Don’t cross barriers or try to catch a puppy if doing so would put you near machinery, unstable materials, or a frightened or aggressive dog. If it is safe, note the puppy’s condition and check for identification; let local animal services guide what happens next.
First, keep people and the puppy safe
Construction sites can have moving vehicles, machinery, unstable materials, and restricted areas. Stop outside the work zone and alert the site supervisor or a worker so site staff know where the puppy is. Don’t climb a fence, cross barricades, move equipment, or enter an active area to reach it.

CDC/NIOSH guidance says, “Only workers who have received proper training in animal restraint, handling, and care should work directly with displaced animals.” That is especially important in a work zone: being able to see the puppy does not make it safe to approach or handle.

Assess the situation from a safe distance
Without moving closer, note the puppy’s location and visible condition. Tell the person you call if it appears injured or ill, is trapped, seems very young, is frightened or aggressive, or has an adult dog nearby. Don’t assume it has been abandoned just because it is alone at that moment; a dog may have strayed, and its presence does not establish its ownership history.

If the puppy is sick, injured, aggressive, or cannot be safely handled, call animal control rather than trying to catch it. Los Angeles County advises finders to call in those circumstances, and Nashville Animal Care and Control cautions against approaching an aggressive or scared animal. These agencies’ instructions apply in their own service areas; use the agency responsible for the construction site’s location.
Who to call and what to tell them
Contact the animal-control service or shelter that serves the exact site address. If you do not know which agency covers it, ask the site supervisor or a worker to help identify the local service. Tell the agency:

- The site’s exact address and where on the site the puppy is.
- Whether the site is active and whether the puppy is behind a barrier, near machinery, or otherwise difficult to reach.
- What you can see about the puppy’s health and behavior, and whether another dog is nearby.
- How the site staff can be reached and whether they can safely assist responders.
Ask what they want you and site staff to do while help is arranged. If the puppy is in immediate danger or appears seriously injured, make that clear when you call so the agency can advise you on the appropriate response.
Check for identification only if it is safe
If the puppy is calm and accessible without entering a hazard, look for a collar or ID tag. You can ask the local shelter, animal-care agency, or a veterinary clinic whether they can scan for a microchip; scanning availability varies by locality. Do not attempt to restrain the puppy just to check its tag or get it scanned.

Contain or transport only with safe, local guidance
Only contain or transport the puppy if it is safe to do so and the local agency advises it. A kennel may be an option for temporary containment, but do not risk a bite or enter an active work area to use one. If safe handling is uncertain, leave the puppy where it is, keep others at a safe distance if practical, and follow the agency’s instructions.

Procedures for found dogs differ by jurisdiction. England and Wales guidance says local authorities have a statutory duty to deal with stray dogs; San Diego County describes separate requirements for residents there. Neither set of rules should be assumed to apply elsewhere. Follow the local agency’s direction on shelter intake, veterinary care, reporting, and any stray-hold or ownership process. Don’t keep or privately rehome the puppy before checking those requirements.

Construction-site rules can also depend on location and context. Hong Kong’s Agriculture, Fisheries and Conservation Department has a code for dogs kept on construction sites: it calls for a responsible person to oversee their welfare and control, and says a dog should be moved or rehomed if the site closes or becomes unsuitable. The code says, “No dogs should be abandoned.” This is Hong Kong guidance, not a universal rule; for a puppy found at a site, report what you observed and let the responsible local agency determine the next step.
