1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCall the local animal-control or animal-services agency that covers the place where you found the dog. If the dog is aggressive, badly frightened, injured, or creating immediate danger, keep away and request urgent help; use the appropriate emergency service if a person is at risk. If the dog can be approached safely, report it as found, ask whether you should hold it or bring it in, and arrange a microchip scan through animal control, a shelter, or a veterinary clinic. A rescue group may help with advice or placement, but it is not usually the official first response.
Start with a safety decision
A loose dog may be friendly, lost, ill, or frightened. Do not assume it has been abandoned, and do not make physical contact just because it is wearing a collar. Your first decision is whether anyone can safely approach it.

When the dog is aggressive, panicked, or injured
- Stay back, keep children and other animals away, and avoid cornering or chasing the dog.
- From a safe position, note the exact location, direction of travel, appearance, and any immediate hazards such as traffic.
- Call the animal-control or animal-services agency serving that location and explain that the dog cannot be safely handled. Nashville Metro Animal Care and Control and the RSPCA both specifically advise keeping clear of aggressive or frightened dogs.
- If a person faces immediate danger, use the appropriate emergency service in your area as well as notifying animal control.
When the dog can be approached safely
Move slowly, speak quietly, and let the dog choose whether to come closer. Do not grab at its head, collar, legs, or food. If it remains calm, you can look for a tag or other identification without putting yourself at risk. Take a photo from a safe distance and record where and when you found it. Then contact the local agency before deciding where to take the dog.

| Animal control or animal services | Official first report, unsafe dogs, pickup or intake instructions | Record the found-dog report, identify the responsible agency, explain safe handling, arrange collection or direct you to the correct shelter | Whether it dispatches an officer, accepts a finder-held dog, requires delivery, and what happens after hours |
| Public or contracted shelter | Intake, reunification, and identification scanning | Scan for a microchip, check shelter records, accept a stray where authorized, and connect the dog with an owner | Whether it accepts strays without an animal-control referral, its opening hours, and capacity or appointment rules |
| Rescue group | Supplemental advice, foster or placement help | Share a found notice, advise on temporary care, or offer a foster or placement option if it has space | Whether it serves your area, can take this dog, and how its help fits with the official report |
| Veterinary clinic | Microchip scan or urgent medical assessment | Scan the dog and, where appropriate, provide veterinary care | Whether staff can scan without an appointment and whether you can safely transport the dog |
A shelter or clinic may be able to scan a chip, but that does not replace reporting the dog to the agency responsible for strays. A rescue may be compassionate and experienced yet have no authority, vehicle, kennel space, or immediate-response service.
Step-by-step: what to do after finding a safe-to-approach dog
- Secure the scene without trapping yourself. Keep the dog away from roads, children, and household pets only if you can do so without force. A quiet enclosed area may help, but leave an exit and avoid handling a dog that is escalating.
- Check identification safely. Read a collar tag if the dog allows it. Do not remove the collar or put your hands near its mouth. A tag is useful evidence, not proof that no other identification exists.
- Call the local animal-control agency. Give the street, landmark, time found, description, behavior, visible injuries, and whether you can safely keep the dog temporarily. Ask for a found-dog report number or confirmation of the report.
- Follow the agency’s instruction. It may ask you to wait for pickup, bring the dog to a designated shelter, or hold it temporarily while staff contact an owner. Do not choose a different intake location based on advice from another city.
- Arrange a microchip scan. Ask animal control where to go. Depending on local practice, a shelter or veterinary clinic may scan the dog. Call before arriving, and transport only an animal you can handle safely.
- Support reunification. Tell the agency exactly where the dog was found and keep your phone available. An owner may contact the official shelter or animal-control office rather than search social media.
- Consider rescue help only after the official report. If the agency confirms that a rescue or foster is appropriate, contact local groups with the report details and ask about capacity and handoff requirements.
Why animal control is usually the first official call
Animal control or animal services can identify which authority covers the location, create the official record, advise on safe handling, and coordinate pickup, shelter intake, or reunification. Those functions matter even when you are willing to care for the dog yourself: an owner may already be calling the agency, and local rules may require a report or specific hand-in process before anyone can keep or adopt the animal.
Responsibility is local rather than universal. In England and Wales, Department for Environment, Food & Rural Affairs guidance states that local authorities have the sole legal responsibility for dealing with stray dogs and that animal-welfare organizations do not hold that statutory responsibility. The UK government directs finders who cannot contact the owner to report the dog to the council. Those rules do not automatically apply elsewhere.
In the United States, municipal and county systems differ. Nashville’s animal-care guidance describes reporting, identification checks, scanning, and contacting animal control when a finder cannot keep the dog. Fairfax County provides another local example of an animal-services model. Treat those pages as instructions for their own jurisdictions, not as a nationwide rule.

When a shelter is the right destination
A shelter may be the practical place to report or bring a found dog, obtain a chip scan, and start an owner search. American Humane advises taking an animal without visible identification to a local shelter or calling animal control or police for pickup and transport. In many areas, however, the shelter and animal-control agency are separate parts of the same system, and the shelter may not accept a stray directly.
Call before you drive there
- Ask whether the facility accepts found dogs from members of the public.
- Confirm whether animal control must authorize or deliver the intake.
- Check opening hours, holiday or overnight arrangements, parking and entrance instructions, and whether staff can scan for a microchip.
- Explain the dog’s behavior and size so staff can tell you whether transport is safe.
If the shelter is closed, do not leave the dog outside or tie it to a gate unless the agency expressly instructs you to do so. Ask animal control what its after-hours alternative is.
What a rescue group can—and cannot—do
Rescue groups can be valuable for local knowledge, foster care, adoption placement, or sharing a found-dog notice. They may know volunteers who can provide a temporary home or help reunite a dog with its family. Their role is supplemental, not automatically governmental.
Do not assume a rescue can dispatch someone, accept every stray, or legally determine that a dog is abandoned. The RSPCA says its limited resources prevent it from responding to calls about healthy stray dogs and directs finders to the council; it also points people toward a local veterinary practice for a chip scan. That illustrates why an organization’s name and mission do not tell you whether it provides immediate stray pickup.

When contacting a rescue, provide the official report information, location, photos taken safely, behavior notes, sex and approximate size if known, visible injuries, and the time found. Ask whether it can offer advice, a foster placement, or a referral—not whether it can override the local intake process.
Microchip scans and identification
Ask for a microchip scan at the earliest safe opportunity. Local-authority guidance in England and Wales recommends scanning and checking a collar tag, and local US agencies likewise direct finders toward scanning. A chip may connect the dog to an owner even when the collar is missing or the tag is unreadable.
Call the shelter, animal-control office, or veterinary clinic first. Staff need to know that the dog is a found animal and may have handling or appointment procedures. A scan is not a substitute for the found report: the official agency still needs the location and time of discovery, and it can explain the lawful next step if the chip information is outdated or the owner cannot be reached.

Tell animal control that you can or cannot hold the dog. Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.After-hours, holidays, and urgent medical cases
Phone menus often separate routine found-animal reports from emergencies. Follow the agency’s recorded instructions rather than taking the dog to an unapproved location. Ask where an officer, emergency shelter, or partner facility accepts animals overnight.
For severe bleeding, breathing difficulty, collapse, suspected poisoning, or a road injury, tell animal control that the case is medically urgent. A veterinary clinic may advise immediate treatment, but do not transport an animal that cannot be safely restrained. If traffic or the dog’s behavior puts people in immediate danger, request emergency assistance.
Information to have ready when you call
- Exact address, nearest intersection, landmark, or GPS location
- Date and time found, and the direction the dog was traveling
- Size, color, breed-like features, sex if known, collar or tag details, and a safe photograph

- Visible injuries or medical concerns
- Whether you have a secure place to hold the dog and for how long
- Whether you have already contacted a shelter, veterinarian, rescue, or police
Ask the staff member for the next action, the facility address if delivery is required, the hours that apply, and a report or reference number. Repeat the instructions back so there is no misunderstanding about pickup, transport, or temporary care.

Common mistakes that delay reunification
Calling only a rescue
A rescue may lack legal responsibility or capacity. File the official report first, then seek rescue assistance for placement or foster care.
Driving to a shelter without checking
The shelter may be closed, full, appointment-only, or unable to accept a stray without animal-control involvement. A phone call prevents an unsafe or unsuccessful trip.
Trying to catch a frightened dog
Chasing can push a dog into traffic or provoke a bite. Keep distance and provide the location to trained responders.

Tags can be outdated, lost, or attached to a dog whose owner is not immediately reachable. Report the dog and request a chip scan.
Applying another city’s rules
Pickup, holding periods, intake locations, and after-hours services vary by council, county, and municipality. The agency serving the exact place where you found the dog is the authoritative source.
