Call your city or county animal-services agency first and follow its after-hours instructions. If you cannot reach animal services, call the local police non-emergency line and ask which agency handles found strays overnight. Use 911 only when the puppy or people face an immediate public-safety danger. If the puppy is sick or injured, tell the dispatcher immediately; local rules may send an animal-control officer, direct you to an emergency veterinary clinic, or require another procedure.
There is no nationwide after-hours number. The right contact, whether you may transport the puppy, and whether you may keep it temporarily all depend on your jurisdiction and the puppy’s condition.

1. Make sure you can help safely
Before approaching, assess the scene from a safe distance. A frightened puppy may bite, run into traffic, or be near an aggressive adult dog, hazardous debris, or another danger. Do not put yourself at risk to catch it.

- Note the exact location, direction of travel, approximate size and age, and whether the puppy appears alert, weak, bleeding, limping, cold, or trapped.
- Look for a collar, tag, distinctive markings, or a nearby owner without removing identification.
- Decide whether you can safely remain nearby and whether you could contain the puppy without being bitten.
These are the details a dispatcher needs. Fairfax County Animal Services, for example, asks where the finder and animal are, what kind of animal it is, whether tags or identifying marks are visible, and whether the finder can safely keep it for a short time.

2. Call in this order
Start with local animal services
Search the official city or county animal-control, animal-services, or shelter website for its after-hours number or recorded instructions. Use the jurisdiction where the puppy is physically located, not necessarily where you live. Explain that you found a puppy after hours and state its condition in the first sentence.
After-hours systems differ. Some agencies dispatch an officer; some use a police non-emergency call center; some require a finder to transport an injured animal; and some route sick or injured domestic animals to a 24-hour veterinarian.
Use the police non-emergency line when animal services is unavailable
If the animal-services number is closed, unanswered, or directs you elsewhere, call the local police non-emergency line. Ask which agency handles a found stray overnight and whether an officer can respond. This is a routing option, not a universal animal-control number.

Reserve 911 for a genuine public-safety emergency
Call 911 only when there is an immediate danger, such as a puppy in active traffic, a collision, a threatening aggressive animal, or a serious hazard that requires emergency response. For a puppy that is merely loose, frightened, or unattended, use animal services or police non-emergency dispatch.
3. Tell the responder if the puppy is ill or injured
Condition changes the correct after-hours path. Report bleeding, difficulty breathing, collapse, severe weakness, suspected poisoning, major wounds, inability to stand, or exposure to extreme heat or cold immediately. Ask whether animal control will respond or whether you should transport the puppy.
Do not assume every emergency clinic accepts an uninjured stray. San José’s guidance lists police non-emergency dispatch or 911 for a public-safety risk and identifies local 24/7 emergency veterinary clinics for after-hours emergencies, while cautioning people not to bring healthy strays to those clinics. Arizona Humane Society guidance similarly directs finders of sick or injured stray animals in its Phoenix-area service arrangement to an emergency animal clinic. Those instructions apply only in the stated local service areas.

Before driving anywhere, ask the dispatcher or clinic:
- Whether the puppy should be transported now.
- Which facility is authorized to receive a stray.
- Whether staff will arrange shelter pickup after examination.
- What costs, if any, the finder could incur. Never assume treatment is free.
4. Choose the next step by condition and local rules

These options are not interchangeable. A healthy puppy may not belong in an emergency clinic, and an injured puppy may need professional care rather than an overnight stay in a private home.
5. Do not move or keep the puppy until you know the intake rules
Ask the agency whether you should wait at the location, contain the puppy temporarily, or take it to a named shelter. Some jurisdictions can arrange temporary safe housing; others require strays to enter a contracting shelter and prohibit a finder from holding the animal during the stray-hold period. Wisconsin Humane Society warns that local contracting-shelter rules may prevent a finder from keeping a stray, even when the finder is trying to help.

If officials approve temporary holding, keep the puppy separate from your pets and children until a professional checks it. Use a secure, escape-resistant area with water and appropriate warmth. Avoid giving medication, bathing a very weak puppy, or forcing food. Follow the agency’s instructions about feeding, transport, and handoff. A crate can be useful only if officials say you may house the puppy and you can use it safely; it is not a substitute for contacting animal services.
6. Give dispatch complete, useful information
Have these details ready before you call:
- Street address, landmark, parking-lot or trail name, and the puppy’s current position.
- Your callback number and whether you can safely wait nearby.
- Approximate size, color, breed type if obvious, and visible markings.
- Whether a collar or tag is present and what it says, without removing it.
- Behavior: approachable, fearful, aggressive, trapped, or running.
- Medical signs: bleeding, limping, vomiting, breathing trouble, extreme lethargy, or exposure.
- Whether other animals, traffic, water, weather, or people create an immediate hazard.
Stay on the line for instructions. If the puppy moves, call back with the new location rather than chasing it into danger.

Phone numbers and procedures can change. Check the current official city, county, shelter, or animal-welfare page when you find the puppy.
8. Treat “abandoned” as a description, not a legal conclusion
A puppy alone may be lost, separated from its owner, intentionally relinquished, or temporarily hidden while its mother is nearby. You generally cannot determine legal abandonment from a short observation. Tell the agency that you found a puppy and report the location; let officials determine the appropriate stray or welfare process.
9. Arrange identification after the immediate response
Once the puppy is safe and the overnight plan is settled, ask animal services, a shelter, or a veterinarian to scan for a microchip. Collier County guidance notes that an officer can scan for one, and the Humane Society of Greater Miami recommends reporting found animals and arranging a scan. Photograph visible markings if officials permit it, and report the found puppy through the local shelter or animal-services system. Do not publish a full tag number or private owner information publicly.

Keep a record of whom you called, the time, instructions received, and where the puppy was transferred. This helps the shelter or officer follow up and protects you from conflicting handoff instructions.
Common mistakes to avoid
- Calling a random national number: animal-control responsibility is local, and no universal after-hours line is established.
- Taking a healthy stray to an emergency clinic: some clinics are reserved for urgent medical cases and may not accept healthy animals.
- Assuming you may keep the puppy: stray-hold and contracting-shelter rules can prohibit private holding.
- Using 911 for routine pickup: reserve it for immediate public-safety emergencies.
- Handling an aggressive or terrified puppy alone: wait for trained responders and provide location updates.
- Assuming veterinary treatment is free: ask who authorizes care and who is responsible for payment before consenting to non-emergency treatment.
What to do if no one answers
Leave a message with your exact location, callback number, condition report, and whether the puppy is contained. Then call the police non-emergency line for routing instructions. If the puppy’s condition worsens or a public-safety hazard develops, call back and state the change clearly. Do not abandon the puppy in a new location or release it near traffic.
