For U.S. dog and cat owners, the budget depends on the animal’s age, size or breed, health, local prices, and choices such as grooming, boarding, and insurance. A useful estimate separates one-time setup costs, recurring care, and less predictable veterinary expenses—rather than treating an adoption or purchase fee as the total cost.
What does pet ownership cost beyond the adoption or purchase fee?
The fee to bring an animal home is only one part of the budget. The American Veterinary Medical Association notes that a dog’s purchase price is an initial expense, not the continuing cost of care. The same distinction matters for adopted animals: a lower upfront fee does not mean lower ongoing needs.
Plan for three categories: costs paid up front, expenses that recur, and irregular costs that can arise from illness or injury. The exact items and amounts vary by animal and household.
One-time or front-loaded expenses
- Adoption or purchase fee.
- An initial veterinary visit, vaccines, spay or neuter surgery, and microchip or other identification, as applicable.
- Basic equipment such as a collar, leash, harness, crate or carrier; cats may also need a litter box and scratching post.
- Initial training or grooming supplies.
Recurring expenses
- Food, treats, and toys.
- Routine veterinary visits, vaccines, and parasite prevention.
- Cat litter, where applicable, and licensing where required.
- Grooming, boarding, or pet care during travel or other absences.
Less predictable costs
Illness, injury, emergency treatment, dental procedures, medication, and other condition-specific care can add substantial costs. Preventive checkups belong in the budget too; reducing expenses should not mean skipping veterinary care that an animal needs.

What do published dog and cat cost estimates show?
The ASPCA’s cost page is labeled “2021 UPDATE.” Its figures are dated planning estimates—not a current market survey, a quote, or a guarantee of what an individual owner will spend. The table below preserves the amounts and categories shown on that page. See the ASPCA cost table and guidance.

All figures in the table are the ASPCA’s 2021 update estimates; “not listed” means the page did not provide an amount for that species and category. The table is useful for seeing the kinds of costs that can be missed—such as medical care, prevention, insurance, litter, or boarding—but its totals should not be treated as present-day national prices or combined into a personal quote.

How should you build a realistic budget for your pet?
- List setup costs separately. Include the fee to acquire the animal, initial veterinary care, identification, and the equipment needed for that species.
- Estimate a normal year of care. Add food, routine veterinary care, preventive medication, litter where relevant, licensing, grooming, and expected boarding or pet-care needs.
- Account for individual needs and local prices. Age, size or breed, health, location, and household arrangements affect both what care is needed and what services cost.
- Make a plan for irregular medical expenses. Consider how you would handle an illness, injury, emergency visit, dental procedure, or ongoing medication. The ASPCA’s pet-planning guidance recommends estimating annual spending, including medical costs, and considering expected lifespan. Read the ASPCA’s guidance on making a plan for your pet.
- Review the plan over the animal’s life. A first-year estimate and a typical-year estimate answer different questions; neither alone describes lifetime cost.
The AVMA’s dog-selection guidance also frames pet care as an ongoing responsibility beyond the initial purchase price. Its 2025 AVMA Pet Ownership & Demographics Sourcebook product page describes a 46-page report based largely on surveys conducted from 2023 to 2025; the accessible page does not provide detailed spending findings, so it does not establish a replacement cost total here.
How can you manage costs without shortchanging care?
- Schedule regular veterinary checkups and discuss an appropriate vaccine protocol with your veterinarian.
- Ask local veterinary clinics or animal organizations about low- or no-cost spay/neuter resources, if relevant.
- Follow product directions for parasite prevention and ask your veterinarian about suitable care for your pet.
- Consider whether grooming at home is appropriate and practical; home grooming may reduce paid groomer costs. Do not use human toothpaste for pets.
- Include boarding or pet care in the budget if you expect to be away from home.
Does pet insurance make ownership more affordable?
Insurance can be a way to manage financial risk, but a policy does not promise reimbursement for every expense. Premiums and coverage vary, and policy terms may include waiting periods, annual deductibles, co-insurance, benefit limits, and exclusions. Compare the current premium and policy documents against the costs you would have to pay yourself; check how the terms apply to your pet and the care you are considering.

The ASPCA’s insurance page says ASPCA Pet Health Insurance has been its exclusive insurance partner since 2006. It also discloses that the ASPCA is not the insurer and receives a royalty for use of its marks. The page notes that premiums vary with a pet’s age, species or breed, and home address. Routine expenses are only part of a budget when unexpected treatment is possible. In a March 11, 2026 release, the ASPCA said six in ten American pet owners lacked confidence in their ability to afford a pet medical emergency and described more than 100 million pets as at risk. The release does not provide survey methodology in the available text, so the figure should be understood as the ASPCA’s reported finding, not as a verified nationally representative estimate.
