If a dog or cat appears to be in immediate danger or a crime is in progress, call 911. For suspected neglect that is not immediately life-threatening, contact the animal-control, police, SPCA, humane organization, or other agency that enforces animal-related laws where the animal is located. Stay on property where you are legally allowed, report what you personally observed, and do not trespass, confront the caretaker, or try to remove the animal yourself.
Decide how urgent the situation is
Your first decision is whether the animal needs an emergency response or whether you are seeing a concerning condition that can be reported through a non-emergency channel. You do not need to determine whether a crime has occurred; that is the investigating authority’s job.

If you are unsure whether the situation is an emergency, explain the observable facts to the dispatcher or agency taking the report and ask how they want you to proceed. Do not delay an urgent call while trying to collect more evidence.

The following signs are reasons to contact authorities, especially when they persist or occur together. They are warning signs, not a bystander’s legal conclusion. Laws define cruelty and neglect differently, and an authorized investigation must assess the full circumstances.

Food and water are missing or inaccessible
Outdoor confinement for long periods without adequate food or clean drinking water is a concern. Look for whether a container is present and reachable, not merely whether you can see one from a distance. Do not enter the property or handle the animal to check.
No protection from weather
An animal kept outside without adequate shelter from heat, cold, rain, snow, wind, or other inclement weather may need intervention. A structure that exists but cannot protect the animal, is blocked, or is too small to use may not solve the problem.
Unsanitary or hazardous surroundings
Surroundings heavily littered with feces, urine, garbage, broken glass, sharp objects, or other hazards can indicate unsafe confinement. Record what you can see from a lawful location and describe the specific hazard rather than labeling the caretaker’s conduct.

Confinement prevents normal movement
ASPCA guidance identifies kennels or cages that do not allow an animal to stand, turn around, make normal movements, or reach food, water, or protection from the elements as potential neglect indicators. Avoid estimating dimensions unless you can do so accurately without entering private property.

Untreated illness, injury, or severe physical problems
Untreated wounds, visible illness, extreme thinness, embedded collars, severe parasite problems, and severely matted or neglected grooming can all warrant a report. An injured animal may react defensively or aggressively, so keep your distance and tell responders exactly what you observed.
How to report the situation safely
- Stay in a lawful, safe location. Observe from a public area or another place where you have permission to be. Do not climb fences, enter a yard, open a building, or put yourself between an animal and its caretaker.
- Choose the reporting channel. Use 911 for an emergency or crime in progress. For a suspected non-emergency, call the local animal-control agency or police department. In some places an SPCA, humane organization, or another designated agency handles animal-cruelty complaints. If you call the wrong office, ask who has jurisdiction and request the correct contact.
- Explain what you personally saw. Give the street address or precise location, the date and time, the number and type of animals, where each animal was confined, and concrete observations such as “no water container visible” or “animal could not stand fully.” Separate what you saw from what another person told you.
- Identify firsthand witnesses. If another person saw the same conditions and is willing to speak with authorities, provide that person’s contact information with their permission. Do not pressure neighbors or publish their details online.
- Provide lawful photos or video only if safe. Images can help investigators, but take them only from a place where you are legally allowed to stand. Do not trespass, lean over a fence, enter a vehicle, or use a device in a way that requires you to cross onto private property. A report should not be postponed because you cannot safely obtain a photograph.
- Ask what happens next. Record the agency, the employee or dispatcher’s name or identification number if offered, the date and time, any report or incident number, and instructions for follow-up. Keep copies of messages or files you submitted.
Describe facts instead of declaring guilt
A clear, neutral account helps an investigator evaluate the conditions. Use a simple structure when you call or submit a complaint:

| Conditions | “The dog’s enclosure contained standing water mixed with waste; no dry shelter was visible.” |
| Health concerns | “The dog appeared extremely thin and had a collar that looked embedded in the neck.” |
| Access and safety | “I remained on the public sidewalk and did not enter the property.” |
Avoid statements such as “the owner is definitely abusing the animals” unless you are quoting an official finding. The authority will determine whether the evidence meets the legal standard in that jurisdiction.
What not to do
Do not trespass for evidence
Entering private property, opening a gate, or crossing a fence can create safety and legal problems and may compromise an investigation. ASPCA reporting guidance specifically limits photographs and video to places where the observer may lawfully be.

Do not confront the caretaker
An argument can escalate, alert someone who may move the animals, or expose you to retaliation. Report through the responsible agency instead. If the caretaker approaches you, leave the area and contact police if you feel threatened.
Do not handle an unfamiliar or injured animal
Fear, pain, and illness can cause an otherwise gentle animal to bite or scratch. Do not attempt to provide treatment, put the animal in your car, or transfer it to another location unless an authorized responder directs you and the situation is legally and physically safe.
Do not break into a vehicle yourself
If an animal appears trapped in a vehicle or another enclosed space and is in immediate danger, call 911 and describe the location and conditions. Wait for trained responders rather than taking independent action based on general advice.

There is no single nationwide non-emergency number for animal neglect. State and local laws determine which office investigates and what information a complaint must contain. Start with the animal-control agency or police department serving the location where the animal is confined. If neither handles the matter directly, ask for the designated SPCA, humane organization, or other enforcement office.

Emergency routing is tied to the place where the event is happening, not to your own home address. If you see an emergency while traveling, call 911 in that locality. USAGov’s crime-reporting guidance likewise directs people to the local law-enforcement agency where an out-of-area emergency occurs.
New York City example
New York City illustrates why location-specific instructions matter. ASPCA directs suspected animal-cruelty complaints there to 311 and crimes in progress to 911; the New York City Police Department leads responses to animal-cruelty complaints. Those instructions apply to New York City and should not be treated as a national 311 rule.

Keep a complete record
Write down the date and time you reported, the agency and person who accepted the complaint, the incident number, files or photographs you supplied, and any promised response. Save original files without editing them; note when and where each was made.

If the agency has not responded within the period it gave you, or within a reasonable time when no period was provided, make a courteous follow-up inquiry. Provide the report number and any genuinely new observations. Avoid repeated calls that add no information, and do not interfere with an investigation.

Report new or worsening danger
If the animal’s condition changes, a new immediate threat appears, or a crime is occurring, make a fresh emergency report and explain that you previously contacted the agency. Do not assume an earlier non-emergency complaint automatically alerts dispatchers to a later crisis.
What authorities, not bystanders, decide
Animal-care standards and legal thresholds vary by jurisdiction. An enclosure that looks inadequate may have facts you cannot see, while a condition that appears ordinary from a distance may conceal a serious injury. Authorities may need to inspect the property, interview witnesses, review photographs, and apply the local law. Your role is to make a timely, accurate report and preserve lawful evidence; it is not to investigate by entering property or to announce a legal finding.
ASPCA’s broader position on protecting animal-cruelty victims describes the need for an official case process, while its reporting guidance emphasizes observation, lawful documentation, recordkeeping, and follow-up. Those principles apply whether the animals are dogs, cats, or both.

A quick checklist before you call
- Am I observing from a place where I may legally remain?
- Is there an immediate threat, severe injury, or crime in progress requiring 911?
- What exact conditions did I personally see?
- Where is the animal, and when did I observe it?
- Are there firsthand witnesses who consent to being identified?
- Do I have lawful photos or video, and can I share the original files?
- Have I written down the agency, report number, and follow-up instructions?
Prompt, factual reporting gives the responsible agency the information it needs while protecting you, the animals, and the integrity of any investigation.
