What to Do If You Find a Lost Dog: A Safe, Step-by-Step Guide

Found a dog on its own? Keep a safe distance, contact the local animal-control agency, check ID only if the dog is at ease, and follow the local process to reunite it with its owner.

If you find a dog alone, first keep a safe distance and assess whether it is calm, injured, frightened, or in danger. If it is safe to help, check its ID, contact the animal-control agency or shelter for the place you found it, arrange a microchip scan, and use local lost-pet channels to help reunite it with its owner. Do not chase or grab a dog that is scared or unsafe to handle.

1. Pause and assess the dog’s condition

A dog without an owner nearby may be lost; its presence alone does not mean it has been abandoned. Observe it from a safe distance before deciding what to do. Toronto Animal Services advises against running toward a dog or grabbing it unexpectedly, and recommends checking tags only when the dog is at ease (Toronto Animal Services).

  • If the dog is calm and approachable, proceed slowly and give it room to move away.
  • If it is frightened, aggressive, injured, or in immediate danger, do not try to catch it yourself. Call the animal-control service for the area; if there is an urgent hazard, contact the appropriate local emergency responder.
  • Do not chase a dog that runs away. Note where and when you saw it and share that information with local animal services.

2. Contain it only if you can do so safely

If the dog is calm and you can secure it without forcing contact, keep it in a contained area or use a leash. Sevenoaks District Council lists a garden, indoors, or on a lead as possible ways to contain a found dog (Sevenoaks District Council). A leash is an option for a dog that is already safe to approach; it does not make an unsafe approach safe.

American Humane describes using a belt or rope as a slip lead only in an emergency, not as routine dog-control equipment (American Humane). Do not improvise a restraint if doing so could frighten or injure the dog.

3. Check for identification and arrange a microchip scan

Only if the dog is at ease, look for a collar tag or license and use the listed contact information. A shelter or veterinary clinic can scan for a microchip; local services can explain how to contact the registered person. Cuyahoga County, Sevenoaks District Council, and OC Animal Care all describe scanning as part of the found-pet process (Cuyahoga County Animal Shelter; Sevenoaks District Council; OC Animal Care).

If a chip is found, let the clinic, shelter, animal-control agency, or chip registry handle the contact process. Do not post the owner’s private contact details publicly.

4. Report the dog to the local agency

Contact animal control or the local shelter for the place where you found the dog, and make a found-dog report. A clinic scan or temporary care at home does not necessarily replace reporting. Cuyahoga County advises reporting a found pet, and Sevenoaks says to report the dog even if you have taken it to a vet.

  1. Find the animal-control service or shelter responsible for the location where the dog was found.
  2. Tell them when and where you found the dog, its description, whether it has identification or a microchip, and where it is currently being kept.
  3. Ask where the dog should go next, where it can be scanned, whether you may house it temporarily, and what local holding and reunification process applies.

Local arrangements differ. Fairfax County, for example, describes an option for a finder to house a dog temporarily with agency support (Fairfax County Animal Services). Follow the instructions for your area rather than assuming you may keep the dog or must take it to a particular facility.

5. Help the owner find the dog

Use the reporting channels recommended by the local agency, and check local lost-pet listings for a matching notice. You can also submit a found-pet notice, share it through appropriate community channels, or post a neighborhood flyer. Cuyahoga County points finders to Petco Love Lost and social media and recommends neighborhood flyers; Delaware’s registry directs people to report found pets through its platform and the relevant local animal-control agency.

Keep notices factual and useful. Include a clear photo, general area and time found, distinguishing features, and a way to contact the responsible agency. Avoid publishing personal information or details that could help an unverified claimant falsely identify the dog.

6. Verify a claimant and follow local rules

Before handing over the dog, ask for credible evidence that links the person to this specific animal. Examples include a recent photo, microchip information, veterinary records, or insurance details, as listed by Sevenoaks District Council. Arrange the handoff in line with the local agency’s instructions.

There is no universal holding period or rule that lets a finder keep a dog while searching for its owner. Ask the local animal-control agency what applies where the dog was found. In England and Wales, DEFRA guidance published 22 September 2026 says local authorities have statutory responsibilities for stray dogs, including dogs that are lost, stolen, or abandoned. A finder who wants to keep an unclaimed dog must first return it if its owner is identified or bring it to the local authority (DEFRA guidance for England and Wales).

Some places set specific reporting deadlines. In Miami-Dade County, Florida, the county says a person who finds a dog or cat without a license tag or other ID must notify Animal Services and arrange a microchip scan within 72 hours; if the scan identifies a registered owner, the finder must contact that owner within 24 hours. Those are Miami-Dade requirements, not general rules for other locations (Miami-Dade County).

If you suspect the dog was stolen

Do not treat a suspected theft as an ordinary lost-dog handoff. In England and Wales, DEFRA says police handle reports of stolen dogs. Elsewhere, contact local police as well as animal control or the shelter responsible for the area.
