Call the local emergency number when a person or animal faces immediate danger, a dangerous animal creates an imminent public hazard, or serious cruelty is happening now. For a non-emergency involving a trapped domestic pet, start with municipal animal control or the local animal-care service. For wildlife, contact the local wildlife agency or an authorized wildlife rehabilitator; animal control may route wildlife calls in some communities. Police and fire services can become involved when public safety, access, traffic, or a technically difficult rescue requires them. The correct route depends on your location, the species, the danger, and the agency’s local authority.
Make the emergency decision first
Stay back and assess the scene before choosing a phone number. Look for a person in danger, moving traffic, fire, electrical hazards, unstable structures, dangerous weather, an aggressive animal, or an animal that is badly injured and unable to free itself. Do not enter a property, climb, crawl into a confined space, or approach wildlife while you make this assessment.

- Immediate threat: Call your local emergency number and explain the danger and exact location.
- No immediate threat, domestic pet: Call municipal animal control or the local animal-services line.
- Wild animal: Call the local wildlife agency or an authorized wildlife rehabilitator. If you do not know which service handles wildlife, animal control or the local government switchboard can route you.
- Access or extraction problem: Animal-care staff may coordinate with the fire department or another technical responder.
These are routing principles, not a universal promise that a particular agency will attend. Coverage, authority, hours, and species expertise differ by municipality.
When to call the local emergency number
Use emergency dispatch when delay could cause serious harm. Tell the dispatcher what is dangerous, where it is happening, and whether a person is at risk. Do not assume that “animal trapped” by itself is an emergency; describe the specific hazard.

Examples that justify an emergency call
- A person is being attacked or faces an immediate attack.
- An animal is creating an imminent traffic or public-safety hazard, such as on a busy roadway.
- Serious cruelty or neglect is actively occurring and immediate intervention is needed.
- A live, injured wild animal is in a place where it can hurt people or expose them to disease.
- An animal is trapped in a hot or cold vehicle and is in immediate danger.
- Fire, flooding, structural collapse, electrical equipment, or another life-threatening hazard is involved.
Ontario’s emergency guidance, for example, reserves 911 for emergencies in which a life is in immediate danger, including an attack causing serious injury, cruelty in progress, and an unattended animal in a hot or cold vehicle. That is an Ontario rule, not a worldwide standard; follow the emergency definition used where you are.
Who handles a non-emergency trapped domestic pet?
Municipal animal control or animal services
Animal control is usually the strongest first contact for a trapped, stray, distressed, or injured domestic animal when no person faces immediate danger. Depending on the municipality, it may handle dogs and cats, stray animals, welfare concerns, and some wildlife calls. It may operate only during set hours, use a separate after-hours service, or direct you to another department.
When you call, ask whether the service handles this species and location, whether an officer is available, and what you should do while waiting. A dispatcher may decide that another agency has the legal authority or equipment needed.

Local animal-care organizations
A city or county may contract with an animal-care center, humane society, or similar organization rather than operate a department called “animal control.” These organizations can provide animal-care expertise and may coordinate a technical rescue. Their availability and authority vary, so treat them as a local service contact rather than an automatic emergency response.
Philadelphia’s 311 guidance illustrates this arrangement: for a domestic pet stuck in a tree, house, or car, residents are directed to local animal-care organizations. Those organizations may call the fire department if they cannot remove the animal. The same guidance distinguishes domestic pets from wildlife, so do not assume one number covers both.

Who handles wildlife?
Wildlife agencies and licensed rehabilitators
Wild animals require species-specific handling and, in many places, special legal authorization. Contact the local wildlife agency or an authorized wildlife rehabilitator for an injured, sick, orphaned, or trapped wild animal. Tell them the species if known, the animal’s condition, and whether it is in a public area or on private property.
Florida Fish and Wildlife Conservation Commission guidance directs people to a humane society or animal control for domestic or feral animals, while its own wildlife hotline is reserved for certain species and human-health or safety situations. This illustrates why a wildlife agency may ask detailed questions before accepting a call.

Why you should not capture wildlife yourself
Ontario’s wildlife advice warns that a sick or injured wild animal may be frightened and in pain, may hurt someone who tries to capture it, and can carry diseases and parasites that infect humans, including rabies or avian influenza. An injured animal can also bite or scratch without appearing aggressive.
Keep children and pets away, do not feed the animal, and do not attempt to put it in a box, net, vehicle, or bathtub unless an authorized responder gives you situation-specific instructions. UK police guidance likewise advises people not to try to catch larger injured wildlife. If a wild animal poses a public-safety problem, contact local police or emergency dispatch according to local procedure.
Wildlife without an obvious emergency
Ontario rabies guidance gives a useful non-emergency distinction: police for emergencies, municipal animal control for non-emergencies, and authorized rehabilitators for sick or injured wildlife when there has been no human or domestic-animal exposure. The exact routing in your jurisdiction may differ, but the principle is consistent: urgency, exposure risk, and species determine the response.

What police and fire services can and cannot do
Police or emergency dispatch
Police may coordinate an animal response when a person is threatened, a serious incident is in progress, traffic is endangered, or local protocol routes animal emergencies through police dispatch. They are not necessarily the agency that retrieves a pet. Their authority to enter private property can be limited.

UK police guidance, for example, says police lack authority to break into a house solely to rescue a stranded cat. It recommends trying to identify the property owner and contacting the RSPCA if necessary. That is UK guidance and must not be generalized to another country. In any jurisdiction, do not force entry yourself; tell dispatch about the access issue and follow the instructions you receive.
Fire department
Firefighters may assist with a high or technically difficult rescue, but they do not respond to every animal call. Animal-care organizations or dispatch may first assess the situation and request fire assistance if ladders, specialized access, confined-space equipment, or scene protection is needed. Calling the fire department directly for a routine pet rescue can delay the appropriate service.
A decision table for the first call
| Situation | Best starting contact | Why |
|---|---|---|
| Person or animal faces immediate danger | Local emergency number | Dispatch can coordinate urgent public-safety help. |
| Domestic cat or dog trapped, no immediate threat | Municipal animal control or local animal-care service | These services commonly handle distressed or trapped domestic animals. |
| Wild animal is sick, injured, or trapped without an immediate public hazard | Wildlife agency or authorized wildlife rehabilitator | Species-specific and legally authorized care may be required. |
| Wild animal creates an immediate public-safety problem | Local emergency number or police, following local protocol | Police may address the immediate hazard and coordinate wildlife help. |
| Rescue requires difficult access or specialized equipment | Animal-care service or dispatch for coordinated assistance | The animal service may request fire or another technical responder. |
| You are unsure which agency covers the case | Animal control or the local government switchboard | They can route the call when jurisdiction is unclear. |
What to tell the dispatcher or animal service
Clear information helps the first agency choose the right responder. Have these details ready:
- Precise location: street address, entrance, landmark, floor, side of a building, or roadway direction.
- Animal type: cat, dog, bird, mammal, reptile, livestock, or unknown; give a species or color description if you can do so safely.
- How it is trapped: tree, roof, drain, vehicle, empty building, fence, window well, ice, hole, or another location.
- Condition: alert, weak, bleeding, unable to stand, breathing normally, aggressive, or unresponsive.
- Hazards: traffic, water, fire, wires, chemicals, unstable surfaces, extreme heat or cold, or other people and animals nearby.
- Access facts: whether the property is private, whether an owner is present, and whether a gate or locked door blocks responders.
- Exposure information: any bite, scratch, contact with saliva, or contact between the wild animal and a person or domestic pet.
Remain available for a callback, keep a safe visual distance if dispatch asks you to monitor the animal, and update the agency if the animal moves or the danger changes.

What not to do while waiting
- Do not enter private property or break a lock, window, or door to reach a pet.
- Do not climb trees, roofs, bridges, fences, or unstable structures.
- Do not use ropes, power tools, snares, nets, ladders, or makeshift extraction devices.
- Do not corner, chase, feed, or handle wildlife.
- Do not put your hands into holes, drains, engine compartments, or spaces you cannot see.
- Do not let children or pets approach the trapped animal.
- Do not move an animal across a road or into a vehicle unless an authorized responder instructs you.
Even a familiar pet can bite when frightened or in pain. Wild animals may carry parasites or infectious diseases, and a rescue attempt can injure both you and the animal.

“My cat is trapped in an empty house. What can I do?”
Do not enter or force the door. Try to identify and contact the property owner, landlord, or authorized keyholder. For a non-emergency, call municipal animal control or the local animal-care organization and explain that the property is unoccupied and access is blocked. If the cat is in immediate danger from heat, cold, injury, or another life-threatening condition, call the local emergency number and state the danger clearly. UK police guidance specifically notes that police may lack authority to break into a house for a stranded cat, so the legal route is to locate the owner and involve the appropriate animal-welfare service.
A pet stuck in a tree, roof, or car
Call local animal control or the animal-care service when there is no immediate public hazard. Explain the height, access, weather, and whether the animal can move. The service may coordinate fire assistance for a technically difficult extraction, as Philadelphia’s 311 guidance describes. Do not climb after the pet.
An animal in a hot or cold vehicle
If the animal is in immediate distress, call the local emergency number. Give the vehicle’s exact location, registration or identifying details if visible, and the animal’s condition. Ontario lists an unattended animal in a hot or cold vehicle among examples for 911 emergencies. Do not smash a window or enter the vehicle unless emergency authorities direct you and local law permits it.

How local rules change the answer
Animal-control boundaries, wildlife protections, after-hours coverage, and responder authority are local. Ontario routes some wildlife and roaming-animal issues to local animal control while using a provincial call centre for certain animal-distress or neglect reports. Florida separates domestic-animal contacts from wildlife cases and prioritizes human-health and safety situations. Philadelphia uses a city 311 route and animal-care organizations for domestic pets. UK government guidance directs injured pets and wild animals to different welfare organizations in England and Wales, Scotland, and Northern Ireland.
These examples show why a phone number found online for another city or country may be wrong for you. Check your municipal website, local government switchboard, or emergency-dispatch instructions for current numbers and after-hours arrangements. Ask which service has authority for the species and location before attempting any rescue.
A simple call script
You can say: “I’m at [exact location]. A [species or description] is trapped in [place]. It appears [condition]. There is [or is not] an immediate danger to people. The hazards are [traffic, wires, heat, private property, or other hazard]. I can see the animal from a safe distance, but I have not approached it. Which service should respond, and what should I do while waiting?”
If the first agency cannot attend, ask for the correct service or an after-hours number rather than calling multiple emergency lines. Follow the instructions from the agency that accepts the call.
Bottom line for choosing among agencies
Use urgency as the first filter, then species, then the type of rescue. Emergency dispatch is for immediate danger and active serious incidents. Animal control or a municipal animal-care service is the usual non-emergency starting point for a domestic pet. Wildlife agencies and authorized rehabilitators are safer and more appropriate for injured wildlife. Police and fire may coordinate or assist when public safety, access, or specialized equipment is involved, but neither is a universal first call for every trapped animal.
