Japan became panda-free in January 2026, when Ueno Zoo’s twins Xiao Xiao and Lei Lei returned to China. The documented reason was an agreement arranging their return to a Chinese breeding facility; strained Japan-China relations formed part of the wider context, but available reporting does not establish politics as the sole cause. The phrase “50 years” is approximate: pandas first arrived in Japan in 1972, about 54 years before the twins left.
Why did Japan’s last pandas leave?
Ueno Zoo said Xiao Xiao and Lei Lei’s return was planned under an agreement with the Chinese side. The zoo described their destination as a breeding facility, and its later account said the transfer was conducted under an agreement between the Tokyo Metropolitan Government and the China Wildlife Conservation Society. They were safely returned to the Ya’an Base of the China Conservation and Research Center for the Giant Panda on January 27–28, 2026. Ueno Zoo’s departure notice and arrival notice describe the move and handover.
The arrangement fits the modern pattern of panda cooperation. Japan’s pandas have been part of breeding and conservation research arrangements rather than simply permanent gifts; Nippon.com explains that cubs born under lease terms remain China’s property. Ueno’s earlier pandas Ri Ri and Shin Shin arrived in 2011 as part of a breeding research project with the Chinese conservation association. Nippon.com’s overview of Japan’s pandas and panda diplomacy provides background on these arrangements.
Politics was part of the circumstances, but should not be presented as the proven cause of this specific return. The Associated Press described Japan-China relations as strained while reporting on the twins’ departure, and Nippon.com discussed uncertainty over Japan’s future access to pandas. Those accounts establish diplomatic context, not a formal statement that China returned the twins as punishment. The AP’s report on the departure covers the contemporaneous climate.

Where did Japan’s last pandas go?
Xiao Xiao, a male, and Lei Lei, a female, were born at Ueno Zoo on June 23, 2021. After leaving the zoo for Narita Airport on January 27, 2026, they arrived at the Ya’an Base in China between January 27 and 28 and entered quarantine. Ueno said their health was fine on arrival and that staff handed over information about their care. Ueno Zoo’s account of their arrival gives the destination and arrival details.
When did Japan become panda-free?
The departure of the Ueno twins completed a change that happened in stages. Ueno says the first pandas in Japan, Lan Lan and Kang Kang, arrived on October 28, 1972, to mark the normalization of diplomatic relations between Japan and China. Their arrival helped spark a panda boom. The zoo’s panda history records that beginning.

Will Japan get pandas again?
Ueno Zoo has not confirmed replacement pandas in these announcements. On January 27, its director, Yutaka Fukuda, said the zoo would continue biodiversity conservation work and wait for the environment to be ready for new projects. That leaves future panda arrangements open, but it is not a promise or a timetable for new arrivals. The departure notice contains the zoo’s statement.
