The City of Joondalup closed an affected section of Hillarys Dog Beach at 1pm on 7 August 2025 after storms exposed building debris and steep embankments. PerthNow reported that the dog beach and adjacent horse exercise area reopened at 2pm on Friday, 22 August, following remediation works. That is the documented 2025 reopening—not confirmation that the areas are open today: the sources cited here do not verify access on 4 October 2026.
When did Hillarys Dog Beach reopen?
PerthNow reported on 22 August 2025 that Hillarys Dog Beach and the adjacent horse exercise area would reopen from 2pm that Friday after remediation works. The City of Joondalup’s 2025–2029 Corporate Business Plan Q2 report later said the beach had been closed for two weeks in response to the August erosion.

The reopening report quoted Joondalup Mayor Albert Jacob: “A qualified asbestos removal contractor is present to safely manage and remove any asbestos-containing material (ACM) found during this process.” This describes the contractor’s role during the 2025 work; it does not establish the site’s present condition.
Why was the beach closed?
On 7 August 2025, the City announced a temporary closure effective at 1pm after recent storms exposed building debris and steep embankments. The affected section was to remain closed until further notice while licensed asbestos experts assisted with safe removal. The City named Elcar Park’s fenced dog exercise area as an alternative at the time; that August 2025 advice does not confirm its current availability.

The City says reports of potential asbestos-containing material at the Hillarys animal beach began in November 2021, when wind and wave erosion exposed material in the dunes. It attributes likely fragments to former beach shacks, built mainly from asbestos sheeting and corrugated iron and demolished in the 1970s.
Was asbestos found at Hillarys Dog Beach?
The evidence describes both potential asbestos-containing debris and later low-level asbestos findings in sampled soil; it does not establish that every part of the foreshore has the same condition. In a 14 March 2024 release, the City said a 2022 preliminary assessment found fragments generally bonded, weathered and in good condition. The City also reported that the Department of Water and Environmental Regulation had advised that the risk to human health was low. That is a site-specific, City-reported assessment—not a claim that asbestos exposure is generally safe.

What was removed in 2025?
The City’s Corporate Business Plan 2025–2029 Q2 report recorded that approximately 13 tonnes of debris and 200 kilograms of potential asbestos-containing material were removed during the August 2025 storm response. These are quantities removed during that response, not a measure of all material at the site.
The same report said 43 cubic metres of soil containing low levels of asbestos fines and fibrous asbestos were removed in Q2 after asbestos-in-soil assessments. The City reported weekly inspections and removal of visible ACM, and said it was undertaking a remediation options assessment and planning a formal remediation action plan. The report does not establish that the planned remediation action plan was completed.

What did the later dune works involve?
A City community reference group report dated 18 March 2026 said material exposed by the August 2025 storm had been removed and dunes reshaped. The City stated that the August dune-shaping and ACM-removal works took place in already open sandy areas, did not clear vegetation and were not impacting coastal erosion.
Is Hillarys Dog Beach open now?
The 22 August 2025 report confirms a historical reopening only. The materials cited here do not verify whether the dog beach or horse exercise area is open on 4 October 2026. Check current City of Joondalup alerts and on-site signs before travelling; an old reopening report is not a live access notice.

What are the dog and horse access rules?

|---|---|---|
| Hillarys Dog Beach | Off-leash, under effective control and supervision | Not stated in the cited City rules |
| Horse beach, Monday through Saturday morning | On-leash | Access from daybreak to midday |
| Horse beach, Monday through Saturday afternoon | May be off-leash if effectively controlled | Prohibited outside the stated access period |
| Horse beach, Sunday | May be off-leash all day if effectively controlled | Prohibited |
| Car park and path to and from the beach | On-leash | Not stated in the cited City rules |

What should you do if you see suspected asbestos material?
Do not handle suspected fragments or enter a closed section. In a 14 March 2024 release, Mayor Albert Jacob advised users to stay on existing pathways, keep out of the dunes and report potential ACM to the City. That was advice published in 2024, not a current warning notice; check the City’s latest directions for current reporting and access guidance.
