Can pet shops in Perth still sell puppies?
Yes. A pet shop may sell dogs if it has approval from the local government for the district where it operates. Selling dogs without that approval, or selling a dog obtained from an unapproved supplier, is an offence under the state rules. The requirements apply across Western Australia, including Perth; they are not a separate Perth-only scheme. The WA Government’s pet-shop guidance describes the approval and sourcing requirements.

Where can WA pet shops get puppies from now?
An approved shop may obtain dogs only from a refuge organisation or dog management facility that has dog-supply approval from the WA Department of Local Government, Sport and Cultural Industries. Shop approval and supplier approval are distinct: the local government assesses the shop, while the department administers supplier approvals.
The department began accepting supplier applications on 28 November 2024. These approvals concern supplying dogs to approved pet shops. A refuge or dog management facility does not need this specific approval to supply a dog directly to a member of the public. The government says it will publish lists of approved shops and suppliers; check those listings and confirm the dog’s source before buying.

What changed, and when?
The Dog Amendment (Stop Puppy Farming) Act 2021 amended the Dog Act 1976. Parliament passed it in December 2021, and pet-shop approval provisions commenced on 26 May 2025. A shop approval may last for one year unless cancelled earlier. For the current rules and application details, see the WA Government’s pet-shop approvals page.
When the Act passed, the government said it had received more than 5,000 consultation submissions. Then-Premier Mark McGowan described the legislation’s intent as enabling dogs to be traced throughout their lives and helping people have confidence they were buying from reputable breeders. That statement explained the policy aim; it is not evidence that the reforms have achieved a measured outcome.

Is PetsWA running yet?
No centralised PetsWA registration service is currently established by the latest government update. The WA Government’s Stop Puppy Farming page, updated 17 September 2026, says the government and Seisma Pty Ltd agreed to end the development contract and that future options are under review. Dog and cat owners must continue to register their animals with their local government.
That status is separate from the pet-shop rules, which are already in force. Do not rely on older rollout announcements as proof that centralised registration is operational.

What should a prospective puppy owner check?
- Ask whether the shop has approval from its local government to sell dogs.
- Ask which refuge organisation or dog management facility supplied the puppy, and check that the supplier has dog-supply approval for supplying pet shops.
- Consider adopting through a shelter or rescue organisation. The WA Government promotes adoption as an option for prospective owners; its campaign information is available at Stop Puppy Farming.
