As of 4 October 2026, larger businesses must start meeting the price-publication requirements in December 2026 and smaller businesses in March 2027. The rules will make it easier to see and compare prices, though a published figure is a typical price for a straightforward case—not a guarantee of the final bill.
Who has to publish prices, and when?
The Competition and Markets Authority’s Veterinary Services Market Investigation Order 2026 is law. Its price-publication duties apply to veterinary businesses operating one or more first-opinion practices: the practices pet owners normally contact first for routine and general veterinary care. The duties also cover specified information from relevant providers such as crematoria.

The initial deadlines are staged. Price lists, commonly sold flea, tick and worm medicine prices, pet-care-plan information and cremation prices are due from larger businesses in December 2026 and from smaller businesses in March 2027. The Order and its implementation timetable are set out in CMA guidance and the CMA case chronology.

Where should a vet’s price list be available?
A practice must make its list available in the practice and display it prominently on its website, if it has one. Online, a visitor must be able to reach the list from the homepage in one click, without scrolling. If a client books digitally, the confirmation must state the consultation price, identify any standard treatments booked in advance and link to the price list.
What prices and services must be listed?
A practice lists the defined services it offers, rather than every service in the veterinary sector. The required categories include consultations and preventative care; prescription, dispensing and administration fees; common procedures and treatments; diagnostic services; and end-of-life care, including euthanasia and communal or individual cremation. The CMA’s implementation guidance explains the applicable list formats and duties.
Rank #2
Practices must also publish prices for commonly sold flea, tick and worm medicines, including unavoidable charges and VAT, and provide a link to the VMD Register of Online Retailers. Pet-care-plan information must explain what is included and how often, the standalone prices of included services, total monthly and annual costs, cancellation terms, and how any claimed savings are calculated.
How to read a published price
Check the pet category
For applicable treatments, prices are shown for six categories: cats; small dogs under 10kg; medium dogs from 10kg to 25kg; large dogs over 25kg to 40kg; extra-large dogs over 40kg to 60kg; and giant dogs over 60kg. A practice may combine categories if its prices do not vary by species or weight.
Check what the price includes
The published price should be a realistic typical price for a standard case with minimal complexity and include VAT. It is not a promise that every animal will receive treatment for exactly that amount. The list must make clear that a more complex case may cost more.
The CMA did not impose one treatment protocol across all practices because clinical approaches differ. For selected procedures, the price-list design instead uses standard checkboxes to show whether common components—such as anaesthesia, pain relief, hospitalisation or follow-up checks—are included. Compare those inclusions as well as the headline price; two figures for the same procedure may not cover the same care. The CMA explains this approach in its final decision report, Part B.

Make a like-for-like comparison
- Match the service and the relevant cat or dog weight category.
- Check whether VAT is included and whether any unavoidable charges apply.
- Compare the listed procedure components, including medicines, anaesthesia and follow-up care where relevant.
- Ask the practice for an estimate if your pet’s condition or treatment needs are more complicated than a standard case.
What other protections are coming?
The Order also requires a written estimate when a treatment pathway is reasonably likely to cost £500 or more, including VAT. If the estimate is likely to increase by 20% or £500, whichever is lower, the business must provide a further written update. These duties begin on the later timetable for estimates and itemised bills described above, not alongside the first price-list deadlines.

It also caps written prescription fees at £21 for the first medicine and £12.50 for each additional medicine prescribed in the same consultation. This measure has its own timetable; consult the CMA guidance for implementation details rather than assuming the cap applies from December 2026 or March 2027.
Why the rules are being introduced
When it announced the outcome of its investigation on 24 March 2026, the CMA said fewer than 40% of practices had prices on their websites, and that the prices often covered few services or were difficult to find. That was a baseline finding from the investigation, not a measure of compliance with the new Order. CMA Inquiry Group chair Martin Coleman said the reforms would help pet owners find a practice, treatment and price that meets their needs. The announcement is available from the CMA.
