-cost spay/neuter clinics, low-cost medical care, emergency veterinary services, and other animal-welfare resources.

Humboldt Senior Resource Center’s PETS program

The PETS program serves adults age 60 and older in specified communities in Humboldt County. Eligible moderate- to low-income participants may receive requested monthly food for up to two in-home pets and may qualify for basic veterinary wellness services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Important limits apply. The program does not provide specialty diets, and veterinary assistance includes spay/neuter requirements. Its service area and current eligibility rules should be confirmed directly with the Humboldt Senior Resource Center.

How to find the right Meals on Wheels provider

  1. Identify the county or city where the older adult lives.
  2. Contact the local Meals on Wheels or aging-services provider—not only the national office.
  3. Ask specifically about pet food, veterinary assistance, grooming, walking, transportation, and emergency boarding.
  4. Ask whether the program serves the pet directly, reimburses a provider, or makes referrals.
  5. Confirm whether the older adult must already receive home-delivered meals and whether income, disability, or homebound status matters.

SPAN: targeted help for low-income Dallas County seniors

Seniors’ Pet Assistance Network (SPAN) is a local model focused specifically on low-income seniors age 67 and older in Dallas County. It provides basic veterinary assistance, including annual vaccinations and preventive heartworm and flea medication. SPAN also operates a volunteer-delivered pet-food pantry.

SPAN is privately funded and volunteer operated. It should therefore be presented as a Dallas County resource, not as a nationwide benefit or a guarantee of unlimited veterinary funding. A caller should verify current intake rules, household and pet eligibility, delivery availability, and whether funds remain for the requested service.

ASPCA: preventing pet relinquishment through a broader safety net

The ASPCA approaches the issue through pet retention and community support. Its policy work recognizes that people may relinquish pets after a short-term financial crisis, illness, inaccessible veterinary care, or a housing problem—even when they want to keep their animals.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The safety-net approach can include:

  • Affordable veterinary care and help with urgent medical needs
  • Pet food and supplies
  • Behavior assistance
  • Pet-friendly housing referrals
  • Temporary or emergency support
  • Coordination among animal-welfare organizations, human-service agencies, veterinarians, and housing providers

Housing is a particularly important part of retention. No-pet rules, breed or size restrictions, high deposits, and inadequate pet-friendly emergency shelter can separate people from their animals. An older renter facing eviction or a move into a new apartment should ask early about pet policies, reasonable alternatives, deposits, and local agencies that may help negotiate or locate pet-friendly housing.

  • Non-slip Bottom: It features slip-resistant oxford bottom helps keep the bed in place on smooth surfaces, your pet can play and rest securely in the calming dog bed.

The ASPCA is a useful source of framework and referrals, but its general policy position should not be interpreted as a promise that it will pay every veterinary bill, accept every surrendered pet, or locate a caregiver in every community. Local animal shelters, humane societies, aging agencies, legal-aid programs, and veterinary clinics may be the practical point of contact.

Plan ahead before a crisis

For an older adult living alone, advance planning can prevent a temporary emergency from becoming a permanent separation. The ASPCA recommends recording the pet’s food, medical conditions, medications, veterinary information, behavior, and caregiver arrangements.

A useful pet-care file should include:

  • The veterinarian’s name, phone number, address, and after-hours instructions
  • Current medications, doses, allergies, diagnoses, and vaccination records
  • Food brand, feeding schedule, portions, and any dietary restrictions
  • Microchip number, license information, and recent photographs
  • Behavioral information, including fears, triggers, bite history, and comfort routines
  • The names and contact details of primary and backup caregivers
  • Instructions for temporary care, hospitalization, or relocation
  • Written authorization allowing a designated person to seek veterinary care if necessary

If there are multiple pets, the plan should state whether they must remain together. It is also wise to discuss that preference with potential caregivers in advance; a promise to keep a group together may require more space, money, and planning than caring for one animal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is continuity planning, not an automatic placement or funding service. The older adult and caregiver should confirm that the proposed caregiver is willing and able to take responsibility, and should update the plan when health, housing, finances, or the pet’s needs change.

Pet Partners: animal companionship without pet ownership

Pet Partners addresses a different need. Its registered therapy-animal teams visit hospitals, libraries, senior-living communities, nursing homes, and retirement communities. These visits can be meaningful for some older adults, including people living with dementia or Alzheimer’s disease.

Pet Partners does not place pets with seniors and does not preserve an individual’s existing pet relationship. It provides structured access to animal companionship when personal pet ownership is not possible, appropriate, or permitted.

Teams must meet screening and evaluation requirements, and the program addresses insurance, hygiene, and infection-control practices. Facilities should ask about approved visiting teams and their own policies before arranging a visit. Families should also consider whether the older adult is comfortable with animals, has allergies or phobias, or needs a quieter, shorter interaction.

Feeding Pets of the Homeless: an adjacent resource for housing insecurity

Feeding Pets of the Homeless is not an older-adult-specific program. It may nevertheless help an older adult who is experiencing homelessness or who qualifies under the organization’s low-income criteria.

The organization provides pet food through donation sites and emergency or wellness veterinary assistance through participating providers. Its emergency-care application requires verification of the applicant’s living situation. If assistance is approved, funding is paid directly to the assigned veterinarian rather than handed to the applicant as unrestricted cash.

Because eligibility and participating providers matter, an applicant should gather identification, documentation of housing status or qualifying income circumstances, the pet’s veterinary information, and details of the requested care. The organization should be contacted directly to confirm current requirements and whether a provider is available in the person’s area.

Eligibility and geography: verify these details first

Before referring an older adult, check all of the following:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Age: Requirements may be 60+, 67+, or absent altogether.
  • Location: Some programs serve a national network; others cover only a county, city, or set of communities.
  • Income: Food and veterinary assistance may be limited to low-income or moderate- to low-income households.
  • Pet type and number: Some programs specify dogs and cats, in-home pets, or a maximum number of animals.
  • Pet condition: Spay/neuter, vaccination, wellness, or preventive-care requirements may apply.
  • Household circumstances: Homebound status, receipt of senior services, homelessness, or a housing emergency may affect eligibility.
  • Available funding: Volunteer programs and charitable veterinary funds can have waiting lists, limits, or pauses in intake.

When calling, describe the immediate problem plainly: “I need food for one dog,” “I cannot afford a required vaccination,” “I am entering the hospital next week,” or “My housing will not accept my pet.” Specific information helps staff identify whether they can provide direct assistance or make a useful referral.

A practical referral sequence

  1. Stabilize the immediate risk. If the pet has no food, needs urgent medical care, or the owner is entering an emergency shelter or hospital, say so first.
  2. Contact the local aging-services network. Try the local Meals on Wheels provider, Area Agency on Aging, senior center, or county human-services office.
  3. Contact animal-welfare resources. Ask shelters, humane societies, rescue organizations, and veterinary clinics about food pantries, low-cost care, temporary foster care, and pet-friendly housing referrals.
  4. Prepare documentation. Have proof of age, address, income or housing status, pet records, medication details, and veterinary estimates available when required.
  5. Make a longer-term plan. Update the caregiver file, identify a backup caregiver, and address recurring expenses rather than waiting for the next crisis.

The best solution may combine services. For example, a local Meals on Wheels provider may help with food, a veterinary clinic may offer reduced-cost preventive care, and a caregiver plan may cover hospitalization. No single organization listed here is designed to solve every pet-retention problem nationwide.

Frequently Asked Questions

Is there one nationwide program that pays all pet expenses for older adults?

No. Assistance is divided among adoption programs, local Meals on Wheels providers, senior-service agencies, animal-welfare groups, charitable veterinary programs, and community partners. Eligibility, funding, and geography vary.

Does Meals on Wheels always provide pet food or veterinary care?

No. Meals on Wheels America describes services available through some local providers, but each branch decides what it offers. Contact the local organization and ask specifically about pet support.

Does Pets for the Elderly provide a free pet to every senior?

No. The foundation helps participating shelters reduce adoption costs for adults age 60 and older adopting a dog or cat. The shelter, available animals, included services, and ongoing assistance determine what is actually available.

Can Pet Partners help an older adult adopt a therapy animal?

No. Pet Partners arranges visits by screened therapy-animal teams. It is an animal-assisted visitation program, not a pet-placement or pet-retention service.

What should happen if an older adult may soon be unable to care for a pet?

Create a written care plan before the crisis. Record veterinary, medication, food, behavior, and caregiver information; name primary and backup caregivers; and state whether multiple pets should remain together. Confirm that the proposed caregivers agree and can provide the required care.

The Bottom Line

The most effective help depends on the problem. Start with Pets for the Elderly for adoption assistance, a local Meals on Wheels or senior-service provider for food and practical care, SPAN for qualifying Dallas County seniors, local animal-welfare and human-service agencies for retention and housing problems, Pet Partners for supervised animal visits, and Feeding Pets of the Homeless for eligible people facing homelessness or qualifying low-income circumstances. Always verify current eligibility, service area, funding, and pet requirements before relying on a program.
